Denihan, Chief Executive Officer Volume 6 Issue 8 September 17, Prayer 4 Recovery: Faith leaders in Cuyahoga County are willing and eager to reduce the stigma of addiction and mental illness within the faith community. More than 100 representatives of the faith community attended 1 Prayer 4 Recovery on Saturday, September 6 from 8:30 a.m. to Noon at the Hilton Garden Inn Cleveland. This conference was the first event of the ADAMHS Board Faith-based Outreach sub-committee in partnership with Life Recovering Ministries. The purpose of the conference was to raise awareness among faith leaders, congregations and the general community to reduce the stigma concerning mental illness and addiction. As we are in the midst of a heroin epidemic, discussion emphasized opiate and heroin addiction. September is National Suicide Prevention Month so mental illness and suicide were additional points of focus for the conference. The theme of the conference, Building a Coalition of Hope, Healing and Support, was explained through a panel of experienced and passionate keynote speakers: Eugenia Cash, ADAMHS Board Chair, with Rev. Karell T. McDaniel, Executive Director of Life Recovery Ministries and Chair of the ADAMHS Board Faith-based Outreach subcommittee, celebrating after the successful 1 Prayer 4 Recovery event on September 6. Bryan Conrad, Outreach Coordinator for the Governor s Office of Faith Based and Community Initiatives, addressed the attendees of the 1 Prayer 4 Recovery event. Bryan Conrad, Outreach Coordinator, Governor s Office of Faith Based and Community Initiatives, talked about mapping Ohio s compassion initiative. Minister Frances E. Mills, New Freedom Ministries and FrontLine Services, discussed how to build a coalition of hope and that people can and do recovery from mental illness and addiction. Reverend Karell McDaniel, Executive Director of Life Recovery Ministries and Chair of the ADAMHS Board Faith-based Outreach Sub-committee, focused on Minister Francis Mills, Grants Manager at FrontLine Service, was a keynote speaker during 1 Prayer 4 Recovery. She shared her personal experiences with addiction and the importance that faith played in her recovery. building a coalition of healing through the ADAMHS Board Faith-based Outreach subcommittee and the faith community. William M. Denihan, CEO of the ADAMHS Board, spoke about his experiences working with people living with addictions and the importance of faith in the recovery process. Among those who attended, we are especially grateful for the support of our Board Members Mary Warr, new Chair of the Faith-based Outreach Committee; Reverend Benjamin F. Gohlstin, Sr., former Chair of the Faith-based Outreach Committee, and Eugenia Cash, Board Chair. Valeria Harper, Chief Operating Officer, Scott Osiecki, Director of External Affairs and Katie Boland, External Affairs Specialist, were also in attendance and helped with the event. State Funding - Community Collaborative Resources: The Northeast Ohio Collaborative, consisting of Boards from Cuyahoga, Summit, Lake, Lorain, Geauga and Ashtabula counties submitted a request to the Ohio Department of Mental Health and Addiction Services (OhioMHAS) for funding of projects from the $20.1 million in Community Collaborative Resources outlined in the Mid-Biennium Budget Review. Our collaborative submitted requests totaling over $4.4 million for 15 projects focused on crisis services for adults and children, sober and supportive housing, residential addiction treatment, recovery coaches and supported employment. Most of the projects were collaborative and crossed county lines. Our projects requested a total investment of $2,230,000 consisting of $440,000 to develop a team of professionals to respond to child and adolescent mental health crisis and trauma 24 hours per day 7 days per week; $1.29 million for the development of a 16-bed AoD Non- Medical Community Residential Treatment facility for adult men at an existing provider agency, and $500,000 for coordination of sober beds to serve about individuals per month. After several discussions with Tracy Plouck, Director of OhioMHAS, her team, and members of the Collaborative, it seems that the projects have been approved. The Boards have until September 30 to submit detailed budgets, narratives, and outcome information to the Department so that the information can be processed and funds made available as soon as possible. 2 Juvenile Safe Surrender: Valeria Harper, Chief Operating Office and myself have been working to ensure that the Juvenile Safe Surrender Program that will be held September 22 through 25, from 8:30 a.m. - 4:30 p.m., at Juvenile Court will be a success. The Safe Surrender Program allows for a unique, creative, and highly successful initiative that encourages individuals wanted for nonviolent felonies or misdemeanor crimes to voluntarily surrender to the law in a faith-based or other neutral setting. Catholic Charities, Murtis Taylor, Recovery Resources, and JFSA are some of our providers that will be participating to provide linkages to services. Progress is impossible without change, and those who cannot change their minds cannot change anything. - George Bernard Shaw Student Leaders from Mexico Visit the ADAMHS Board: Irish playwright ( ) Fourteen student leaders from the Jóvenes en Acción (Youth in Action) group from Mexico spent the morning of July 24 at the ADAMHS Board with Scott