1 9 th RSC Meeting of GF TADs for Asia and the Pacific SAARC initiatives for the control of priority TADs South Asian Association for Regional Cooperation (SAARC) Secretariat

3 SAARC Region 2.5% of global land mass and approx 25% of global population Approx 790 mill ruminants and 15 mill pigs Low income and high poverty (>80% depend on agriculture) Rapid economic growth Wide diversity in preference for animal products In Asia, 70-80% of poor living in rural areas rely on agriculture (mixed farming - crop/livestock) In Asia livestock contributes between 20-30% of the total GDP
4 Animal Disease Burden TADs such as foot and mouth disease (FMD), peste des petits ruminants (PPR) and highly pathogenic avian influenza (HPAI) are collectively responsible for jeopardising food security, trade and market opportunities in South Asia Affects livelihoods and well being of human society These diseases also have the greatest negative impact on the livelihoods of the smallholder livestock farmers Threatens food safety Impacts on food security
5 Economic losses caused by transboundary animal diseases in SAARC region Foot and mouth disease (FMD) (in India) Direct losses estimated >4.45 Billion USD per year Losses due to Trade barrier could be much more - in milk and milk products, meat and hide export losses Peste des petits ruminants (PPR) Estimated that direct loss from small ruminants due to PPR in India ~ USD 36 million and in Bangladesh ~ USD 5 million annually Highly pathogenic avian influenza (HPAI) In 2006 alone India lost an estimated USD 152 million due to HPAI outbreak In Bangladesh approximately USD 550 million loss for the poultry industry due to HPAI outbreaks since * The figures above are from various sources and may vary between several estimates
6 SAARC Roadmap for Controlling TADs The 2 nd CVOs meeting (March, 2009) formulated the SAARC Roadmap for controlling Trans boundary Animal diseases which has subsequently been approved by the Thirty Seventh Session of the SAARC Standing Committee (Thimphu, April 2010) for implementation; The roadmap provides provision of the SAARC Coordination Committee, SAARC Regulatory Framework including administrative and legislative framework, National Contingency Plan for Livestock Disease Epidemics and regional action plan for threat prevention, surveillance and emergency preparedness.
7 Formulation of other Roadmaps Progressive control pathway for foot and mouth disease (PCP FMD) was developed in 2013 by the SAARC RSU under the HPED project; and also Progressive control pathway for PPR (PC PPR) was formulated in December 2013 by the SAARC RSUunderthe HPED project SAARC is presently in consultation with the FAO to implement one project with FAO RAP on Support to address the avian influenza and other high impact animal diseases in Asia to reinvigorate AI control in the region
8 SAARC activities under GF-TAD Under the GF-TADs framework the Regional Support Unit (RSU) and Regional Epidemiology Centre (REC) in Kathmandu, Nepal was established to address the issue of highly pathogenic and emerging diseases (HPEDs) including the SAARC agreed priority TADs A HPEDs project was implemented from The is the only effective regional institutional mechanism to deal with TADs at regional level This mechanism also provided engagement of SAARC with OIE and WHO This regional programme also strengthened Regional Leading Diagnostic Laboratories (RLDLs) for FMD, PPR and HPAI
9 Ongoing project to control TADs The project aims at Fostering regional cooperation among SAARC member countries Improving food security in the region Facilitating regional and international trade in livestock and livestock products Focus on innovative and new knowledge/approaches under the GF-TADs umbrella The project will build on the existing activities within SAARC region previously funded through the EU regional cooperation programme on HPEDs FAO s RSU is working in close consultation and collaboration with the SAARC Secretariat
10 Expected Outputs of the project 1. Established regional framework for improved regional cooperation among SAARC countries in combating TADs maintained -framework for regional cooperation mechanism sustained, -harmonization of strategies and guidelines on animal health management and disease control, -SAARC to endorse and ensure sustainability of the mechanism of TADs control 2. Operational regional structures in the fight against TADs sustained -RSU, REC, RDLs structures to be strengthened with specialist support and technical assistance -Members States to sustain the mechanism in future

Expanded regional & national animal health information & surveillance system -REC established/sustained - focus on preparing optimal TAD control options for poor smallholder farmers, -networking for regional cooperation & collaboration, - develop/strengthen regional & national disease reporting systems & surveillance plans 4. Improved institutional capacity of public & private sector animal health management agencies -Technical capacities in epidemiology, -surveillance, -outbreak investigations, -reporting, laboratory diagnosis
