This is the fifth year sice New Hampto has practiced the age-old traditio of preparig beas i simmerig pots for a commuity meal, ad the voluteers have got it dow to a sciece. The crew explaied that bea hole beas were first prepared durig the Civil War, whe cooks eeded to have a hearty meal ready for troops whe they arrived back at camp. This year, 80 childre from all four of the Newfoud Area School District s elemetary schools atteded the six-week program, ad Brooks had them all gigglig o Tuesday as he acted out several stories about mokeys, dragos ad other delightful characters. He wrapped up his presetatio with a highly amusig impromptu story, which he made up through characters, locatios ad objects that were first suggested from the audiece. CDC focused its research o the four states with the highest Hepatitis C rates. CDC fidigs revealed that from 2006 to 2012, ew cases of acute Hepatitis C more tha tripled amog the youg adult populatios livig i Ketucky, Teessee, Virgiia, ad West Virgiia. Director Joh Ward of the Divisio of Viral Hepatitis at the CDC reported that aroud 73 percet of these Hepatitis C patiets admitted to ijectig drugs. This actio ca result i spreadig the disease whe people share cotamiated eedles. Betwee 2006 ad 2012 at least 30 states have experieced icreases i their Hep C ifectio rates, with more tha half reportig at least a 200 percet icrease i acute ifectios amog their uder-30 populatios. The budget we passed icluded a 75 percet icrease i the state s substace abuse programs, a total of $42 millio to combat the epidemic of drug overdoses hittig New Hampshire. But the Goveror s veto meas that icrease is o hold. Fudig to cotiue implemetatio of the metal health settlemet, full-fudig for Developmet Disability Services, ad other vital programs will all have to wait because of the Goveror s ill-advised actio. The best path forward for New Hampshire would be to pass the balaced budget that the Legislature approved. The House ad Seate are coveig i September to take up the bills vetoed by the Goveror, ad overridig the budget vetoes would be the fastest ad simplest way to esure we get these importat programs adequately fuded. State govermet is curretly operatig uder a Cotiuig Resolutio with last year s level of spedig. The lack of a budget, which icorporated moths of work by state agecies, the Goveror s Office, the House, ad the Seate, poses sigificat challeges. Should our agecies face a emergecy, they ca request actio from the Joit Legislative Fiscal Committee, which will meet throughout the summer, ad from the Executive Coucil. I 2014, there were over 300 fatal drug-related overdoses i our state early 250 ivolvig heroi or the sythetic paikiller fetayl. New Hampshire raks amog the worst i the atio for tee drug use, ad it is estimated that drug addictio costs the Graite State more tha $2 billio aually i lost productivity, treatmet, ad jail time. While local ad state parters are drivig may solutios to address this epidemic, there are also roles for the federal govermet to play. I the Seate, I m workig across party lies to address this crisis i three key areas: makig sure first respoders have the tools they eed, improvig prevetio ad treatmet, ad boostig ati-drug traffickig efforts. Overdose deaths are expected to be eve higher this year tha 2014 s record-breakig umber. O a ride alog with the Machester Fire Departmet last summer, I witessed first respoders admiisterig the opioid overdose reversal drug Naloxoe to brig a ma back to life. Joe Doelly (D-Idiaa) would reauthorize prescriptio drug moitorig programs ad call for a public awareess campaig focusig o the liks betwee prescriptio opioid abuse ad heroi addictio. I m ecouraged that the U.S. Secretary of Health ad Huma Services (HHS) has already made it a priority to idetify best practices for physicias prescribig opioids, as Seator Doelly ad I called for i our legislatio. To further highlight this issue, I have also asked the Ceters for Medicare ad Medicaid Services to evaluate the role that methadoe prescriptios for pai maagemet may play i overdose deaths. I respose to a letter I cosiged with a bipartisa group of colleagues, the Drug Eforcemet Agecy recetly agreed to reistate its successful Natioal Drug Take- Back Day program, providig a coveiet way to remove medicatios from the home. I helped itroduce the Comprehesive Addictio ad Recovery Act, which would lauch a evidece-based opioid ad heroi treatmet ad itervetios program. While there are medicatios that ca help treat addictio, there is a urget eed to expad treatmet best practices across our atio. Because we ca t arrest our way out of this problem, this bill would also dedicate resources to treatig icarcerated idividuals sufferig from substace use disorders. Every budget assumes that state agecies wo t sped every dollar