1 Number: PL 403 Date: March 1, 2010 Subject: NPA 539 to Overlay NPA 918 (Oklahoma) Related Previous Planning Letters: None General Description On January 4, 2010 the Oklahoma Corporation Commission, in its order No in Cause No. PUD , approved an all services overlay as the relief method for the 918 NPA. The 918 NPA generally covers the eastern portion of the state and serves communities such as Bartlesville, Clayton, Cushing, Fairfax, McAlester, Miami, Muskogee, Okemah, Poteau, Sallisaw, Tahlequah and Tulsa. The new 539 NPA will serve the same geographic area currently served by the existing 918 NPA. Implementation of Relief Plan Implementation of the overlay of the 539 NPA is as follows: Start of permissive 10-digit dialing. End of permissive dialing and start of mandatory 10-digit dialing Earliest new NPA central office code activation date * Earliest date central office codes in the new NPA may be ordered through NANPA Time Date 12:01 AM Central August 7, :01 AM Central March 5, April 1, October 1, 2010 * Effective Date of the New 539 NPA During the permissive dialing period, subscribers may dial local calls within the overlay area on either a 7-digit or 10-digit basis, but will be encouraged to dial 10-digits. After the permissive period ends, all calls must be dialed using 10-digits. When preparing for overlay area code relief, carriers are strongly encouraged to prepare their switches to begin sending 10 digits prior to the mandatory 10-digit dialing conversion date for customers.
2 Central Office Code Listings and NPA Map A rate center map of the 918/539 NPA overlay is attached. Since NXX information may change over time, please consult the NANPA website at the LERG Routing Guide (LERG) or the NXX Activity Guide (NNAG) for updated information. Information in the LERG and NNAG is available by license contract from Telcordia Routing Administration (TRA), at Dialing Plan Coincident with the introduction of mandatory 10-digit dialing, the dialing plan for the 918 and 539 NPAs will be as follows: Type of call Call terminating in Dialing plan Local call Home NPA (HNPA) or 10-digits (NPA-NXX-XXXX) Foreign NPA (FNPA) Toll call HNPA or FNPA digits (1 + NPA-NXX-XXXX) Operator Services Credit card, collect, third party HNPA or FNPA digits (0 + NPA-NXX-XXXX) Network Testing All international and domestic carriers should ensure that the 539 NPA has been activated throughout their networks prior to April 1, The test number to verify the routing to the new NPA will be in service beginning January 4, 2011 through May 2, The test number to verify the routing to the 539 NPA is: A recorded announcement will indicate that the test call has been successfully completed. General Information The information in this planning letter reflects detailed information about NPA relief activities. The information has been derived from commission orders and from industry implementation decisions. The implementation of the plan described in this letter is the responsibility of individual service providers, and NANPA does not guarantee that the activities and plans will occur exactly as described herein.
