1 JULY 2016 CARNEGIE ROUNDTABLE ON MEASURING WELLBEING A Carnegie Roundtable on Measuring Wellbeing event was held on 7 July in Belfast. Established in 2013, membership of the Carnegie Roundtable on Measuring Wellbeing comprises representatives of the public sector, academia, business and community sectors. Attended by the deputy First Minister, Martin McGuinness, the event highlighted the ongoing development of the next Programme for Government and the new outcomes based approach being taken. The new innovative approach will allow the Executive to work collaboratively across boundaries, organisations, groups and communities in tackling key issues. 2 Draft Programme for Government Framework Consultation The eight week public consultation on the draft Programme for Government framework ended on 22 July and work is underway to consider all the responses received. We have recently published a list of the Senior Responsible Owners for each of the proposed indicators, along with charts illustrating the relationships between the outcomes, indicators and measures. These can be accessed at PfGOnline. Whilst the official consultation period has finished the process of engagement is ongoing and if you wish to participate please contact the PfG unit at pfg@executiveoffice-ni.gov.uk or the SROs relevant to your area of work. And for those of you who have contributed so far, thank you for your input! 2
3 Delivering Social Change Literacy & Numeracy Signature Programme Year 2 Final Report The evaluation report was prepared by the Education Authority (EA) with input from the Department of Education s Standards and Improvement Team (SIT) and statistical analysis provided by the Analytical Services Unit (ASU). The report presents data collected by the EA project team from schools that participated in the Delivering Social Change Signature Programme and includes feedback from training sessions and conferences delivered during the second year of the programme. The data includes details of the outcomes achieved by pupils in the DSC schools. Overall, the report presents a positive picture and provides evidence of the successful implementation of the DSC programme. The programme targeted primary pupils who were not expected to reach Level 4 at Key Stage 2 and post-primary pupils who were not expected to achieve a GCSE at grade C or above for English and/or Maths. In this context, the results would suggest that the interventions and support provided by schools through the programme has been instrumental in enabling the majority of those targeted pupils to achieve these key educational thresholds. The report has been published on the DE website and will be circulated to the Education Committee. The report can be accessed at: The Education and Training Inspectorate is also preparing its final evaluation of the effectiveness of the Delivering Social Change Programme and its legacy in schools. It will provide an in depth analysis of the overall impact of the programme and will present detailed case studies of best practice identified by ETI during the evaluation. The dissemination of this information will take place during the 2016/17 academic year. 3
4 Launch of the Social Care Institute for Excellence Review on Family Support Hubs and Understanding Family Support Book The Family Support Hubs were one of the original Delivering Social Change (DSC) Signature Programmes. DSC funding for the programme ended in March 2016 and the network has continued to operate in 2016/17 with support from the Department of Health, the Health and Social Care Board and Health and Social Care Trusts. On Wednesday 29 June around 65 people gathered at Girdwood Community Hub for the launch of the Social Care Institute for Excellence (SCIE) Review on Family Support Hubs. Chaired by Maurice Leeson (Professional Advisor, Children and Young People s Strategic Partnership), presentations by Sean Holland (Chief Social Services Officer), Dr. Shirley Ewart- Boyle (SCIE), Helen Dunn (Regional Hub Co-ordinator) and Professor John Pinkerton (Queen s University Belfast) with Professor Pat Dolan (National University of Ireland Galway) were very well received. Professor John Pinkerton of Queen s University Belfast The SCIE review was carried out over the last year by Dr. Shirley Ewart-Boyle who directly engaged with a range of key stakeholders across the statutory, voluntary and community sectors. The final report outlined a number of key messages regarding the 29 Family Support Hubs currently in place which provide complete geographic coverage across Northern Ireland and enable families to access a wide range of early intervention services. One of those key 4
