1 Number: PL- 381 Date: October 23, 2008 Subject: NPA 442 to Overlay NPA 760 (California) Related Previous Planning Letters: PL-160, PL-194, PL-238, PL-377 General Description On October 16, 2008 the California Public Utilities Commission (CPUC) in Order D vacated the geographic split order and approved an all-services overlay as the relief method for the 760 NPA, which serves the entire southeastern portion of the state. A copy of the CPUC order and other related Commission information can be obtained at: This planning letter replaces all previous planning letters mentioned above. The 760 NPA generally covers all of, Inyo and Mono counties, most of San Bernardino County, the northern portion of San Diego County and the eastern portions of Kern and Riverside counties. Information on counties and cities in the 760 NPA can be seen on the attached rate center, county and city map. The new 442 NPA will serve the same geographic area currently served by the existing 760 NPA. Implementation of Relief Plan Implementation of the overlay of the 442 NPA is as follows: Start of permissive 1+10-digit dialing End of permissive dialing and start of mandatory 1+10-digit dialing Earliest new NPA central office code activation date* Earliest date central office codes in the new NPA may be ordered through NANPA Time Date 12:01 AM PT May 2, :01 AM PT October 24, November 21, May 21, 2009 * Effective Date of the New 442 NPA During the permissive dialing period, subscribers may dial calls within the overlay area on either a 7-digit or 1+10-digit basis, but will be encouraged to dial 1+10-digits. After the permissive period ends, all calls must be dialed using 1+10-digits. Central Office Code Listings and NPA Map A rate center map of the 760/442 NPA overlay is attached. An updated list of NXX codes assigned to the affected area may be found on the NANPA website at or in the

2 Local Exchange Routing Guide (LERG) or the NPA NXX Activity Guide (NNAG). Information in the LERG and NNAG can be obtained by contacting Telcordia Routing Administration (TRA), at Dialing Plan Coincident with the introduction of mandatory 1+10-digit dialing on October 24, 2009, the dialing plan for the 760 and 442 NPAs will be as follows: Type of call Call terminating in Dialing plan Local call Home NPA (HNPA) or Foreign NPA (FNPA) digits (1 + NPA-NXX-XXXX) Toll call HNPA or FNPA digits (1 + NPA-NXX-XXXX) Operator Services Credit card, collect, third party HNPA or FNPA digits (0 + NPA-NXX-XXXX) Network Testing All international and domestic carriers should ensure that the new 442 NPA has been activated throughout their networks prior to November 21, Test numbers to verify the routing to the new NPA will be in service beginning August 21, 2009 through December 21, The test numbers to verify the routing to the 442 NPA are: (442) in LATA 732, (442) (TEST) in LATA 730, and (442) (TEST) in LATA 973. A recorded announcement will indicate that the test call has been successfully completed. General Information The information in this planning letter reflects detailed information about NPA relief activities. The information has been derived from commission orders and from industry implementation decisions. The implementation of the plan described in this letter is the responsibility of individual service providers, and NANPA does not guarantee that the activities and plans will occur exactly as described herein.
