Denihan, Chief Executive Officer Volume 7 Issue 5 May 27, 2015 Awards Honor Exceptional Work We presented the Board s annual awards in the presence of a sold-out crowd of 370 guests during our annual meeting on Monday, May 18. The compassionate work of the individuals and programs we honored are truly inspiring. Their extraordinary contributions are helping children and adults with mental illness and addictions on their path to recovery and their actions are helping to alleviate the stigma that is still too often associated with mental illness and addictions. Award recipients were: Mental Health Professional of the Year - Leslie M. Koblentz, JD, MD, Director of the St. Vincent Charity Hospital Psychiatric Emergency Department, psychiatrist for the Cuyahoga County Jail and MetroHealth Hospital, for dedicating her career to the public mental health system and her outstanding ability to collaborate with various systems to ensure that people living with mental illness receive the best treatment and recovery supports available. Advocacy Alert: State Fiscal Year Biennium Budget Contact our Senators representing Cuyahoga County and ask them for support of amendments that will be introduced by Senators LaRose and Burke in the Senate SFY Budget Substitute-bill (see accompanying story to the right). Ask them to: 1. Support the inclusion of $30 million into the OhioMHAS budget for distribution to local ADAMHS Boards to continue collaborative addiction and mental health recovery projects, as well as to address serious mental health issues. 2. Support the amendment to give ADAMHS Boards an official advocacy role on behalf of clients receiving treatment services from Managed Care Organizations. 3. Support the striking of stigmatizing language regarding the development of recovery housing contained within the Mid-Bieniuum Budget Review and the House version of the Budget. Addiction Treatment Professional of the Year Greg Uhland, LISW-S, Executive Director of ORCA House for being a leader in the community addiction treatment system and utilizing his direct service background and management skills to ensure that ORCA House remains an asset to the community and the people it serves through a strategic partnership with Connections: Health Wellness Advocacy. (See Awards on Page 3) Sen. Thomas Patton (R) Dis.24 (614) Sen. Kenny Yuko (D) Dis. 25: (614) State Fiscal Year Budget in the Senate HB 64 - the SFY 16/17 Biennial Budget Bill passed the House of Representatives on April 22 and was referred to the Senate Finance Committee on April 29. The Senate has indicated that they will not work from the version passed by the House, but will develop their own bill based on the 2015 state budget. The Senate Medicaid Committee held a hearing on May 14 regarding the integration of physical and behavioral health care and moving the behavioral health treatment benefit under managed care. Several Board areas testified in favor of this transition and requested an official advocacy role on behalf of clients. The full Senate Finance Committee will be meeting soon and we may see a Senate Sub-bill within the first two weeks of June. Senator Frank LaRose (R) representing parts of Summit, Stark and Wayne Counties and Senator Dave Burke (R) representing Crawford, Marion, Morrow, Sandusky, Seneca, Union, and Wyandot Counties have both committed to offering amendments for inclusion in the Senate Sub-Bill. Senator LaRose has the Legislative Service Commission (LSC) drafting language for an amendment adding $30 million per year to the Ohio Department of Mental Health and Addiction Services (OhioMHAS) budget, all of which would be allocated to local Boards with $20.1 million to continue collaborative projects, and $9.9 to address mental health issues. Senator Burke has agreed to introduce an amendment that would give Boards an official advocacy role with Managed Care Organizations, allow Boards to own recovery housing and to strike language proposed by the House that would require a sign off by County Commissioners and a public hearing before the development of recovery housing. 2 Celebrating Recovery Through the Arts In honor of Mental Health Month in May, the ADAMHS Board hosted an art show with The Living Miracles, Celebrating Recovery Through the Arts, on Thursday, May 21. The focus of Mental Health Month 2015 is calling attention to the importance of addressing mental health symptoms early, identifying potential underlying diseases, and planning an appropriate course of action on a path towards overall health. The Living Miracles clients/volunteers, and peer support specialists stand with William Denihan, CEO of the ADAMHS Board at the Celebrate Recovery Through the Arts showcase on Thursday, May 21. The artwork above was created by three clients with The Living Miracles. The artwork will remain on display at the ADAMHS Board s offices in the Ohio Room for the remainder of May. QPR Training for the Faith-Based Community The ADAMHS Board provided a special QPR (Question, Persuade, Refer) Suicide Prevention Training for the Faith-based Community on Tuesday, May 26 at the Hilton Garden Inn Cleveland Downtown. This event, which