1 Original: English July 2010 REPORT OF THE MEETING OF THE OIE AD HOC GROUP ON AQUATIC ANIMAL HEALTH SURVEILLANCE Paris (France), July 2010 The OIE ad hoc Group on Aquatic Animal Health Surveillance (the ad hoc Group) met at the OIE Headquarters in Paris from 27 to 29 July The members of the ad hoc Group and other participants are listed at Annex I. The Agenda adopted is given at Annex II. On behalf of the Director General of the OIE, Dr Gillian Mylrea, Chargée de Mission, International Trade Department, welcomed the ad hoc Group members and the Reference Laboratory experts, and thanked them for their work on this important new area. Dr Barry Hill then took over as Chair of the meeting. He noted that the disease specific surveillance chapters are a recent initiative for the Aquatic Animal Health Standards Commission and thanked the ad hoc Group members and the designated experts for all the work undertaken to progress the development of these chapters since the last physical meeting in February Item 1. Complete the model disease specific surveillance chapters for viral haemorrhagic septicaemia; infection with Bonamia ostreae; and white spot disease The ad hoc Group was originally assigned the task of developing text on surveillance for three model diseases (i) viral haemorrhagic septicaemia (VHS), (ii) infection with Bonamia ostreae, and (iii) white spot disease that would be inserted as disease specific chapters of the Aquatic Code. The aim was to develop these documents on the basis of the contents of the Guide for Aquatic Animal Health Surveillance as this provided a useful template for what to include in these chapters. The ad hoc Group together with the three experts from OIE Reference Laboratories for the diseases in question had made excellent progress in developing the detailed descriptions of surveillance for the three model disease chapters. However, in developing these documents the ad hoc Group realised that the approach being taken was very ambitious and required a lot of detailed information that would require additional time to finalise. Once completed, however, the ad hoc Group believes that these examples of surveillance programs for these diseases would prove extremely useful to Members.

2 2 In light of the original task, the ad hoc Group reviewed the draft model chapters with the view of including these in the Aquatic Code but believed that these documents would be more appropriate as supplementary examples for the Guide for Aquatic Animal Health Surveillance and that amending these to make them suitable for the Aquatic Code would remove much of the useful information that these draft documents currently cover. The ad hoc Group also considered that these documents would be suitable for publishing in the OIE Scientific and Technical Review. The ad hoc Group discussed the options for the development of more general text on specific aquatic animal health surveillance disease chapters for the Aquatic Code. The ad hoc Group reviewed the disease specific surveillance text in various chapters of the Terrestrial Code such as avian influenza. The ad hoc Group noted that similar text in the Aquatic Code would not provide sufficient disease-specific information to assist Members in designing a surveillance program. However, the ad hoc Group considered there may be merit in providing general descriptions on surveillance in some Aquatic Code chapters but felt the most useful information for Members would be that provided in the more detailed surveillance documents that are under development. Given the general nature of the disease specific text in the Terrestrial Code, the ad hoc Group felt that it may be possible to adapt this information for aquatic animal diseases. The ad hoc Group reviewed the avian influenza Articles on surveillance in the Terrestrial Code and thought that it would be feasible, in the case of VHS, to use the avian influenza Articles as a basis for similar Articles on VHS. The ad hoc Group seeks the Aquatic Animal Commission s guidance as to how to proceed with this work. The ad hoc Group estimate that the final preparation of these current documents under development to the quality required for publication in the Guide for Aquatic Animal Health Surveillance and / or the OIE Scientific and Technical Review would require more work. Item 2. Review and simplify the OIE Manual of Diagnostic Tests for Aquatic Animals disease chapter template The ad hoc Group did not work on this item, as it was agreed that it was still preferable to wait for the outcome of the disease specific chapters before reviewing the Manual of Diagnostic Tests for Aquatic Animals chapter template. /Annexes