Osiecki, Director of External Affairs, and Katie Boland, External Affairs Specialist. The group was visiting Cleveland as the guests of the Cleveland Council on World Affairs to deepen their leadership skills and to develop projects on strengthening families and supporting youth in Mexico. While at the ADAMHS Board, the high school sophomores and juniors engaged in a discussion about the Board, who we serve, types of service, funding, the heroin and suicide prevention campaigns, and the Defending Childhood Initiative. Maggie Tolbert, Utilization Review Specialist, dropped in for a conversation on our crisis and hospital system, and Valeria Harper, Chief Operating Officer, stopped in to say hello and shared a few words about the Board. Fourteen student leaders from Jóvenes en Acción of Mexico spent the morning learning about the ADAMHS Board of Cuyahoga County and our mental health and addiction system. Provider Agencies Receive Honor Project Funding: Congratulations to the following ADAMHS Board contract agencies that received a funding award through the Honor Project on September 4: Bellefaire Jewish Children s Bureau Far West Center Jewish Family Service Association NAMI Greater Cleveland ORCA House The Salvation Army of Northeast Ohio Women s Recovery Center The Cuyahoga County Common Pleas Court distributed more than $6 million to 226 charities in Ohio through The Honor Project Trust as part of a civil action heard by Judge John J. Russo. The Honor Project is a cy pres (sigh-pray). In a class action settlement, a Judge can use the cy pres doctrine to distribute unclaimed funds for beneficial use. The funding comes from litigation pursued by the Ohio Attorney General Office in State of Ohio, et al. v. American International Group, Inc., et al. The first phase distributed $2.5 million to the companies involved in the litigation and companies who could have potentially suffered damages. The second phase provided $2.45 million to companies that agreed to hire new employees, thus reducing Ohio unemployment. Our agencies received funding in the third and final phase of the project. I also want to congratulate The Gathering Place, a place for people touched by cancer to find the services and resources, integrated with their medical care, focusing on enhancing quality of life with dignity and hope, that was created by Eileen Saffran, LISW-S, its Chief Executive Officer and member of the ADAMHS Board of Cuyahoga County, for also receiving funding from the Honor Project. Cuyahoga County Problem Gambling Awareness Coalition: Gambling is a growing addiction problem in Ohio. John Garrity, Leshia Yarbrough and Katie Boland attended the Cuyahoga County Problem Gambling Awareness Coalition put together by Recovery Resources on July 30, The goal of the coalition is to decrease stigma surrounding problem gambling, humanize the issue and demonstrate that the issue is present in our community. Members discussed strategies on how to engage people impacted by problem gambling. More information can be found at hitmecleveland.com. Meeting with Director Plouck: I met and spoke on the phone with Tracy Plouck, Director of the Ohio Department of Mental Health and Addiction Services (OhioMHAS) several times over the summer. We discussed a variety of issues including proposals for crisis services and hospital gatekeeper functions. 3 Board Retreat: The Board of Directors and the Executive Staff gathered on Saturday morning September 13 for the annual Board Retreat. The retreat was held in the Skylight Financial Group offices located on the top floor of the United Bank Building that also houses the ADAMHS Board. We began with a rousing team building game of ADAMHS Board Challenge based on the Family Feud TV show. Although it was hard to concentrate with the outstanding views from atop the building, we managed to learn a great deal. Cheri Walter, CEO of the Ohio Association of County Behavioral Health Authorities (OACBHA), and Liz Henrich, Associate CEO, traveled from Columbus to discuss the role and responsibilities of a Board Member, provide an update on the current state of mental health and addiction in Ohio, including funding and legislation, and introduce the Board Members to the new Recovery Oriented System of Care movement. I updated the Board Members on current Board savings from Medicaid Expansion and a proposal soon to be submitted to the Ohio Department of Mental Health and Addiction Services for crisis projects. We also held breakout sessions by Board Committee and discussed the committee purpose, how agendas are set and reviewed the components of an agenda process sheet. Thank you to Paul A. Board Executive Staff present included: William M. The West Side Market Clock Tower seemed so close that you could almost touch it from the deck outside of the Skylight Financial Group Offices. It may have been hard to concentrate with the great views from the Skylight Financial Group offices, but the Board and Executive Staff managed to accomplish a lot during the annual ADAMHS Board retreat. Cheri Walter, CEO of the Ohio Association of County Behavioral Health Authorities (OACBHA), began her talk by congratulating the Board and staff for the achievement of the ADAMHS Board receiving the Culture of Quality recognition from OACBHA. Community Based Correctional Facility (CBCF) Awards: The Judge Nancy R. McDonnell Community Based Correctional Facility (CBCF), which