was attended by nearly 60 individuals representing various faith organizations, was made possible through a generous grant from Mike s S.A.F.E. Fund and Captain s Charities. On behalf of the ADAMHS Board, I would like to especially thank Andrea McGovern, a suicide survivor, whose family created Mike s S.A.F.E. Fund -- Suicide Awareness and Food Emergencies -- in her son s memory to promote suicide awareness, prevention and fund food charities. Rick Oliver, Director of Crisis Services, and Jane Granzier, Associate Director of Crisis Services at Frontline Service provided an in-depth presentation of the potentially life-saving method of QPR. Scott Osiecki, Director of External Affairs; Starlette Sizemore-Rice, Public Benefits Administrator; Tonya Birney, Training Officer, and Katie Boland, External Affairs Specialist also attended this event. Hoarding Conference We co-sponsored Perspectives on Hoarding with the Hoarding Connection of Cuyahoga County on May 15. This was the 3 rd annual conference and David Tolin, PhD, ABPP, co-author of Buried in Treasures, and Matt Paxton of A&E s Hoarders were the keynote speakers. I made opening remarks and shared that Hoarding Disorder is a serious mental illness. Hoarding has been around for centuries, but it has only been recently studied and recognized as a mental illness. Hoarding Disorder affects 4-5% of the general population -- that s about 62,000 people right here in Cuyahoga County. Because of the health and safety risk to the individual as well as to the community, it requires a collaborative effort to intervene, and treatment is available and does work. Conwell (District 7) for her continued support of the mental health and addiction community, especially for organizing and hosting the three-part heroin summit for youth at Glenville High School to address the heroin epidemic among youth in our community. Legislator of the Year Award: State Level State Senator Tom Patton (R) District 24 for his continued support of the mental health and addiction treatment community, especially for defending our position regarding legislation and funding to ensure continued treatment and recovery support services are available to the residents of Cuyahoga County and all of Ohio. Fudge (D) District 11 for introducing The Breaking Addiction Act of 2014 aimed at increasing community treatment options for heroin and other substance abuse, and for reintroducing the Act this year which is designed to address a significant barrier to accessing inpatient addiction treatment by waiving the Institutions for Mental Diseases (IMD) exclusion that would allow treatment facilitates to have more than 16 beds. Consumer/Client Involvement Award (Recipient 1 through 4) Jeff K., Traci B., Breanna J. and Allison P., for their dedication and time spent over the past year sharing their recovery stories with students, employers and employees, conference attendees, the media, and the legislature to let people know the dangers of heroin and that there is hope for recovery. Their high energy, knowledge, and willingness to help prevent addiction are greatly appreciated. (Recipient 5) Craig S. II, for his volunteer work on (l-r) Elsie Caraballo, Board Member; Eugenia Cash, LSW, MSSA, CDCA, Chair; Allison P.; Jeff K.; Craig S; Traci B.; the ADAMHS Board of Cuyahoga County community Faithbased Outreach Sub-Committee, volunteering for NAMI Greater William M. Denihan, CEO, and Breanna J. Cleveland, as well as his willingness to share his experiences of living with mental illness to help others. Family Involvement Award - Beth Elersich for her volunteer efforts that ensure that families dealing with a mental illness have all of the resources available to them, leading NAMI Greater Cleveland Family to Family and the Understanding Mental Illness programs and running a support group. Community Partner Collaboration Award Luis Vazquez, Program Director for the Cuyahoga County Office of Reentry for his dedication to ensuring that people living with mental illness and/or addictions who have been incarcerated are prepared to leave jail with the proper resources needed to succeed in the community and for his efforts on the Greater Cleveland Reentry Leadership Coalition and his passion exhibited through his daily work. Faith-based Involvement Award: Rev. Benjamin F. Gohlstin, Sr., for his forethought and outstanding leadership in ensuring that the ADAMHS Board of Cuyahoga County and the community understand the relationship between spirituality and the recovery process and advocating for the development of the Board s Faith-based Outreach Committee and its former community sub-committee. Contract Agency Collaboration (Recipient 1) Bert Rahl, MSSA, LISW-S, Director of Mental Health Services for Eldercare Services Institute for ensuring that the elderly residents of Cuyahoga County are receiving specialized mental health services, not only at his agency, but throughout the county through his collaboration and contributions to the Council of Agency Directors, the Suicide Prevention Task Force, the Hoarding Connection, the Adult Protective Services Steering Committee and the Mental Health