5 messages was that the Hubs provide a collaborative interface across the sectors, and currently involve representation from approximately 664 statutory departments and nonstatutory organisations. The Review concluded that the Hubs are an intrinsic part of the continuum of services for families, and it would be difficult to imagine the landscape of children s services without the Family Support Hubs. A previous book by the authors on Family Support as Reflective Practice (2006) formed a basis for the underlying principles of the Family Support Hubs and therefore it was particularly significant to have these two substantial pieces of work launched at the same event. A final presentation by Jacinta Linden (Director: Space) representing Hub Co-ordinators brought the event to a close. She gave an enthusiastic explanation of the positive impact of Hubs in the Southern Health and Social Care Trust area and more significantly on the families, children and young people in the area. 6 Dementia Navigators Induction The role of the Dementia Navigator is a really exciting development in Northern Ireland. It is a role with so much potential benefit to all those affected by a dementia. Navigators will be a key source of support and sign posting to those affected by a dementia from the outset of their journey through to the later stages. As well as working directly with those affected by a dementia, the navigators will make themselves known to any groups/directorates/organisations across the region to better understand the great work going on and to raise awareness of the condition. The Dementia Navigator Initiative is now seeing growth across all 5 Health and Social Care Trusts. This past month has seen the navigators, both those in post for a period of time and some just coming into post, have a 2 day induction in the beautiful surrounds of Antrim Castle. Day 1 kicked off with a talk from 4 people affected by a dementia from Dementia NI. This really got the day off to an inspiring start, seeing those with a dementia advocate so strongly and passionately for themselves. They showed that people with a dementia can contribute so much to how we view the condition and provide support. This was then followed by talks on the wider Dementia Signature Project and allowing navigators from across the region to get to know each other. Although navigators are employed by all Trusts, we want them to feel part of a larger, regional team also. The Dementia Navigators receive their certificates of completion of the Step Inside training, delivered by the Alzheimer s Society 6
7 Day 2 was a training day to ensure all navigators had a good grounding in their knowledge of dementia. There will be more opportunities to further develop their skills within the role, but this gave a good start from which to grow. There will now be quarterly peer support meetings for the Navigators at which we can see how the role is developing, offering support and learning more about different areas of dementia e.g. learning disability and dementia. We will also have on-going involvement from those with a dementia. This is such an exciting opportunity and it was great to see such a well-informed, enthusiastic and caring group of navigators during the 2 day induction. 7
8 District Council Good Relations Programme Shared Learning Forum The second shared learning forum for the 2016/17 District Council Good Relations Programme was held on the 28 th July 2016 at the District Council offices in Coleraine. The objectives of the forum are to share and disseminate best practice among the Good Relations Officers within the Councils, facilitate networking, and to provide a focus for work by Departmental officials to integrate the Outcomes Based Accountability (OBA) methodology into the planning, delivery and evaluation of District Council good relations provision. The forum included guest presentations from Jacqueline Irwin (Community Relations Council), Charmain Jones (Rural Community Network), Mary Lynch (Churchtown Community Association) and Patricia Cameron (Causeway Coast and Glens Council). The broad theme for all presentations was the use of OBA in their own organisations, and also the benefits of collaboration across work areas in order to support the achievement of defined and measurable outcomes from good relations funding. The presentations were very informative and the day as a whole was very effective in providing a forum for members to share best practice and discuss the progress of their individual programmes in the context of contributing to the key aims of the wider Together: Building a United Community Strategy. 9 T:BUC Summer Camps 16/17 Building Lasting Friendships Following last year s very successful Together: Building a United Community Summer Camps Pilot Programme, over 100 camps will be taking place throughout Northern Ireland during 2016/17. This is an Executive Office programme with the Education Authority acting as Programme Administrator. The T:BUC Summer Camps programme is about bringing young people together from different areas, backgrounds, traditions and abilities to help build positive lasting friendships. One leader from a summer camp held during July said The purpose of this summer camp was to get local young people from different backgrounds to come together through the medium of sport, new friendships have been formed between participants from different religious cultural and residential backgrounds. Another leader has commented your support has made a massive difference in the lives of the young people involved with the project...they have made new friends, built relationships that will last a life time, and most importantly embarked on journey that will positively support them over next few years of their life One young person who is taking part in the programme this year commented The connection between all of us made it feel like one big club and there was no divide between religions Muckamore Cricket and Lawn Tennis Club Multi-Sports Community Group 9
