2 CONCEPT NOTE THE 5 TH CAMBODIA VIET NAM CROSS-BORDER MEETING ON THE SURVEILLANCE, PREVENTION AND RISK MITIGATION OF ANIMAL INFLUENZA AND OTHER TRANSBOUNDARY ANIMAL DISEASES 2-3 October 2017, Hotel Somadevi Angkor Resort & Spa, Siem Reap province, Cambodia 1. BACKGROUND The Food and Agriculture Organization of the United Nations (FAO) country offices for Cambodia and Viet Nam have since 2004 supported the respective Governments with prevention, detection and control of Transboundary Animal Diseases (TADs), in particular Highly Pathogenic Avian Influenza (HPAI), applying an epizone approach for management of HPAI, Foot and Mouth Disease and virulent forms of Porcine Reproductive and Respiratory Syndrome across the Viet Nam-Cambodia border. In the early 2000, H5N1 Clade 1.1 dominated the lower Mekong region, but new clades such as c, and have evolved and subtypes other than H5N1, such as H5N6, H7N9 and H9N2, are posing a growing public health threat by its circulation in nearby regions. Comprehensive longitudinal data on the circulation of A/H5N1 and other avian influenza virus (AIV) has been gathered in both countries, however, a greater understanding of the dynamics of AIV circulation and cross-border movements of poultry is needed. Furthermore is increased influenza surveillance in pigs required, given the zoonotic potential and the proposed role of pigs as influenza reassortment vessels. With increasing movement of humans and livestock across the Cambodia-Viet Nam borders and the endemic status of HPAI in the area, it is important to monitor the influenza virus transmission along the border. During the Inception Meeting for the Regional Risk Assessment of HPAI in South and Southeast Asia: A Socio-economic Perspective that took place recently as part of the FAO supported HPAI activities, the lower Mekong region was declared by the participants a priority area for the implementation of risk assessment. The first Cambodia and Vietnam cross-border meeting on H5N1 surveillance in Lower Mekong was organized in Siem Reap by Cambodia Department of Animal Health and Production (DAHP) in collaboration with FAO September, The second HPAI cross-border meeting was held on January 21, 2013 by Viet Nam Department of Animal Health (DAH), in Hanoi, Vietnam. The third meeting was organized by FAO in in Phnom Penh, Cambodia March, 2014 in collaboration with both animal health and public health authorities of the two countries during. Several areas of possible collaboration were identified during these meetings. The 4 th Viet Nam Cambodia Cross-Border Meeting on the surveillance and prevention of HPAI and other TADs, was organized on 23 September 2016 in Ho Chi Minh City, Viet Nam. During that meeting it was agreed that the fifth Cambodia Viet Nam cross border meeting to be organized in Cambodia based on the follow up actions identified during the meeting. 2
3 The outcome of the collaboration to date include the establishment of mechanisms for information exchange and joint animal health activities, including HPAI monitoring, harmonization of diagnostic protocols and monitoring of poultry value chains. In August 2016, DAH and DAHP organized technical exchange visits between Cambodia National Veterinary Institute (NaVRI) and Regional Animal Health Offices No.6, 7 to facilitate exchange of experience and results of HPAI surveillance and laboratory diagnostics. 2. GENERAL OBJECTIVE The goal of Viet Nam Cambodia collaboration on the surveillance and prevention of HPAI are to reduce the number of HPAI outbreaks in poultry and humans, capacity development, improve information sharing among border provinces, enhance the understanding of the poultry value chains, increase public awareness, facilitate rapid response, and share experiences on the field epidemiology training. Based on the outcomes of the previous meeting, the bilateral collaboration will be expanded to other transboundary animal diseases (TADs) which is aimed to further minimize the risk of disease transmission across the Cambodia Viet Nam border. 3. SPECIFIC OBJECTIVES 1. Review the outcome of the collaboration with a focus on recommendations from previous meetings, and implemented collaborative activities 2. To identify as part of the risk assessment the potential risk pathways of animal influenza and other TADs in poultry and pigs and develop protocol for joint value-chain studies and riskmitigation strategies for prevention of the potential spread of animal influenza and other TADs along the border 3. Share experiences on the field epidemiology training 4. To discuss and agree upon import/export and quarantine protocol 5. Develop a work plan for collaborative activities from 2018 to EXPECTED OUTPUTS 1. A deeper understanding of the risk pathways of animal influenza and other TADs in poultry and pigs along the Cambodia-Viet Nam border and agreed protocol for poultry and swine value-chain studies 2. Better understanding of the epidemiology of avian and swine influenza in Mekong delta region 3. Cross border plan of actions prepared. 5.