Advocacy Committee. (Recipient 2) Gregory Popovich, Court Administrator for the Cuyahoga County Common Pleas Court for taking extra steps to ensure that people living with mental illness and/or addictions are referred for treatment instead of incarceration - when appropriate. Greg wanted to express that this award is for the entire court, because the work is truly a team effort of all of the judges and staff. Media Award - Brandon Blackwell, Northeast Ohio Media Group for his in-depth, fair and accurate reporting of the unfortunate death of a person living with mental illness, the Department of Justice Report concerning the Cleveland Division of Police, the Mental Health Task Force recommendations to the Department of Justice, and the benefits of Crisis Intervention Team training. 4 Mental Health Highlights of the City of Cleveland and the Department of Justice Consent Decree On behalf of the ADAMHS Board of Cuyahoga County and the Mental Health Task Force that submitted recommendations to the City and the Department of Justice, I am extremely satisfied with the consent decree on many levels. It is obvious that Mayor Frank Jackson and U.S. Attorney Steven Dettelbach took our recommendations seriously. The creation of the Mental Health Advisory Committee and the Crisis Intervention Coordinator, as well as the required crisis intervention trainings shows a commitment to ensuring that all Clevelanders with mental illness and all citizens are treated safely with dignity and respect by the police department. We wholeheartedly agree that all officers receive an 8-hour training on responding to individuals in crisis, and that the 40-hour CIT training should be provided on a voluntary basis to produce the best CIT officers. We are equally as pleased that all new recruits will receive at least 16 hours of training in the academy, and that all call-takers, dispatchers and supervisors will receive crisis intervention telecommunicators training. The ADAMHS Board of Cuyahoga County is willing and able to expand our current CIT program to meet the increased demand for all of these trainings. We are also looking forward to taking an active role in the Advisory Committee and assisting the Crisis Intervention Coordinator in developing partnerships, communicating and sharing data between the police and the mental health community and developing the formal Crisis Intervention Plan. Mental Health Response Advisory Committee Foster relationships/support between police, community, and mental health providers. Identify problems/develop solutions to improve crisis outcomes. Provide guidance to improving/expanding/ sustaining CPD Crisis Intervention Program. Conduct a yearly analysis of incidents to determine if CPD has enough specialized CIT officers, if they are deployed effectively and responding appropriately, and recommend changes to policies and procedures regarding training. Committee Membership to include CPD Crisis Intervention Coordinator; CIT Officers; Cleveland Municipal Mental Health Court; Ohio Criminal Justice Coordinating Center of Excellence.; ADAMHS Board of Cuyahoga County; FrontLine Services and other relevant mental health organizations, i.e., advocacy groups, homeless service providers, hospitals, and interested community members. Crisis Intervention Training Provided at least 8 hours to all CPD officers within a year, with annual in-service trainings; recruits receive at least 16 hours. Call-takers, dispatchers and supervisors will receive crisis intervention telecommunicators training to identify, respond and dispatch crisis calls. Specialized Crisis Intervention Team (CIT) At Least 40 hours to officers that volunteer with assessment that includes: written application, supervisory recommendation, disciplinary file, and in-person interview. All Field Training Officers will receive specialized CIT training, but not considered a CIT Officer unless volunteered and has been selected. Crisis Intervention Coordinator CPD will select an officer at the rank of captain or above Facilitate communication between CPD and mental health community. Develop and maintain partnerships. Serve as point person for advocates, individuals, families, caregivers, professionals. Coordinate implementation of changes made by the Advisory Committee. Select candidates for CIT officers. Recognize and honor CIT officers, calltakers and dispatchers. Develop a Specialized Crisis Intervention Plan within 365 days to ensure a specialized CIT officer is available to respond to all crisis calls within the constraints of the Collective Bargaining Agreement. Crisis Intervention Policies & Procedures Crisis intervention may be necessary even with a law violation. CIT officers have discretion to divert individuals to the health care system rather than the judicial system when appropriate. CIT officers must be dispatched to all crisis calls, when available. CPD will track calls/incidents involving crisis, including: Date, time, location; Name, age, gender, race, ethnicity and address; If armed and type of weapon; Veteran; Name and address of person calling for service; Reason for call; Names and badge numbers of officers; If