2 What is a Pre-Disaster Recovery Plan? What is a Pre-Disaster Recovery Plan? 3 National Disaster Recovery Framework NDRF incorporates lessons learned, identifies responsibilities and resources, and establishes a structure to coordinate federal, state, local, tribal, private, and nongovernmental efforts.
