1 NATIONAL AIDS COORDINATING AGENCY Botswana National HIV/AIDS Prevention Support Project (BNAPS) THIRD CALL FOR HIV and AIDS PREVENTION PROPOSALS FROM CIVIL SOCIETY AND PRIVATE SECTOR ORGANIZATIONS REGISTERED IN BOTSWANA. (Target Districts: South East, Kweneng East, Kweneng West, Kgalagadi South, Francistown, Central Serowe, Central Palapye, Ngamiland East, Ngamiland West, Central Bobirwa (Bobonong), Selebi-Phikwe, Goodhope) The National AIDS Coordinating Agency (NACA) recognizes the need for more progress in the implementation of the NSF-II to supporting population groups that are particularly vulnerable to HIV infection. NACA is inviting civil society and private sector organizations, to submit innovative HIV and AIDS prevention proposals that would help to address the outlined themes. Proposals should cover a period of up to months and include elements of public community mobilization for effective behavior change to strengthen HIV and AIDS prevention services. This third round of calls for proposals deliberately seeks to strengthen the prevention response to close the glaring gap between HIV and AIDS Knowledge, Attitudes and persistent risky sexual Practices (KAP) that sustain the noted high trends of infection rates. The CfP-3, proposes to support the following HIV and AIDS Prevention themes and activities: 1. Abstinence (KAP) 2. Consistent and correct condom use (KAP) 3. Multiple Concurrent Sexual Partnerships (MCP) (KAP) 4. Promotion of Safe Male Circumcision (KAP) Underlying all the above themes is the integral aspect of comprehensive HIV prevention knowledge, attitudes and practice to be addressed and programmed for each. Following completion of the BNAPS mid-term review, NACA will prioritize funding CSO projects that demonstrate innovation and potential to promote behavior change and achieve HIV/AIDS prevention outcomes of the National Strategic Framework II. In order to adequately address these themes, grant applicants are encouraged to demonstrate how their proposed activities will be innovative and address some of the notable key determinants of behavior. Successful proposals will clearly address cultural, structural and socio-economic factors that increase vulnerability of youth and women as noted by the NACA Social Assessment Report NACA will prioritize proposals that are innovative and focused enough to respond to drivers of the epidemic in Botswana as noted by the NSFII. Activities should go beyond traditional awareness raising interventions and tackle behavior change at community level.
2 Organizations must also demonstrate how their proposed activities will empower communities, how they effectively engage local leadership, civil society and spiritual/traditional communities. The activities proposed must show evidence for on-going behavior and social norm changes in relation to the key identified themes. To be acceptable for funding, proposals should follow the prescribed format, guidelines provided, and strictly be in line with the current National HIV/AIDS Strategic Framework-II and the National Prevention Plan. Joint proposals or innovative partnerships from HIV and AIDS service organizations registered in Botswana, tackling one or more of the listed thematic areas for this call, are encouraged. However, proposals which involve sub-granting and/or sub-contracting will not be acceptable. All proposals will be screened for appropriateness following laid down criteria, through multi-stage objective screening process. CSOs and Private Sector organizations are expected to submit only one proposal even if they intend to cover more than one district or themes. Applying organizations are expected to provide a detailed description of how they propose to contribute to the achievement of the results stated in their proposal, how these results will be measured, monitored and evaluated. The selected organizations will be subject to a continuous and independent verification of implementation and results during and at the completion of activities. The District AIDS Coordinator s (DAC) offices in the listed health districts will be authorized to approve a specified and limited number of proposals according to the guidelines specified by BNAPS/NACA. All applicants must obtain application forms, eligibility criteria and detailed instructions for proposal and budget formats from the respective DAC and NACA offices. All proposals with a budget not exceeding Pula 50, shall be submitted in hard copy to the DAC Office in the district in which the applying organization has its main office, in sealed envelopes clearly marked CfP-3 Proposal. Total Budget Amount Requested for the period (by year if more than 12 months). B. Executive Summary (should not exceed 1,000 words) C. Main Proposal 1. INTRODUCTION: This section should provide brief but precise information on the proposing organization including: mission, goal, objectives, activities and track record (relevant previous and current activities particularly in HIV and AIDS), the proposing organization(s) partners, networks, donors and other collaborators. 