I am a Board Member, has been selected as this year s recipient of the prestigious Clifford Skeen award in the Residential programs category. The Award is presented annually to residential and non-residential programs in recognition of excellence in community corrections by the Ohio Department of Rehabilitation and Correction and is a part of former Governor and U.S. Senator Voinovich s commitment to enhancing the quality of community corrections programs in Ohio. The award, first presented in 1993, is given in honor of the late eight-term Ohio legislator who sponsored Ohio s Community Correction Act. The CBCF also received the Community Partners of the Year award during the 9 th Annual Cleveland Ward 5 Community Family Festival. CBCF Presentation: Dr. Farid Sabet, Chief Clinical Officer, and Carole Ballard, Forensic Specialist, gave outstanding presentations to the Board and Staff of the Community Based Correctional Facility (CBCF) and area judges on September 12. The presentations focused on Substance- Related and Addictive Disorders. County Stat Presentation: County Stat is a program used by the County Executive to track progress. We have been participating in the program since 2012, and I presented our progress report on September 9. Valeria Harper, Chief Operating Officer and Frank Brickner, Chief Financial Officer attended the meeting with me. I presented a status update on the following indicators: 1. Add Detox Beds and Remove Waitlist 2. Add Mental Health Residential Treatment Beds and Services 3. Add AOD Residential Treatment Beds and Services 4. Add Long Term Sober Beds to Accommodate Individuals per Month 5. Add Vocational/Employment Services 6. Add Permanent Supported Housing 7. Remove State Hospital Civil and Forensic Bed Days (last report) 8. 4 SHARES Update: Union Contract Signed: The Labor Agreement between the ADAMHS Board of Cuyahoga County and the Ohio Association of Public School Employees and its Affiliate Local #328 AFSCME, AFL-CIO, which represents its employees, was signed July 23, Pictured signing the contract are: (bottom row l-r) Ben Gore, Claims & Membership Specialist and Union President; William M. ADAMHS Trainings Around Town Tonya Birney, Training Officer, provided three Substance Abuse/Pain Management presentations for the Hunger Network of Greater Cleveland staff and clients through the Stay Well Project in July. The Stay Well Project is designed to serve the Hunger Network s population- more than 75% of hungry people in Northeast Ohio- by performing health outreach to provide information about affordable dietary, lifestyle and medical options to manage and prevent illness. The ADAMHS Board provided a free prevention workshop in partnership with the Shaker Heights Youth Center. Tonya Birney managed the Training for Professionals with Prevention Privileges workshop held August 25 through August 27. The trainings included: Community Organization Skills, Ethics in Prevention for all Professionals, Diversity and Inclusion for Prevention Professionals, Understanding Adolescents and Problem Identification and Referral: What s the Problem? To promote that September is Recovery Month, the ADAMHS Board Training Institute is providing Free Movie Mondays during September. Featured films include: The Anonymous People on September 22 and Living with Schizophrenia: A Call for Hope and Recovery on September 29. We offered The Highway to Heroin on September 15. This program has been so successful that we are completely sold-out. Postcards sent in Recognition of National Suicide Prevention Month: In observance of September as National Suicide Prevention Month, we mailed more than 150,000 post-cards with suicide prevention information to Cuyahoga County residents in September. The postcard encourages individuals that may be thinking about suicide, or those who may know someone who is, to tell someone and seek help immediately by calling Cuyahoga County s 24-hour Suicide Prevention Hotline at , or entering into a Crisis Chat through or texting FLS to These emotional supports are operated by Front Line Services (FLS). The post-cards were distributed to the following suburbs: Bedford Heights, Bedford, Brecksville, Broadview Heights, Brook Park, Fairview Park, Highland Heights, Lakewood, Brooklyn, Mayfield Heights, Middleburg Heights, Newburgh Heights, North Royalton, Olmsted Falls, Parma, Rocky River, Strongsville and Warrensville Heights. We will be sending these postcards to select areas of Cleveland as well. Progress is continuing at a slower pace than expected with the development of the new software system known as the Shared Healthcare and Recovery Enterprise System (SHARES); a collaboration of Cuyahoga, Franklin and Hamilton Counties. The software company InfoMC says that the start date will have to be pushed back from January 1, 2015 to July 1, 2015, due to a variety of issues and misunderstandings on what is to be included in the final product. The CEOs of all three Boards are having serious discussion to determine the fate of the project. As a reminder, SHARES will support client enrollment, benefit management, provider contracting, payment processes, and outcomes. Cuyahoga County Executive Candidate s Night: The ADAMHS Board is one of the many sponsors of a Candidate s Night for the County Executive Position set for Monday, September 29, from 5:30-7:30 p.m. at the Lutheran Metropolitan Ministry Richard Sering Center