(DCM) The meeting was called to order at 7:00 p.m. followed by a moment of silence and the Serenity Prayer. Concept 1 was read by Kory H. (Living Proof). The 12 Traditions were read by Mike F. (Tri Sobriety). There were no new GSRs. There was one visitor, Kendra H. to report on the New Year s Eve event. Cindy G, Al-Anon representative, was present, and John A, past DCMs was present. 2 Reading of the Minutes (Last meeting November 8, 2018) Motion to approve the minutes was made by Daniel R. (Keys to the Kingdom). Motion was seconded by Kory H. (Living Proof). Minutes were approved as read. DCM Report (Bobby I.) Good Evening! First off, I want to say what a wonderful time it was at the NYE event! Marc and Ray did a great job heading it up, along with all of their support! I had a lot of fun. In conjunction with CPC/PI, I will be doing a radio interview about recovery! I'm not quite sure about what is entirely involved, but am excited about the opportunity to carry the message. (In Addition: There will be a ten-minute question/answer, January 16 th on KQEN, air time, Wednesday during the 8:30 segment.) We currently have two motions to vote on and a report put together by Ali! Yours in love and service, Bobby Treasurer s Report (Ali H.) The rent and telephone and are paid and up-to-date, and all contributions in are shown on the report this month. We are running a small cash balance as of January 9, 2019, of $2, HotLine balance is also to the good. There is a report of the costs and expenses of the District #13 HotLine, going back five years, that will be part of the Old Business report, later this evening. Motion made to accept the report as given, Kory H. (Living Proof) and seconded by Daniel R. (Keys to the Kingdom). All reports were approved as read. Committee Reports Women s Jail: (Kandi K.) No report, Kandi not present. Men s Jail: ( ) No report. Grapevine: (Lakia B-A.) No report, Lakia not present. Jeremy T. has stepped up to take over the position of Grapevine Rep. He will take on the committee chair immediately. CTF: (Tim M.) Crossroads, Deer Creek and the VA meetings are all going well. According to Tim M. I m just a teeny, little portion. There are people who regularly and faithfully go into these facilities carrying the message. It is wonderfully humbling to see this happening. Walt R. also indicated that there is a need for people who are willing to write to the penitentiaries to prisoners who

3 would like to receive additional AA contact. Anyone interested in carrying the message, either in writing or in person to the Roseburg facilities, see Tim M. (541) Literature: (Georgia S.) Literature sales are doing well. We will be posting the Literature Sales times on the door, and the office phone number. Call the HotLine office ( ) to make sure that someone is present for book sales. Rosypaa: (Derek O.) No report. Derek not present. WebMaster: (Rachel T.) Position filled by Carl K. He will be taking over for Rachel. All flyers be sent to: Activities: New Year s Eve: (Ray A. and Marc T.) Kendra H. and John A. were present initially to give the report. The expenses and information are attached as the final page of these minutes. According to both, As usual, the event was well-attended, the food was great, and everyone appeared to have a great time! Rays report: Thank you to all the groups that participated. The table decorating was great, and the fund raising made everything better. It was a great night and a great experience, so Thank you, again! Campout (Dwayne S.) No report. Dwayne not present CPC/PI: (Samantha H.) In contact with the News Review to update as well as add new daily meetings to the community calendar. Also in contact with Brooke Communications, giving them 60-second PSAs for their radio stations. They would also like to do an interview so Samantha is waiting to hear back from them about getting that in motion. Jamie M. (Alt. DCM) volunteered to participate in the interview. Certain meetings have been selected and submitted to News Review to be posted in the calendar. PSA has been submitted to producer. Due to the time limit it announces our website only, not the hotline number. It will be broadcasted on all five radio stations. Interview- As of right now the interview is going to be Wednesday, January 16th. It is a 10-minute interview starting at 8:30am. Thank you to Bobby for helping spread the AA word! We are just waiting for a confirmation from Kyle about the date but should be set. Archives: (Reilly K.) No report, Reilly not present. Al-anon: (Cindy G.) Attended the first Al-Anon District meeting. Working now on getting a list of speakers who will be available for the Answering the Call Speaker

