2 PPE Report for South Reading CCG June 2017 Governing Body Meeting in Public This paper summarises the communication and engagement activities and progress during 2016/17 and also updates the Governing Body on recent patient engagement activities that have taken place since the last Public Governing Body meeting in March. Key highlights for 2016/17 1. Engagement activities for the seldom heard population In March 2016, the Governing Body requested assurance regarding the level and type of engagement activities undertaken for our seldom heard population given that Black and Minority Ethnic comprises 30% of our population. An objective of the CCG Communications and Engagement strategy for 2016/17 was to increase engagement with seldom heard groups so we can understand their particular needs. Bowel Cancer screening project: South Reading CCG has worked with Cancer UK to develop promotional activity on buses, bus stops and public spaces to promote the benefits of bowel cancer screening using images representative of our patient population. The analysis of the uptake is awaited. Nepalese population: The report How the ex-gurkha community access and experience health and social care services in Reading was discussed at the March 2016 Health and Wellbeing Board. Based upon the recommendations of the Healthwatch report, health and social care devised an action plan, which addressed the key areas of development. The action plan is now complete but subject to ongoing review. The CCG funded the Greater Nepalese Association through the 2016/17 Partnership Development Fund to provide health activities for the Nepalese population such as yoga, badminton and healthy lifestyles. Representatives from the CCG have attended a meeting with the group to help set up health screening and education; cancer UK is providing nurses to give cancer awareness sessions and the TB clinic at Royal Berkshire Hospital is providing sessions on the importance of latent TB screening. In December 2016, an event was held for people on the topic of child health issues. The aim of the session was to promote to parents/families how they can receive care from their GP rather than going straight to A&E. One of the aims was to reduce non-elective and unnecessary A&E activity by raising awareness of the health system with different community groups. The speakers were paediatric consultant, Dr Ak Hussian and Dr Aman Bindra, a GP from Kennet surgery. The session covered: i) General outline of health care system e.g. when you visit your GP, call NHS 111, A&E, promoting the childhood illness app ii) How GPs support unwell children in primary care, e.g. prioritising appointments, links to paediatric consultants, etc. iii) The role of Paediatric Consultants, Paediatric services and how Paediatric Consultants work with GPs.
3 Tuberculosis: is a serious but treatable disease with c50 cases in South Reading every year which has doubled since Up to 1 in 4 people born outside of the UK have latent TB 1 in 10 of these will go on to have the active disease. The CCG has worked collaboratively with NHS England, NHS Slough CCG, Respiratory Department at Royal Berkshire Hospital and Public Health to improve identification of patients eligible for latent TB screening. A TB Strategy Group has been formed to oversee an action plan and develop resources for the community to raise awareness. During 2016/17, with support from South Reading GP practices, the New Entrant Screening Service has screened 190 people for latent TB. There is more to do in 2017/18 to reduce the Do Not Attend rate, but there is financial support from NHS England to appoint a project manager to further embed the work started in 2016/17. This post is currently out to advert with NHS Jobs. The project team promoted World TB Day on 24 March in Broad Street Mall. Cancer outcomes: The CCG has below England average rates for bowel, breast and cervical cancer screening identified in the Joint Strategic Needs Assessment. Macmillan is supporting the CCG by funding a community development educator to reach into local communities to understand the barriers to accessing screening opportunities and increase awareness of the signs and symptoms of cancer. In September 2016, the Greater Reading Nepalese Community Association came together with the Forgotten Gurkha Trust to hold a cancer awareness workshop, organised by community leaders. It was anticipated that 50 people would attend, but instead 130 people arrived. The organisers noted a real appetite for information and discussion. The workshop was delivered in partnership by lead cancer nurses from the Royal Berkshire Foundation NHS Trust, Berkshire s Cancer Research UK Facilitator, Macmillan Information and Support and Solutions for Health Smoking Cessation Services, along with the support of several interpreters from the local community without whom the workshop would not have been possible. The session aimed to focus on the importance of early signs and symptoms along with a look at the key lifestyle risk factors and prevention messages. Nurses led sessions on the bowel screening programme with an emphasis on the importance of completing the screening kit, lung cancer with input and support from Berkshire Smoking Cessation Services and a men only session on prostate cancer. Some of the feedback received about the event said overall, it was really successful, interesting, very useful, everybody enjoyed and had lots of valuable information, which was very important. Homelessness: A working group has been set up by Reading Borough Council to better support the Homeless within Reading and representatives from the CCG are attending these meetings. They have led on a health needs questionnaire in February 2017 for this population and the results are currently being analysed for action in 2017/18. Polish community: The CSU Communication team organised an event with the Polish advocacy centre to set up workshops to promote health awareness. 2. Public engagement events Broad street mall engagement event Wednesday 26 October The aim of the event was to engage with people to raise awareness about who is eligible to receive a free flu vaccination. Two members of staff from the CSW Communications and
4 Engagement team attended the event. The stand, which was free of charge, was positioned opposite Funda and the Card Factory, so was in sight when people entered the mall via St. Mary s Butts entrance. Leaflets, aimed at parents, were provided free of charge by Public Health England and were used to engage with people coming into the centre with young children. CCG operating plan - Reading Town Hall on 9 March 2017 The two Reading CCGs organised an event at Reading Town Hall on 9 March 2017 to promote the 2017/19 Operating Plan. The CCGs were joined by representatives from Reading Borough Council who described the Reading Health and Wellbeing plan. There was a Question and Answer session for members of the public to speak to local GP commissioners, Reading Borough Council and NHS commissioners. The event showcased a video presented by Dr Rab Mittal, updating members of the public on the progress of the Alliance and the benefits for patients plus a video of how surgeries are using other clinical workforce, for example, paramedics to undertake home visits. 3. Public consultations: Reading Health and Wellbeing Strategy The two Reading CCGs, together with Reading Borough Council, held a public engagement event on 21 November 2016 as part of the Health and Wellbeing Board Strategy consultation. A number of community groups and members of the public attended and were given an opportunity to hear and comment on the proposed priorities or suggest new ones. 4. Engagement with Healthwatch South Reading CCG has set up bi-monthly meetings with Healthwatch, the first of which took place on 17 January The purpose of the meetings is to help the CCG gain a better insight into the feedback received from patients at a locality level and also help Healthwatch have a better understanding of the key priorities for the CCG over the coming year, for example, the development of the Alliance Children s minor illness booklet South Reading CCG has led on a refresh of the 0-4 children s minor illness booklet and app on behalf of the four CCGs. Originally there were four versions which have been streamlined into the publication of one Berkshire West version which contains all the key local contacts across the localities. 8,000 copies have been ordered to correspond (with some spares) with the 2017/18 birth rate. These will be predominantly circulated by Health Visitors as part of the baby checks, with copies also circulated to GP practices and paediatric A&E. 6. Development of PPGs Wendy Bower and Karen Grannum attended the South Reading CCG practice managers meeting in January 2017 to discuss how to develop PPGs in the locality. The meeting discussed how the formation of the Alliance could support better patient engagement at cluster level, rather than at practice level, which is a challenge given the size of some South Reading practices. The practice managers will now consider how they can work in clusters to improve patient engagement. This is
5 likely to gain momentum with the appointment of the Alliance Business Manager, who starts in July Wendy Bower and South Reading GP Council has commended the Walk in Centre for their Wellbeing Wednesdays which is a weekly information stand promoting different health messages, e.g. the importance of cancer screening.