located at 4515 Superior Ave. County Executive candidates will be asked how they will address health, human services, housing, and other critical needs in Cuyahoga County, including behavioral health. ADAMHS was a Stop on MetroHealth s Scavenger Hunt/Amazing Race: Scott Osiecki, Director of External Affairs, participated in a Social Services Panel Discussion with 2 nd year residents from the MetroHealth Family Medicine program on the morning of September 15. Later that afternoon the doctors met Katie Boland, External Affairs Specialist, and received more information about the Board as part of the program s educational Scavenger Hunt/Amazing Race. The purpose of the panel and the scavenger hunt is to allow the doctors to learn about resources in the community that can help their patients, as well as what it is like to travel around the city on public transportation to obtain services. Four 2 nd year residents from the MetroHealth Family Medicine program stopped by the ADAMHS Board on September 15 as part of an educational rotation Scavenger Hunt/Amazing Race. Page 4 of 5

5 ADAMHS Supports Recovery Month Events: The ADAMHS Board has been busy supporting local events to celebrate and promote September as National Recovery Month. We sponsored the Women s Recovery Center s 26 th Annual run, jane, run on August 19, the Recovery Resources Run for Recovery on August 30, and The Edna House Next Step Race to Recovery on August 31, I spoke at the opening of the 5k Celebrating Recovery Walk on Saturday, September 6 at Fort Huntington Park. Participating agencies included the City of Cleveland Public Health Department, Cleveland Municipal Court Greater Cleveland Drug Court, Community Assessment Treatment Services, Cuyahoga County Access to Recovery, Northeast Ohio Neighborhood Health Services, Oriana House and Moore Counseling & Mediation Services. Don t forget to join Team ADAMHS Board for the 2014 NAMIWalks Greater Cleveland on Saturday, September 20 at Voinovich Park. Partnerships with the Courts William M. Denihan, CEO of the ADAMHS Board of Cuyahoga County, and Judge K. J. Montgomery from Shaker Heights Municipal Court preparing for the next Greater Cleveland Reentry Leadership Coalition meeting. Judge K. J. Montgomery, Shaker Heights Municipal Court, and I are the Co-Chairs of the Greater Cleveland Reentry Leadership Coalition. The group was established to provide structured leadership to the Greater Cleveland Reentry Strategy and membership is reflective of all stakeholders. The Judges on the Cleveland Municipal Court have voted to establish a specialized docket to deal with the growing amount of human trafficking cases in Northeast Ohio. Judge Marilyn B. Cassidy is in charge of the docket and we are playing a role on the advisory committee. I am a member of the Cleveland Municipal Court Mental Health Court Advisory Board. The Mental Health Docket is currently under the direction of Judge Ed Wade. I was named to the Cuyahoga County Common Pleas Court Judge David T. Matia s Drug Court Advisory Board. I serve in an advisory role to Judge Hollie L. Gallagher of the Cuyahoga County Common Please Court and Judge Brian F. Hagan of the Rocky River Municipal Court for court behavioral health issues. International Community Corrections Association: I attended the International Community Corrections Association s 50 th Anniversary Research Conference, Reunion and Celebration at The Westin in Cleveland. This conference ran September 14 through September 17 and was intergenerational with a special emphasis on the emerging research and implications for policy and practice. TV 20 Heroin Interview Association: New DEA Policy: US Attorney General Eric Holder announced a new Drug Enforcement Agency (DEA) regulation that would allow pharmacies, hospitals, clinics and other authorized collectors to serve as authorized drop-off sites for unused prescription drugs. Long-term care facilities will also be able to collect controlled substances turned in by residents of those facilities and prescription drug users everywhere will be able to mail in unused medications to authorized collectors. For more information visit the DEA s website at City of Cleveland TV 20 and Voice It Radio came to the ADAMHS Board on Tuesday, Sept. 9, and interviewed me regarding the heroin epidemic and the resources provided by the ADAMHS Board to the residents of Cuyahoga County. William M. Denihan, CEO of the ADAMHS Board of Cuyahoga County, was interviewed by Errol Porter of TV 20 and Voice It Radio about the heroin epidemic in Cuyahoga County. Provider Agency News: The Community Assessment & Treatment Services (CATS) opened 60 new treatment beds for men. Debra Rex, President/CEO of Beech Brook, was selected by Behavioral Health as one of the 2014 Behavioral Healthcare Champions. She is one of only five individuals chosen nationwide for their unique brand of dedication, courage, inspiration and excellence as leaders of behavioral health organizations. Megan Kleidon is the Interim Director of Recovery Resources. Nelson Ramierz is the Interim Director of Hispanic UMADAOP. Neighborhood Family Practice, technically not one of our provider agencies, but certainly a partner, opened a new office at 6412 Franklin Blvd. in Cleveland. Stella Maris is showing its appreciation to the Recovery Community from 1:00-4:00 p.m., on Sunday, September 28. There will be free hotdogs, hamburgers and desserts.
