1 Boise City/Ada County Continuum of Care Coordinating Team Recap Thursday October 29, :30-3:00 pm Welcome New participants Jan O. Dahlin, CABI Falen LeBlanc, IDHW-FACS Peg Richards, Good Samaritan Home Victoria Thompson, St. Luke s Rachel Ford, Community member Hillary Cook, IHFA Eunice Otero, City of Boise Laura Williams, Hays Shelter Stephanie Bloom City of Boise Update Housing & Homelessness Roundtable Diana Lachiondo o The fifth meeting was held on October 16, 2015 o Priorities identified are as follows: #1: Permanent Supportive Housing; #2 Rapid Rehousing; #3 Affordable Housing o Stakeholders will be meeting over the next few months to determine what a Housing First project could look like locally Affordable Housing Strategy AnaMarie Guiles o The City of Boise has contracted with a company called CSI to develop the next Five Year Consolidated Plan that will start October 1, 2016 o The CoC has been and will continue to be asked to provide their input on this Plan that will guide how the City of Boise spends the federal dollars that come to them o A new Analysis of Impediments to Fair Housing Choice and Fair Housing Action Plan will also be developed o Handouts of the City of Boise s Housing Strategy and Income Guidelines were reviewed o The Housing Needs Analysis has been completed, but is written in very technical highlevel language and an easier to understand version is being drafted Executive Committee Update Linda Rodenbach The Executive Committee reviewed several questions from the Collaborative Application The Executive Committee has chosen to answer Yes to the CoC s intention to meet the timelines for needing homelessness as defined in Opening Doors for chronic homelessness, family homelessness and setting a pathway to end all homelessness. Draft timelines have been developed and will be reviewed and approved by the Executive Committee at their next meeting The Executive Committee voted to adopt HUD s Notice CPD : Prioritizing Persons Experiencing Chronic Homelessness in Permanent Supportive Housing & Recordkeeping Requirements for Documenting Chronic Homeless Status HUD released this notice in July 2014 and strongly encourages CoC s to adopt it One of the questions in the CoC Collaborative Application is whether or not the CoC has adopted this Notice The Notice gives a priority listing for persons experiencing chronic homelessness who are eligible for Permanent Supportive Housing that has been dedicated or prioritized for chronic homelessness The Notice gives a priority listing for persons experiencing homelessness
2 who are eligible for Permanent Supportive Housing that has not been dedicated or prioritized for chronic homelessness The Boise City/Ada County Housing Authority expressed concern that this Notice might contradict some of the HUD requirements that are placed on Housing Authorities This Notice will be researched more thoroughly and presented to the Executive Committee again at the next Executive Committee meeting Working Group Presentations Working Group presentations were made to recruit new members It is hoped that all members of the Continuum of Care will be involved in at least one Working Group Coordinated Entry Wyatt Schroeder o Description: Responsible for the development, implementation and evaluation of the Coordinated Entry system. o Meeting Frequency: Biweekly o Meeting Location: El-Ada (2250 S. Vista Ave) o Next Meeting: November 3, 3 pm o Chair: Wyatt Schroeder o Vice-Chair: Jayne Sorrels Fair Housing Sean Kelly o Description: Responsible to implement the Annual Fair Housing Action Plan and monitor progress made in addressing the impediments and observations outlined in the Analysis of Impediments to Fair Housing Choice, soon to be replaced by the Assessment of Fair Housing (AFH). o Meeting Frequency: Monthly initially o Meeting Location: TBD o Next Meeting: TBD (January 2016) o Chair: Sean Kelly o Vice-Chair: Shayla Devisser Funding Development Stephanie Bloom o Description: Responsible to ensure a competitive annual response for McKinney- Vento funding, for working with community partners to identify and secure new funding sources, and to understand all existing funding that supports the goals of the CoC Strategic Plan. o Meeting Frequency: Monthly o Meeting Location: TBD o Next Meeting: TBD o Chair: TBD-Jane Pavek was nominated by the Executive Committee, however she is too busy to commit to this. Jane made a suggestion for an alternative who will meet with Stephanie next Thursday to discuss the Chair position o Vice-Chair: Patty Haller Housing o o o o o o Deanna Watson Description: Responsible for identification of barriers to housing, evaluation of service gaps and development of solutions for those experiencing homelessness to access housing. 