The VCT floor tiles in the Elevator Lobbies, however, was not tested. We pulled up a tile today, and the mastic appears to be the same. Both are black, as observed in the attached photos (Custodial Room is typical of Dorm Rooms, Trash Chutes, and Laundry Rooms). Please provide direction as to how to proceed. We are currently on hold with removing the floor tile in the elevator lobbies until directed. We suggest leaving the existing VCT and installing carpet tile over it. Scope of Work Allstate Services was retained by San Diego State University to conduct asbestos sampling and develop a scope of work for San Diego State University-Tenochca Residence Hall located at 5500 Campanile Drive in San Diego, California. The sampling was conducted on November 27 and December 31, 2015 and encompassed selected interior areas of the building in support of the Tenochca Residence Hall Upgrades. Prior to sampling, Stacey J. Milano, a California Certified Asbestos Consultant, conducted a walk through inspection, and visual observation of all selected areas (excluding inaccessible areas such as locked rooms, tight pipe chases, wall cavities, concealed surfaces, etc.), to identify locations of suspect Asbestos Containing Materials (ACM) throughout the buildings. Upon completion of this inspection, samples of suspect ACM were collected, the material was described, and physical condition was assessed. Samples were then submitted to EMSL Analytical, Inc. laboratory to be analyzed for asbestos content by Polarized Light Microscopy (PLM). EMSL Analytical Inc. is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP). The purpose of the sampling was to ascertain the presence of ACM in the buildings. The sampling did not consider such materials inaccessible to the consultant. Material not sampled should be considered suspect until proven otherwise by proper sampling techniques. 2. Building Description This property consists of an 8 story residential hall that was built in the 1980s. All floors are nearly identical with the exception of the first floor, which includes student common areas. The tower consists of 25 residential dorms per floor. Each room consists of tile floors, concrete walls with rubber cove base, and a drywall soffit containing the HVAC ducting. Each floor also has a study lounge, which appears to have originally been two dorm rooms with the middle wall removed. The lounges are now carpeted with floor tile suspected to be present under carpet. Each floor is accessible by elevators and staircases. Other common areas on each floor are two restrooms, a trash chute, and a custodial and equipment room. Most walls and ceilings are concrete with the exception of some wall repairs/additions. Sampling was conducted in two phases. The first trip was on November 27, Upon review of initial sample data, Allstate Services deemed it necessary for additional sampling of the drywall and joint compound on December 31, 2015 to make a conclusive determination of asbestos content. This final report includes sampling from November 27 and December 31, Investigative Methods A total of one-hundred seventeen (117) samples were collected throughout the structures. Samples were collected from each homogeneous material in selected areas. Sample locations were selected, to be true representations of most of materials in each homogeneous area. A unique number was assigned to each sample for identification. A total of one-hundred seventy-seven (177) samples were analyzed, after layers were separated, and laboratory analytical reports can be found in Appendix B. 1

8 3.1 Sampling Protocol This sampling followed the Asbestos Hazard Emergency Response Act (AHERA) guidelines to identify types of materials, sampling areas, and to determine the appropriate number of samples to be collected per homogeneous area. The walk through inspection and visual observation revealed the suspect ACM fall under Friable and Non-Friable Surfacing and Miscellaneous Materials. 3.2 Laboratory Analytical Method The bulk samples were submitted to EMSL Analytical, Inc. laboratory in San Diego, California to be analyzed for asbestos content by Polarized Light Microscopy as described on the Interim Method of Determination of Asbestos in Bulk Insulation Samples (40 CFR Ch. 1 Pr.763, appendix A to sub-part F; F; July 1, 1987). EMSL Analytical, Inc. laboratory is an independent laboratory and, NVLAP-certified. To ensure valid and reliable results, and to monitor samples during the collection, shipment, testing, and subsequent disposal phase of potentially asbestos-containing materials, Allstate Services has established a quality assurance program for the collection and submittal of bulk samples. This program consists of: Creation of a chain-of-custody form to keep track of the samples always by assigning responsibility for each phase of the data collection and analysis process to a specific person. Use of EPA-accredited laboratories that participate in the NVLAP sponsored by the National Institute of Standards and Technology for asbestos testing. 4. Results of Investigation In accordance with the Environmental Protection Agency (EPA), any construction material containing more than one percent asbestos by weight is considered an Asbestos Containing Material (ACM). However, pursuant to the Title 8 of the California Code of Regulations, ACM is any manufactured construction material that contains more than one tenth of one percent (1/10 of 1%) asbestos by weight. In addition, according to policies developed for schools, by the EPA, a homogeneous material is considered to contain asbestos, when asbestos is detected in one or more samples of the subject material. Table 1 summarizes the homogeneous areas inspected and sampled and presents the sample results. The laboratory results are presented in Appendix B. Following are the types, locations and the approximate quantities of ACM present in this facility. Table 2 presents materials that are considered asbestos containing materials only. 2

17 5. Recommendations Based on the above conclusions, Allstate Services, LLC. recommends the following: Remove affected asbestos containing materials prior to renovation/demolition. Non-Friable asbestos; do not cut, sand, drill, polish, or damage the material; Operations and Maintenance Program is suggested. 6. Limitations The conclusions, and recommendations presented above are based on, agreed upon scope of work outlined in the above report. The services performed on the subject property, included nondestructive sampling and excluded sampling of hidden materials, or sampling from inaccessible areas such as locked rooms, tight piped chases, walled cavities, concealed surfaces, electric wiring, fired doors, hard segmentation materials, etc. It should be further understood that this report may not be a definitive study of the presence of Asbestos Containing Material in the facility, due to the nature of manufacturing, application, and location of ACM. The consultant makes no warranties or guarantees as to the accuracy, or completeness of information, obtained for information provided or compile by others. It is possible that information exists beyond the scope of this investigation. Also, changes in site use may have occurred sometime in the past due to variations in rainfall, temperature, water usage, economic, agricultural or other factors. Additional information that was not found, or available to a consultant at the time of the writing of this report, may result in a modification of the conclusions, and recommendations presented. This report is not a legal opinion. The services performed by consultant have been conducted in a manner consistent with care, ordinarily exercised by members of our profession currently practicing under similar conditions.
