1 Thailand Na*onal CAB 2015 AVAC Partners Forum 25 th March 2015

2 Background The first CAB in Thailand was found over 10 years ago in prepara*on of a phase 3 HIV vaccine trial 10 HIV CABs in the country: Protocol CABs Ins*tute CABs Popula*on- oriented CAB (M- CAB) CABs are exclusive, members are appointed by researchers with limited consulta*on, representa*on is unclear, term of service not clearly defined In some CABs, members include researchers and research staffs

3 Limita*ons Roles and responsibili*es are unclear, rarely discussed/ clarified, very CABs are aware of their roles No systema*c training or no training Involvement is limited to comment on informed consent form, educa*onal and promo*onal documents A few CABs (and only selected members of CABs) have seen protocols No other means of involvement CAB ac*vity is limited to regular mee*ng CABs are used exclusively for community engagement

4 TNCA and NCAB TNCA (Thai NGO Coali*on on AIDS) is an umbrella organiza*on for Thai HIV- related NGOs TNCA ques*oned community par*cipa*on in RV 144 that led to the trial formed a CAB a\er the trial had started for several months Other ins*tutes established their CABs but some had no trial un*l much later so CABs were not u*lized un*l many years a\erward

5 2010: AVAC supported TNCA to conduct stakeholders consulta*ons for the 2 nd Edi*on of GPP 2011: AVAC and WHO assisted TNCA and Bureau of AIDS, TB, and STI, the Na*onal AIDS Management Center of the Thai MoPH to conduct stakeholders consulta*ons on PrEP 2012: TNCA with financial support from AVAC conducted GPP trainings for research ins*tutes, and for community organiza*ons present: AVAC provides financial and technical supports to TNCA to established a na*onal level CAB

6 NCAB Members (18) are selected from exis*ng CABs and other community groups CAB of the AIDS Research Center, Thai Red Cross CAB of the Vaccine Research Center, Mahidol University CAB of the Retrovirology, AFRIMS M- CAB RIHES CABs (treatment and preven*on CABs)* Representa*ves of women groups

7 Objec*ves To create a network of CABs and to promote cross- learning and sharing between exis*ng CABs To build capacity of exis*ng CABs in HIV clinical research and research ethics To advocate on meaningful community and stakeholder engagement and other cross- cucng issues

8 Ac*vi*es Meet every 2 months to learn and share up- to- date news on HIV research, CAB ac*vi*es, and other issues as they emerged for example: the na*onal bill on research involving human subjects, Na*onal AIDS conference GPP trainings for CABs and community groups Ethical training for CABs Annual workshop for NCAB Bi- weekly newsleders on HIV research (news, highlights from HIV conferences and mee*ngs) A symposium on HIV cure and ethics in the 2014 na*onal AIDS conference in Bangkok

9 Impact Too soon to assess but: The Na*onal AIDS Commidee (under the Office of the Prime Minister) established the na*onal- subcommidee on biomedical HIV research; 4 NCAB members are members of the subcommidee (and other na*onal subcom. Such as vaccine development, treatment program, s*gma eradica*on, HIV drug resistance monitoring) The Na*onal Subcom. on HIV research has one NCAB member as a reviewer of HIV vaccine protocols The chair of the na*onal subcom. on biomedical research suggests that NCAB acts as a community IRB to review HIV research side by side with exis*ng IRBs One IRB (Mahidol University, Salaya Campus) integrates GPP in the review and included one NCAB member as its members.

10 NCAB and CAB NCAB is free of power- rela*on between CAB and researchers NCAB is not involved directly in specific studies; it focuses on big, wider pictures (ie. a\er trial access, systema*c capacity building, up- to- date news on HIV research not limited to specific studies) Not involved in research poli*cs (can cri*cize or comment on trial/s without fear of nega*ve consequences or free of bias)