3 Performance Measurement Scott Burlingame o Description: Responsible for implementing HMIS requirements and guideline recommendations, evaluating reports and monitoring standards. Also responsible for preparation, training and reporting for the annual point in time count. o Meeting Frequency: Monthly o Meeting Location: TBD o Next Meeting: TBD o Chair: Scott Burlingame o Vice-Chair: Bethany Gadzinski Specialized Program Coordinator Update Stephanie Bloom The 2015 CoC NOFA is due to HUD by November 20, 2015 HUD s Policy Priorities that are guiding the questions and scoring on the application are: o Strategic Resource Allocation Comprehensive Review of Projects Maximizing the Use of Mainstream Resources Leveraging Resources through Partnerships Reviewing the Efficacy of Transitional Housing o Ending Chronic Homelessness Increasing units dedicated to chronic homelessness CoCs are encouraged to implement a process for prioritizing homeless individuals and families experiencing chronic homelessness consistent with HUD Notice CPD o Ending Family Homelessness HUD encourages CoCs to use reallocation to create new rapid rehousing projects for families o Ending Youth Homelessness CoCs should understand the unique needs of homeless youth and should be reaching out to youth-serving organizations to help them fully participate in the CoC o Ending Veteran Homelessness CoCs should work closely with local VA and other Veteran-serving organizations and coordinate resources o Using a Housing First Approach Removing Barriers to Entry Coordinated Assessment System Client-centered Service Delivery Prioritizing Households Most in Need Inclusive Decision-Making Provider participation in the planning body inclusive of domestic violence, LGBTQ, victims of human trafficking, unaccompanied youth and other relevant populations There are 138 responses required in the Collaborative Application and currently 107 have been completed (76%) Thank you to all of the CoC members who have helped answer application questions The timeline for CoC application completion includes the following dates: November 2 nd -Project Scoring and Ranking November 3 rd -Scoring and Ranking posted and project applicants notified November 16 th -Collaborative Application publicly posted
4 November 19 th -Entire application submitted to HUD for 3 bonus points! Please turn in your Members and Designated Voting Member and Conflict of Interest forms to Stephanie by November 15, 2015 if you have not already done so Provider Updates El-Ada SSVF is currently enrolling participants and utility assistance is currently underway for persons who receive food stamps. Utility assistance phone line will open to the general public on November 1. The next HELP class will start on November 4 th and El-Ada is taking applications. Salvation Army Utility assistance has started and will run through April. Interested persons need to call on the first business day of the month. Toy and Joy signups will begin on November 9. WCA The WCA s capital campaign is public and they have raised $1.1 million of the $1.4 million required to build a new transitional housing site. This will add 24 beds to their current inventory. It is projected that will open in the fall of Department of Labor The Boise office is changing locations and will be closed tomorrow October 30, Boise City Ada County Housing Authority The Section 8 waiting list is closed and the Housing Authority is going through the 1,200 applications that were submitted when it was open. The current success rate of voucher holders finding housing is 64%, down nearly 10% from Rent rates are often too high and landlords are disapproving applications due to housing barriers. All current voucher rates are set at 100 or 110% of Fair Market Rent rates. Public housing units have open waiting lists and are accepting applications. The Housing Authority hired a Development Director and they are hoping to work on development next to the Allumbaugh House and on Whitewater Drive. Interfaith Sanctuary Shelter capacity is 165 people. There are currently a few family openings. The Boise Rescue Mission started their winter rules. Hay s Shelter More staff are being trained to use HMIS and they are looking into transferring data from their previous database (RHYMIS) to the CoC s HMIS. Children are now receiving equine therapy and riding the horses. Idaho Office for Refugees Most families that needed to move out of the Glenbrook Apartments have done so. New arrivals are having a very difficult time finding apartments that they qualify for due to the size of rental deposits being requested. Ada County Sheriff s Office The Jail will release the report from their three year grant that just ended in January. The winter spike in numbers in the jail has spiked higher and earlier than ever before. AS of today there are 942 people in the jail. Boise Police Department Thank you to the group of providers which has been helping conduct assessments to determine the
5 needs of those living in Cooper Court and to see if they can help in any way. So far many people have been connected with mental health services and completed SOAR applications. These efforts are still ongoing. Boise State University The Pay for Success project is currently creating a data a data inventory. City of Boise The City of Boise is participating in the Ada County Sheriff Office s MacArthur grant planning team. Jesse Tree The new Americorps members are making positive changes at Jesse Tree. Jesse Tree has seen the number of people served from last year to next year has remained steady. Corpus Christi The next board meeting will be held on November 7 th. Major changes will be discussed. Richard Morgan A community member is renting porta potties for Cooper Court. The BASC group is hosting a speaker on November 19, :30-9:30 pm. Homeless Coalition The next meeting will be November 4 th at 9 am. Penelope Hansen and Cindy Miller will be speaking. The Walk a Mile in My Shoes awareness event will be November 7 th at 9 am. Veteran s Affairs There are currently 35 veterans with vouchers looking for housing. Six have been referred to housing and 116 are currently housed. Eight veterans are unassigned. St. Alphonsus St. Alphonsus received a grant to provide services to victims of torture. Ryan Lipscomb is the contact.
