BACKGROUND UNDP is a key partner to the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) and is the UN agency assuming the role of Principal Recipient of Global Fund grants in Sudan. In its role as Principal Recipient, UNDP ensures quality financial management, timely procurement of supplies and service delivery as well as efficient monitoring and evaluation of grant implementation activities. A dedicated Project Management Unit (GF-PMU) is currently managing four ongoing grants ( ) from the Global Fund with an approved cumulative budget of over US$ 350 million. The overall goal of the projects is to prevent deaths caused by diseases, to reduce the burden of HIV and tuberculosis, to interrupt transmission of HIV, to reduce morbidity, and to contain and prevent malaria outbreaks, as well as to strengthen the health system. Sudan s new national strategic plans (NSP) for HIV/AIDS, TB and Malaria have a focus on reaching out to the hard-to-reach areas and populations. Internally displaced persons (IDPs) are persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence,
2 in particular as a result of or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or other natural or human-made disasters, and who have not crossed an internationally recognised state border. Internally displaced people (IDP) and refugee population in different states of Sudan are considered hard to reach population. There are approximately 25 million IDPs globally of which Sudan contains almost 10% of it i.e. 2.4 million. The humanitarian situation sharply deteriorated in 2013 with more than 2.4 million people displaced throughout the Darfur states, South and North Kordofan, and Blue Nile. The Humanitarian Dashboard of November 2013 mentions that the conflict in Darfur created large settlements in and around the major towns where about 81% (2,000,000) of all Sudan IDPs are located in the five Darfur states 1. Moreover, the IDPs in Darfur as other IDPs raising both national and international concerns about sexual exploitation and gender based violence 2. As with refugees, IDPs are believed to be at increased risk of contracting HIV virus during and after displacement, due to disruption of family/social structures and health services, increased sexual violence, and sexual-risk taking due to poverty. Poverty and lack of access to health care facilities also put these populations to increased vulnerability to TB and Malaria. Given the unique and precarious situation in conflict-affected countries, the HIV and health concerns of IDPs are a priority for governments and humanitarian actors in Sudan. The Federal Ministry of Health, Republic of Sudan, is submitting a Concept Note for funding to the Global Fund under the New Funding Mechanism (NFM). Sudan will be the first country to submit a single consolidated concept note integrating the disease components of AIDS, TB and malaria and the health system strengthening. The situational analysis of HIV, TB and malaria in the hard-to-reach areas is undertaken to consolidate the data and information on the three diseases and to map the services available for the three diseases in hard to reach areas. It is expected that the outcomes of the situational analysis will help in streamlining a more integrated intervention of the HIV, TB and malaria in the hard-to-reach areas. 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The purpose of the consultancy is to consolidate the information on the epidemic of HIV, TB and malaria, the services available and to develop an integrated intervention package in the hard-to-reach areas of Sudan. 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Master s degree or equivalent in Public health, Epidemiology, Social science or related field. II. Years of experience: A minimum of 5 years professional experience in/for developing countries in the field of public health teaching, research or practice. III. Language required : Fluency in English with excellent verbal and written skills. 4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Proposal: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work 2. Financial proposal 3. Personal CV including past experience in similar projects and at least 3 references 5. FINANCIAL PROPOSAL Consultancy fees The financial proposal shall specify a daily rate, and payment terms around deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should include an estimate of the number of days required to complete the assignment and a daily consultancy rate. The consultancy fees shall be inclusive of communication, and other overheads. Travel All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed 6. EVALUATION Individual consultants will be evaluated based on the following methodologies: 2. Cumulative analysis When using this weighted scoring method, the award of the contract shall be made to the individual
4 consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [70% as a minimum ] * Financial Criteria weight; [30 % ] Only candidates obtaining a minimum of 70% point would be considered for the Financial Evaluation Evaluation Grid Weightage Total Obtainable Marks A. Functions / Key Results Expected: 1. Facilitation of a national Seminar on HIV, TB and Malaria in hard-to-reach areas: In order to collect, compile and consolidate the data/information on the 3 diseases, a one-day seminar is planned. It is proposed to invite resource persons from relevant agencies to present a paper on one of the thematic areas; a. The consultant will assist the resource person to make evidence-based papers of high quality for presentation in the seminar. b. The consultant will use the discussions following the presentation to produce additional information/data or identify data gaps existing on the theme 2. Data collection and compilation: The consultant will conduct a desk review of the existing literature, documents and data available by different entities on the prevalence of the three diseases, mortality/morbidity data, type and nature of services, coverage to: a. Undertake mapping of IDP population and accessibility of services. In addition, mapping of the agencies operating in the field etc. b. Explore availability and adequacy of health care services and packages at both community and health facility level 3. Conduct field visit to some of hard to reach areas; The consultant will visit one/two of the post-conflict states to undertake a field assessment and understand the organizational texture of health services offered in camps. 4. Sharing and finalization of the report: a. The consultant will draft an assessment report that will be shared with different stakeholder for their review and feedback. A one-day consultative meeting with the implementing partners in the hard-to-reach areas in Sudan will be held for the purpose. b. The consultant will use the outcome of the workshop in finalizing the report and share it with GF-PMU 5. Package of integrated services: Taking into account the best-practices in Sudan and in other similar contexts, the consultant will develop a package of service for integrated delivery of HIV, TB and malaria for the hard-to-reach areas using both national and international standards, requirements and norms.
