1 ENCLOSURE : C Agenda Item : 160/12 NHS BEXLEY CLINICAL COMMISSIONING GROUP GOVERNING BODY FORMAL MEETING 25 th October 2012 Adult Hearing AQP Action Required : For APPROVAL Executive Summary The procurement Age-related Adult Hearing Services under AQP is now completed and the Qualification Centre of Excellence (QCE) which evaluated the applications has completed its evaluation and identified successful and unsuccessful bidders. Newly appointed provider will be mobilised to provide these services with effect from 1October 2012 and in advance of this, BCCG is asked to approve the award of the contracts to the successfully applicants. The procurement evaluation report is attached. Background The Department issued guidance on Extending Patient Choice of Provider on 19 July 2011, which set out proposals for a phased implementation, treating 2012/13 as a transitional year, starting with a limited set of community and some mental health services. Following the publication of the Department of Health guidance on Any Qualified Provider (AQP), Commissioners were requested to review the guidance and to produce a summary paper on locality plans for implementation of AQP. The operational guidance issued in July required commissioners to identify three or more community or mental health services in which to implement patient choice of Any Qualified Provider from April It was a requirement that the selection should be based on the priorities of emerging Clinical Commissioning Groups, and engagement with local patients and professionals. PCT Clusters and therefore Bexley BSU were responsible for ensuring delivery against the following timelines: i. 30 September 2011 to outline local processes for public and professional engagement on local priorities for extending choice of provider, and ii. 31 October the identification of three or more community or mental health services to implement patient choice of Any Qualified Provider from April The three services which were identified in Bexley include: i. Adult Hearing, ii. Anti-coagulation, and iii. Termination of Pregnancies Bexley Care Trust delegated responsibility for the evaluation of these services to the Department of Health, which undertook the fitness to supply assessments of each application and the QCE, which undertook the qualified provider assessments. Upon agreement at the AQP Steering Group, the local assessment was undertaken by the following team: 1. Debbie Andrews, senior acute commissioning redesign manager (LSL Lead commissioner) 2. Jillian Prescott, senior procurement and contract manager (BBG lead commissioner) 3. Marco Inzani, Interim AQP programme manager (Lead commissioner) 4. Neil Stevenson, Assistant Director acute contracting (contracting lead) 5. Dr Chrisanthan Ferdinand, GP SI in ENT for Lewisham PCT (clinical lead) The Department of Health is requiring CCGs to enter into contracts with effect from 1 October 2012, However, this does not imply that services may commence on 1 October 2012, as although the successful are at different stages of readiness to provide the service locally. 2. AQP Age-related Adult Hearing Applications were received from thirteen providers of the service, namely: i. Complete Price Eyewear Ltd trading as The Outside Clinic
3 ii. Guys & St Thomas NHS FT iii. Hearbase Limited iv. Hidden Hearing Ltd v. Imperial College Healthcare NHS Trust vi. In Health Ltd vii. Lewisham Healthcare NHS Trust viii. Royal Berkshire NHS FT ix. Scrivens Limited x. Specsavers xi. St George s Healthcare NHS Trust xii. Sussex Healthcare Audiology Ltd, and xiii. University College London Hospitals NHS FT Following the QCE assessment, Guys and St. Thomas NHS FT, Hidden Hearing Limited and Sussex Healthcare Audiology Limited were unsuccessful. Of the successful applicants, both Scrivens Limited and St George s Healthcare NHS Trust did not intend to provide these services within Bexley, leaving 8 potential providers for Bexley. There remains a doubt that Royal Berkshire NHS FT is able to provide these services locally. BCCG should seek written assurances from the Provider to confirm that they are able to fulfil the local requirements of the contracts, in advance of entering into a contract with them. Where existing providers have been successful, the new service will be contracted into with the existing providers by way of a contracts variation, which Acute commissioning colleagues at NHS SE London should facilitate. 3. Assessments The full assessment criteria is available on request. All application sections and questions were assessed according to these criteria at various stages by the Department of Health, the QCE and the Local Assessment Team. A consensus meeting was held at a local and a London level to discuss assessments and to reach a consensus of opinion based on the evidence presented. A summary of the assessment outcomes are attached in Appendix Mobilisation The mobilisation plan for new service is attached as Appendix 2 5. Recommendation BCCG is asked to approve the award of the contracts for all providers, with the exception of the Royal Berkshire NHS FT, in adherence with the Department of Health requirement that contracts are entered into by 1 October 2012 and with the proviso that the Service Commencement Date for each provider, is subject to the successful completion of the relevant tasks identified in the Mobilisation Plan in Appendix 2, BCCG is asked to approve an award of the contract to Royal Berkshire NHS FT subject to receiving written assurances, from the provider that they are able to fulfill the local requirements of the service. BCCG is also asked to identify a Lead GP for Adult Hearing who will champion the new AQP service within Bexley.
