5 1 INTRODUCTION AirQuest Environmental, Inc. ( AirQuest ) conducted air monitoring during and following the removal of asbestos containing materials (ACM) at Peppertree Shores, located at 1014 Mercy Drive in Orlando, Florida The abatement was performed by Northstar Contracting Group, Inc. ( Northstar ) of West Palm Beach, Florida. Asbestos abatement oversight was requested by American Environmental Consulting, Inc. ( the Client ) to verify proper asbestos abatement work practices and that the work area was cleared for re-occupancy or demolition. The project consisted of the removal of the following asbestos containing materials: 56,136 Square Feet of Popcorn Ceiling Material 56,136 Square Feet of Vinyl Floor Tile & Mastic 38,192 Square Feet of Drywall & Joint Compound 10,340 Square Feet of Tan Interior Door Caulk 1,536 Square Feet of Roofing Tar 1,056 Linear Feet (22 Windows) of White Mudded Window Glaze Abatement oversight was conducted by AirQuest Project Monitors Nicholas Nalepa and German Navarrete, both Asbestos Hazard Emergency Response Act (AHERA) asbestos abatement contractor/supervisors and National Institute of Occupational Safety & Health (NIOSH) Method 7400 microscopists. Copies of Mr. Nalepa s and Mr. Navarrete s certifications are provided in Appendix I. Abatement oversight consisted of documenting the abatement contractor s activities, conducting visual clearance of the abatement areas and conducting work-in-progress (WIP) and final air clearance sampling. 1
6 2 ABATEMENT OVERSIGHT Abatement activities were performed on November 19, 20, 23, 24, 25, and 30, 2015, December 1, 2, 3, 4, 7, 8, 9, 10, 11, 14, 15, 16, 17, 18, 21, 22, 23, 28, 29, 30 and 31, 2015 and January 4, 5, 6, 7, 8, 11, 12, 13, 14, 15, 18 and 19, A daily journal summarizing the abatement activities is presented in Appendix II. 2.1 ABATEMENT ACTIVITIES AND VISUAL INSPECTIONS The project consisted of the removal of the following asbestos containing materials: 56,136 Square Feet of Popcorn Ceiling Material 56,136 Square Feet of Vinyl Floor Tile & Mastic 38,192 Square Feet of Drywall & Joint Compound 10,340 Square Feet of Tan Interior Door Caulk 1,536 Square Feet of Roofing Tar 1,056 Linear Feet (22 Windows) of White Mudded Window Glaze Interior asbestos removal activities were performed within a negative pressure containment constructed of polyethylene sheeting. Exterior and roof asbestos removal activities were performed with a six (6) mil polyethylene sheeting around the perimeter of the work area. Asbestos warning signs were posted around the work area. The ACM was wetted and double bagged as it was removed. Upon completion of gross removal and fine cleaning, a visual inspection was conducted. 2.2 WIP SAMPLES & CLEARANCE SAMPLES Air samples were collected during and after abatement activities. All samples were analyzed by Phase Contrast Microscopy (PCM) PCM Air Sample Collection PCM air samples were collected using high-volume air pumps connected to a 25 mm diameter, 0.8 µm mixed cellulose ester filter. Sample cassettes were attached to a stand and were positioned within the breathing zone and to point downward at a 45-degree angle. Pump flow rates were field calibrated with a rotometer PCM Results The air samples were analyzed onsite in accordance with the NIOSH 7400 Method. A copy of the laboratory reports and chain of custody records are included in Appendix III. Sample results are summarized in Table 1. The results of the following WIP samples collected from inside the work area identified fiber concentrations greater than 0.01 fibers per cubic centimeter (f/cc): November 19, 2015 (sample #996-04) November 23, 2015 (sample #996-20) December 2, 2015 (sample #994-03) December 4, 2015 (sample #990-11) December 9, 2015 (sample # ) December 11, 2015 (sample # and #990-52) 2
7 December 14, 2015 (sample #990-59) December 15, 2015 (sample #990-68) December 17, 2015 (sample # and #986-19) December 18, 2015 (sample # and ) December 21, 2015 (sample # ) This may be attributed to the nature of the abatement activities inside the work area. These samples were collected within the containment and under negative pressure. Adjacent samples collected outside the work area did not have fiber levels greater than 0.01 f/cc. The results of the analysis of the remaining WIP and clearance air samples did not identify the presence of airborne fiber concentrations at levels greater than 0.01 f/cc, signifying that the work area was cleared for re-occupancy or demolition. 3
8 3 CONCLUSIONS Visual inspections, work-in-progress air sampling and clearance air sampling confirmed that the asbestos containing materials were properly abated. The ACM was properly bagged and removed in accordance with applicable asbestos standards. The results of the following WIP samples collected from inside the work area identified fiber concentrations greater than 0.01 f/cc: November 19, 2015 (sample #996-04) November 23, 2015 (sample #996-20) December 2, 2015 (sample #994-03) December 4, 2015 (sample #990-11) December 9, 2015 (sample # ) December 11, 2015 (sample # and #990-52) December 14, 2015 (sample #990-59) December 15, 2015 (sample #990-68) December 17, 2015 (sample # and #986-19) December 18, 2015 (sample # and ) December 21, 2015 (sample # ) This may be attributed to the nature of the abatement activities inside the work area.
