3 Anne Marie Murray Anne Greenan PCC BHSCT 1 Welcome and introductions Martin Quinn welcomed members in attendance. A round of introductions followed and representatives from the Royal College of General Practitioners (RCGPs) were welcomed. 2 Sharing best practice in PPI - Personal and Public Involvement in general practice RCGP s Patient Participation Group Chair, Dr David Keenan and Deputy Chair Michael Holden thanked members for the opportunity to share a recent PHA/HSCB funded PPI initiative. The group received funding to undertake a programme of work to increase awareness of the benefits of Practice Partnerships with service users and carers. The Partnership in Practice group identified the opportunity to raise awareness of opportunities for involvement in GP Practices. Evidence was outlined of the tangible benefits to patients, carers and GPs of the active involvement of service users and carers. Members were shown a copy of the DVD that has been produced and supporting materials. There was a discussion on plans for wider dissemination of the resource. Members complimented the group on their work and it was agreed we would keep open channels of communication. 3 Actions of last meeting Martin Quinn reviewed actions from the October 2014 Forum meeting and discussed matters arising: Engage website David Best up-dated the group on the current position in relation to the Engage website. He reminded members that the business case submitted by the PHA for the establishment of the Engage website resource and the outreach programme associated with it had been accepted and that every effort was being made to have the funding released. Unfortunately, due to financial constraints, the funding has not yet been allocated to the PHA. Members asked David if there would 3

4 be merit in flagging the matter up directly to the most senior levels within the DHSSPS. David advised that senior colleagues were aware of the matter. It was then collectively agreed that the Forum should write to the DHSSPS Director of Safety Quality & Standards and the Permanent Secretary to emphasise the need to deliver the Engage website and the PPI outreach programme. Action: Forum to write to senior DHSSPS staff regarding Engage. PPI Research Carolyn Agnew up-dated the group on the PPI Research work currently being undertaken. Work has been delayed due to ethics approvals and it is anticipated that the research will be approved soon. The literature review has been completed and research is anticipated to be completed by end May/start of June. Facilitating Forum meetings via tele or video conferencing Members raised the issue regarding participating in the meeting via alternative methods as there are a number of other models operating in Health and Social Care which use on-line forms. Action: Martin Quinn agreed to look at other options available to facilitate members to join the meeting from remote locations. 4 PPI Standards launch event 4 March 2015 The PPI Standards will be launched on 4 March by the Minister of DHSSPS and all members will have received an invite. The PHA has also been involved in establishing a Neurological conditions awareness programme which was developed in partnership with service users/carers on the Neurological Conditions Reference Group. A networking and showcase section has also been included in the joint launch to share the PPI work of HSC organisations. Members welcomed the conclusion of this work and commended Martin and Claire on their endeavours. Members stated that they believed this had the potential to bring about a step change in knowledge of and compliance with PPI. 4

5 5 PPI Communications update The PPI brand has been agreed and approved. Recommendations for use will be developed in conjunction with the Communications subgroup and disseminated to HSC organisations to encourage a consistent image, profile and message for PPI. The PPI Annual Report 2013/14 was shared with members for final comment. Members agreed to formally approve the report subject to any amendments. It was noted that the report will be available on the PHA website by end March. Action: Communications subgroup to review PPI Brand guidance and send to all members. Action: Members to supply any final comments on the Annual Report to Claire in the next 2 weeks. 6 PPI Monitoring The PHA has initiated the PPI Monitoring process with HSC Trusts and will undertake verification visits to each site in March/April. The PPI Team (Martin and Claire) alongside members of the Performance and Monitoring subgroup will attend and review PPI in each Trust. Members acknowledged the support and guidance provided by RQIA which has helped to develop a more robust process. The limitations of the current process being established were recognised, but it was agreed that it has initiated a process to build on in future and also provides evidence based assessments of progress on PPI and compliance with the statutory duty of involvement for the Accountability meetings in June Members queried what PPI monitoring arrangements the DHSSPS, PHA, HSCB and other HSC organisations have in place. Members also queried what the PCC and RQIA planned to undertake in respect of their monitoring duties as outlined in the 2012 Policy Circular. It was agreed that there would be merit in discussion between the relevant parties on this matter. The issue of Involvement was discussed and the huge culture change required in HSC to effectively involve service users/carers. Action: PHA, RQIA, PCC and HSCB to meet to discuss/reflect on PPI monitoring. Action: HSC organisations to convey plans for internal monitoring to Forum. 5

6 7 PPI Training Martin Quinn provided an up-date to the group on the development of a HSC PPI Awareness Raising and Training Programme. The pilot programme is now complete and Stellar Leadership are currently finalising the training package based on lessons learnt during the pilot. The training subgroup will meet to discuss and agree the next steps to support finalisation of the programme and implementation options. Alongside the training package, the PCC PPI e- learning programme will be up-dated and provide a range of accessible training options for staff. It was noted that this will take place during April to June. Jacqueline Magee shared details of a current HSCB tender for the Involving People programme which is accredited NVQ Level 3. The Leading in Partnership programme for service users/carers has 2 remaining sessions left and the programme includes shadow opportunities for service users/carers with HSC organisations. 8 Membership Group membership and attendance has been reviewed to ensure full representation from HSC organisations and service user/carers. Vacancies or non-attendance have been identified and relevant organisations have been contacted with regards to nominated representatives. Action: PHA to again follow up with HSC partners to secure nominations for vacancies. Action: PHA will also follow up on the previous suggestion to establish an discussion group to determine how to facilitate the involvement of other collective voluntary representative groups in the PPI Regional Forum work. 9 Action Plan 2015/16 The draft PPI Regional Forum Action Plan 2015/16 was circulated to members. The up-dated Plan will be sent to all members for comment. Action: PHA to circulate the PPI Regional Forum Action Plan 2015/16. Action: Members to comment by 27 th March. 6

7 10 Reimbursement, remuneration and recognition A number of papers have recently been developed or sourced in respect of the issue of financial reimbursement/support for the involvement of service users/carers with HSC. These include The Interim HSC Reimbursement Guidance, Involve policy on fees and expenses, Experts by Experience document and People Can a paper on Time Banking. The PHA will meet with HSCB colleagues on 27 February to discuss the different options. David Best advised that there were no plans by the DHSSPS Finance colleagues to bring out guidance on this matter. Action: Papers referred to above to be circulated to Forum members. Action: PHA to meet with HSCB colleagues to discuss reimbursement / support papers and proposals (27 th February). Members wishing to participate in the meeting are to contact the PHA PPI Team. 11 Any Other Business Jackie McNeill shared the PCC User & Carer conference date, 30 April, 10.30am 2pm and further information will be shared with the group in due course. Jackie also asked members to note that the PCC monthly newsletter will now only be available in hard copy on a quarterly basis but monthly editions will still be available on-line. 12 Date and time of next meetings Monday 22 June pm Conference Rooms 2 & 3, PHA, Linenhall Street, Belfast Monday 19 October pm Conference Rooms 2 & 3, PHA, Linenhall Street, Belfast NB: Plans are being looked at in respect of the introduction of a 4 th meeting of the Forum each year, which would involve Directors/Assistant Directors from HSC organisations and which would bring a strategic oversight to the work. This may result in changes to the proposed dates for the other meetings. 7
