1 Why a Coordinated Plan? Guide how to spend 5310 funding in the region according to Federal Transit Law Represent public, private, and non-profit transportation and human services providers and participation by members of the public Identify the transportation needs of individuals with disabilities, older adults, and people with low incomes, provide strategies for meeting these needs, and prioritize transportation services for funding and implementation Needs to be updated every four years What is 5310 funding? (bolded bullets are how money is currently spent in the region) Traditional 5310 project examples include: buses and vans wheelchair lifts, ramps, and securement devices transit-related information technology systems, including scheduling/routing/one-call systems mobility management programs acquisition of transportation services under a contract, lease, or other arrangement Nontraditional 5310 project examples include: travel training volunteer driver programs building an accessible path to a bus stop, including curb-cuts, sidewalks, accessible pedestrian signals or other accessible features improving signage, or way-finding technology incremental cost of providing same day service or door-to-door service purchasing vehicles to support new accessible taxi, rides sharing and/or vanpooling programs A discretionary pilot program for innovative coordinated access and mobility: improve the coordination of transportation services and non-emergency medical transportation (NEMT) services the deployment of coordination technology projects that create or increase access to community, One-Call/One-Click Centers
2 How does the NFRMPO use 5310 funding? In 2017, the NFRMPO applied for 5310 funding from CDOT for approximately $27,000* for the following projects: o Volunteer driver program in Greeley, CO (covers Weld County) o New 2017 Coordinated Plan outreach, materials, advertising o Online and print Rider s Guide (printing, maintenance, updates, etc.) o *There is a 20 percent local match required for this funding, provided by member governments of the NFRMPO Suggested projects from discussion at March 2016 meeting: o Survey of senior centers and agencies for transportation needs o Weld County Travel Training o Distribution of bus passes to social service agencies Previous projects include: o Letters of support on behalf of Greeley-Evans Transit and transit in Weld County o Attendance of Easter Seals Mobility Planning Institute o Travel training (teaching people to ride the existing transit system) Larimer County funding is used for senior center day trips using FLEX, MAX, and a lunch in Downtown Fort Collins o Volunteer driver program Senior Resource Services o Public events and forums on aging, mobility, etc.