2. BACKGROUND: The section covers relevant information about the status of the HIV and AIDS pandemic in the community and population the organization is working with, in terms of incidence and or prevalence, including notable common drivers. Social, cultural and gender issues that increase vulnerability in the particular geographic area and among specific target groups should be noted. The Social Assessment Report 2010 will be a useful guide for CSO applicants. Copies are available at NACA for interested CSOs. 3. RESULTS TO BE ACHIEVED: These should be the same as, or a sub-set of, the results stated in the Call for Proposals. Bidding organizations should outline the expected outcomes or results (specific objectives) the proposed project would achieve through its HIV and AIDS Prevention efforts. 4. METHODOLOGY: The proposal should describe the following: District and geographic area to be covered, target population(s)and/or project beneficiaries ( specified by age group and sex preferably (10-14,15-19,20-24,25-49) age groups, procedures / strategies of implementation, project data management and analysis (as applicable). 5. WORKPLAN (template attached): Should specify the project period, activities, timeline, responsible persons and costing. Multi-year work plans up to thirty months will be considered. 6. JOINT PROPOSALS: Should indicate the lead agency, the roles and responsibilities, deliverables and activities per organization as well as the reporting and implementation arrangements (sub-contracting and sub-contracting are not acceptable). 4 P a g e
5 7. BUDGET: Should reflect the resource needs per 12 months periods and the justification (consistency with work-plan, and divided by organization if the proposal is a joint proposal). Technical support and capacity building arrangements between partnering organizations, should be budgeted for in the applicant organization s budget. The project does not consider purchase of vehicles for grant recipients but allows for local transport costs for implementation of activities and field monitoring. The project will also not allow a foreign expense budget item. Long term grant applications for up to 30 months are allowable, in yearly format, but with the realization that funding for subsequent years is dependent on verifiable performance according to the BNAPS Longer Term Grant Framework Guidelines. 8. MONITORING AND EVALUATION PLAN (template attached): Summarize your monitoring and evaluation plan of the project proposed including: the inputs, activities, process and output indicators as well as their quarterly targets. If available, specify baseline levels of the selected indicators for monitoring and evaluation purposes. Specify data collection, storage and reporting procedures in place or to be employed. Where long-term funding is being proposed, a parallel long term demonstrating systematic, progressive performance targeting of indicators is expected as part of the proposals. 9. INSTITUTIONAL CAPACITY: Describe your organization with regard to numbers or personnel, their expertise and experience, (particularly those who will work directly on the proposed project) organizational structure, governance structure (Board & Constitution) as well as your collaborators and networks /partnerships /donors-past & present) 10. ACCOUNTING CAPACITY: What financial/accounting system and internal controls (including banking details, recent Audits) the organization has in place or plans to put in place. Include also organizational procurement policies and procedures. 11. SUSTAINABILITY PLAN: Indicate if and how the organization will continue the activities when the financial support through this project ends, and assistance required from the project to build the plan. 5 P a g e

Primary Eligibility Criteria for Organizations Applying for BNAPS CFP-3 Grants The following eligibility criteria will be used by NACA Technical Committees and DAC s offices, alongside the Organizational Review Checklist to guide in establishing the eligibility of implementing organizations. Organizations wishing to be considered in this program must have ready proof of the following: - Track record of undertaking successful HIV and AIDS/STIs activities for more than twelve (12) months in the recent past. The Program Manager/Director must at a minimum have completed secondary education secondary Have a known physical, and an operational postal address and conventional contacts such as Telephone, Fax, address. Be registered with the Registrar of Societies and/or Registrar of Companies and provide a copy of Certificate of Registration on application. Have the support of the community and leadership in the target project area and the DAC in the case of district level county applicants. Have a current bank account (NB: if proposal is successful the organization will be required to open a separate bank account for the project funds). Have adequate accounting, financial and project management resources/systems (for projects over US$10,000.00/P.65,000.00). Have basic recording, financial management and internal control systems to manage funding support and services. Have program monitoring, evaluation and reporting resources and capacity. Proven history of regular Audits (Recent Audit Reports). Any letters of support from current/previous donors are welcome and should be attached to the proposal 6 P a g e