4 Meeting every month! HotLine: (Laura H.) We need people to be in the office and we need people for the Twelve-Step List!! Alternate DCM: (Jamie M.) No report. Jamie not present. However, thanks to NYE, the storage bill has been paid for the first six months! Old Business: HotLine Budget Discussion. Kory H. (Living Proof) posed the idea of a district audit as a fact-finding measure to discover the actual costs of maintaining the District HotLine. Perhaps, there should be a re-visit of the costs of the Hotline as a self-supporting entity of District #13. A motion was made to suggest to the GSRs present that the District Treasurer do an audit on the Hotline, citing incoming contributions versus outgoing expenses/costs of maintaining the existing Hotline. Currently, the Hotline receives contributions from district groups and the 7 th Tradition from the Answering ther Call Speaker meeting and the 50/50 raffle head every month. The motion was seconded by Sarah H. (Weekly Reflections). Vote Taken: Nine in favor of the suggestion to take the idea to each group, zero opposed, and two abstained. During the meeting (January 10, 2019), Discussion followed. Ali H. gave the current expenditures report. The HotLine has moved and incurred varying rent expenses in these moves. Also, there is an insurance premium that has not always been part of the expenses, Current practice may be that the HotLine supports itself the first six months of the year, and District #13 supports the HotLine for the remaining six months. Bobby I. (DCM) will look through the past records available to check. Information will go back to the groups for discussion. New Business There were wo Motions to discuss. Both motions had been taken back to each group in order to discuss and vote at the group level. The first motion is from Oregon Area #58 Motion: To fully fund the Alternate Delegate, Alternate Chair, and Secretary to attend Area Assemblies. Intent/Purpose: This is a simple proposal to allow the Alternate Delegate,

5 Alternate Chair, and Secretary be compensated for their expenses to area assemblies. Their time and effort are comparable to the individuals that are already fully funded. Their costs to attend an assembly are the same as their counterparts, but their funding is about half as much and less than most GSR's and DCM's. It seems only reasonable to increase their funding to cover expenses for area assemblies. Current Practice: The current practice is that the Alternate Delegate, Alternate Chair, and Secretary receive a stipend of $ per assembly. Whereas the Delegate and Chair are fully compensated for their rooms, meals, and fuel costs. Budgetary Impact: The increased funding for the Alternate Delegate, Alternate Chair, and Secretary will be approximately $560/officer/year, or $1.680/ per year Motion Action: Tabled to next Assy. Group discussion and voting: Vote Taken: Two in favor, Six opposed, two abstained. Motion fails. The second motion presented comes from District #13. This motion is submitted by Tim M. (Bridge to Shore) Motion: To allow District GSRs at an assembly to caucus and select an Alternate DCM to represent District #13 in rare cases when both DCM and Alterante DCM are not present. Intent/Purpose: To make sure the voice and vote of District #13 is represented at Area Assemblies. The GSR thus voted as Alternate DCM would accept the authority and responsibility to bring back materials and information to the District as a whole. This would also prevent District #13 from looking like a dark district at the Area Assembly. Current Practice: Groups in District #13 that are unable to send their GSR to Assemblies are dependent on timely information provided by the DCM to have an informed group conscience. When DCM or Alternate are both unable to attend, without choosing another Alternate to serve in that capacity, roll calls will show that no one is present for District #13. GSRs present are currently not able to respond for the District. Budgetary Impact. District #13 currently has a budget line item of $250 per quarter to offset travel expenses for DCM. When serving in place of DCM, Alternate receives the travel allowance for that Assembly. Therefore, there would be not budgetary impact. Motion taken back to the groups for discussion. We will vote during the next meeting in January of Group discussion and voting: Vote Taken: One in favor, five opposed, four abstained. Motion fails. New Business:

6 New Meeting to start at UCC. We need to get on board. UCC has called and asked if we are willing to provide an evening meeting!! Contact person at UCC is April Hanlin. UCC (541) There is a classroom currently available for a night meeting AA Contact person: Kathleen W. (541) Currently, two other AA people have steeped up to help: Gary L (541) and Tim M. (541) HotLine. Looking for someone to step up and take over the HotLine. This is crucial and immediate!! This person should be able to be there at the HotLine, one shift per week and able to sell literature. Contact Laura H. (541) Twelve-Step Call Lists need to be updated. All GSRs Please pick up your group s sheet and take it to your next business meeting. Also, pass it along during your meetings for others to sign as well. It is due back by the March meeting, Thursday, MARCH 14 TH.