that is appropriated. Some state employees will leave their jobs, ad their positios wo t be filled immediately. Agecies will fid more efficiet ways to do busiess. Ad aticipated projects sometimes fall through. Overall, we ca expect somewhere from 3% to seve percet of state appropriatios to lapse back to the Geeral Fud. The Legislature budget assumed $51.9 millio i lapses for FY15, the same amout as the Goveror s budget proposal. Sice reveues for the year have come i above projectios, this should leave at least $49 millio to carry over ito the curret year, as well as additioal moey to supplemet the Raiy Day Fud. But if Goveror Hassa fails to deliver the full lapse for FY15, or if spedig otherwise exceeds the appropriatio, we ll have to rework the budget. The first look we ll get at FY15 totals will be at ed of September, but the Goveror hopes to have prelimiarily umbers at the ed of August. Additioally, we are keepig a close eye o state reveues which will guide us i determiig how we ca pla to move forward i buildig a ew budget. We are also usig this time to ivestigate the Suuu Youth Services Ceter, which is i dire eed of reform. The Legislature s budget required the SYSC to develop a pla to improve its operatios by the ed of the year, ad we ll keep pushig them to develop this pla as we work o the budget. This year, 10 teams took part i the evet with team members floatig out i Meredith Bay for 44 hours, raisig moey for Make-A- Wish New Hampshire. The Gilford Police Departmet Team, through the Gilford Police Relief Associatio, was spearheaded by police dispatcher Charlee Crowell with wish buddy Matthew Smith. Crowell said her daughter goes to school with Smith, ispirig the effort to rally a team. Crowell is the treasurer for the Gilford Police Relief Associatio ad the team has bee raisig moey for the effort. Members of the team did the evet o a rotatig schedule. Matthew said this evet was awesome. The Commo Ma has bee ivolved i Raftig for Wishes sice it came to Meredith. Startig o Wedesday afteroo, teams from across the state gathered i Hesky Park for 44 hours of raftig ad raisig moey for Make-A-Wish New Hampshire. This is the fifth year of Raftig for Wishes. The evet was spearheaded i 2012 by Jaso Tremblay of the Make-A-Wish Foudatio ad Jaso Perry of the Verizo Wireless Area. The two floated i a raft alog the Piscataqua River i Portsmouth for 36 hours durig that first evet. The evet has grow expoetially i the past few years ad retured to Meredith for the third year i a row. It s bee absolutely amazig that the evet seems to grow every year, said Julie Baro, executive director for Make-A-Wish New Hampshire. This year s teams icluded the Gilford Police Departmet, AutoServ, the Commo Ma, New Hampshire State Troopers, The Fitess Edge, Mill Falls o the Eri Plummer Teams gathered at Hesky Park for the aual Raftig for Wishes evet beefitig Make-A-Wish New Hampshire. Lake, Target Corporatio, T-Boes Lacoia, 44 Hour Survivor, ad Miios. Each team had its ow wish buddy, a child who has bee helped by Make-A-Wish. Teams gathered i Hesky Park Wedesday afteroo for the opeig ceremoy. May team members took turs doig hours o the raft, while some did the full 44 hours. Caroly Gaudet of AutoServ was oe of those doig the full 44 hours. Gaudet told the audiece this evet has a special place i her heart. For me to do it for my wish buddy, this is othig compared to what they re goig through, Gaudet said. Of course, o the professioal frot, this has t exactly bee a fatastic summer for the local teams, so it ca t be surprisig that there has t bee a lot to say. But, I m goig to give it a go ayway. First ad foremost, our boys of summer at Feway Park have simply falle apart. With the additios of Haley Ramirez ad Pablo Sadoval, most fas had to expect that the offese was goig to produce. Admittedly, may fas were a bit ervous about the pitchig. Clay Buchholz, Rick Porcello, Wade Miley, Justi Masterso ad Joe Kelly did t really provide much comfort. However, Buchholz came ito his ow just i time to ru ito his yearly ijury. Porcello proved to be a absolute disaster i his first year i Bosto. Together the 12 athletes were supported by over 150 mules, 60 road ruers, volu- teers who provide the rides from the summit ad over a doze support ad safety team members. The Edurace Challege portio of the evet saw three challegers this year, Kodo from Lexigto, Mass., Rizzo ad David Satamore from Barre, Vt. These three athletes all attempted a uassisted wheeled ascet, hopig to make the summit withi seve hours or break the times set last year by Tyler Walker (6:45:57) ad Laurie Stephes (6:46:32). Of the three, Kodo o a ReActive Adaptios, bomber offtoad hadcycle, was the oe who made the summit uassisted i eight hours, a persoal best for him, shavig over five hours off his previous time.