supervisor responded to call; Techniques/ equipment officers used; Injuries to subject, officers, or others; Disposition of call and a brief narrative of event. Outcome data will be reported publicly in aggregate annually and to the Advisory Committee and will be used to: Identify training needs and case studies for teaching purposes; Identify safety issues and trends; Highlight successful officer performance; Develop strategies for repeat calls and identify and correct systematic issues. ROSC Training The Ohio Association of County Behavioral Health Authorities (OACBHA) held a series of regional trainings to establish the recoveryoriented system of care tailored to each Board area. Valeria Harper, Chief Operating Officer, Frank Brickner, Chief Financial Officer, Scott Osiecki, Director of External Affairs, John Garrity, Director of QI/Evaluation & Research, and Michael Doud, Adult Behavioral Health Services Administrator and Judy Jackson- Winston, Client Rights Officer II, attended the Northeast Regional Training on Thursday, May 7 at the Amy H. Levin Conference & Learning Center in Lorain. Lori D Angelo, Executive Director of Magnolia Clubhouse also joined the training. They each learned more about an ROSC; how to engage stakeholders in the process of developing an ROSC, and lessons learned from the Assessment Pilot Boards of Lorain, Summit and Lake Counties. In the near future, we will be conducting a state-structured survey to seek stakeholder input and assess our alignment with ROSC principles. If you don t like something, change it. 5 ADAMHS In the Community Public Mental Health Meeting with Dr. Calabrese On May 12, I presented on mental health and addiction issues at a meeting of the Cleveland Metropolitan Bar Association Lawyers for Women in Crisis Meeting. The goal of this group, which was formed in partnership with the Legal Aid Society of Greater Cleveland, is to provide access to legal advice for women in crisis in a safe, welcoming, unintimidating setting. (l-r) Dr. Joseph Katie Boland, External Affairs Specialist, gave a presentation on Cuyahoga County s heroin epidemic and available resources to The Heroin Mission, a newly formed faith-based community group based out of Mayfield on Wednesday, May 13 in Independence. Representative Marlene Anielski (R) District 6 held a Military and Veterans Resource Fair on Friday, May 1 at the Mayfield Branch of the Cuyahoga County Library. The event featured a variety of organizations able to help those who have served or are serving our country, as well as their spouses and families. Katie Boland, External Affairs Specialist, represented the Board and staffed a resource table. I participated in a two-hour Civility Summit on May 21 at the Boys and Girls Club. The purpose of this meeting was to align our community s shared values regarding the consent decree between the City and the DOJ, and to improve the culture of our community. Members of my team and I met with Thomas Pristow, the new Director of the Cuyahoga County Division of Children and Family Services and members of his staff on April 27. Calabrese, University Hospitals Case Medical Center and William M. Denihan, CEO of the ADAMHS Board lead a discussion about the stigma associated with mental illness and substance use disorders at the ADAMHS Board on Monday, May 11. Dr. Joseph R. Calabrese with the Mood Disorders Program at University Hospitals Case Medical Center hosted a meeting at the ADAMHS Board on Monday, May 11. The purpose of the meeting- Primary Focus on Stigma- was to provide an update on mental and substance use disorders, and to promote new findings related to mental illness and substance use disorders that will help to eliminate stigma. More than 30 people attended this meeting, including administrators and law enforcement officials from five counties- Lucas, Ottawa, Erie, Lorain and Cuyahoga. Dr. Calabrese prosed collaboration among counties and agencies to prepare a Best Practice presentation to community groups, offices, hospitals, law enforcement, and faith-based organizations. New President & CEO of The Centers Elizabeth Newman President & CEO The Centers Congratulations to Elizabeth Newman for being named President and CEO of The Centers for Families and Children. Elizabeth has held varied and diverse leadership roles in the non-profit world with over 15 years of experience in the government, for-profit and non-profit sectors. Previously, she was the Chief Operating Officer for The Centers. First-ever Behavioral Health & Human Services Career Fair The ADAMHS Board hosted a Behavioral Health and Human Services Career Fair on Wednesday, May 20, at the Cuyahoga County Community College Jerry Sue Thorton Center. Twenty-eight agencies and area nonprofits participated and were seeking candidates for various positions. Over 300 job seekers brought resumes and explored the wide employment opportunities in the mental health, addiction, recovery treatment and human services fields. Many individuals left the event with scheduled job interviews. Feedback from the participating agencies, as well as the attendees, indicated the career fair should be held annually.
