Welcome Attendees were welcomed. Apologies were given. 2. Minute of Previous Meeting and Action Note Minutes from previous meeting were agreed. Most actions were completed or on the agenda. Verbal updates were provided on the following action: Tim Ross and Jim Scott updated on the potential for local procurement. TR advised that the new Chief Constable has indicated that he would be willing to devolve more locally, and that for local events they use local suppliers where possible. JS explained that they have very little devolved budget and are tied to national procurement contracts. Both agreed that they would welcome national direction to progress this. It was agreed that Morna Rae will liaise with Andrew Noble to pull together a letter on this. Morna Rae, Andrew Noble SMT - 2

3 3. Corra Update The SMT received a presentation from Pam Dawson and Louise McCulloch on Corra Foundation work in Kilwinning. They highlighted that they want to remain a grassroots funder in Scotland and stressed the positive partnership working that is underway across North Ayrshire. Louise has been focusing on developing relationships and supporting individuals and groups to progress initiatives. The major impacts locally are: Developed Warrior mum confidence Developed and reshaped relationship with Blacklands Community Association and the Council Repositioned library as hub seeing new people coming in Won hearts and minds through activities Partnership with Health and Wellbeing Pupil council at Blacklands Primary school to develop a peer to peer training programme Supporting communities to do things for themselves Built partnerships to deliver events:- school uniform project, nursery projects, Christmas toy appeal, Cash for kids Elma Murray said that the Corra work has clearly delivered on what was originally discussed when the initiative was originally discussed. She asked about the scope to also work in other parts of North Ayrshire. Pam explained that they were in the positive position of the trustees giving flexibility over timescales, and that an exit strategy was being considered. They foresee a model where different clusters of communities are receiving various levels of support, with scope for checking back in with communities previously a focus for attention. Barbara Hastings and Audrey Sutton spoke about the range of place based work locally and how this can be brought together. AS will report on place based principles and the Irvine Harbourside work at a future meeting of the SMT. There was further discussion around increasing pressure on community workers and partners working in communities, stressing the importance of continuing to make links where possible, including between locality coordinators, local forums and community connectors. Elma thanked Pam and Louise for their presentation and work in North Ayrshire. 4. People s Panel Report and Review Jacqui Greenlees (NAC) provided an overview of the key trends emerging from the draft North Ayrshire Peoples Panel report, including an increase in the number of respondents feeling safe in their neighbourhood and interesting trends arising around food availability and attitudes to finance which will be investigated further. JG highlighted that 6 locality focus groups will be taking place which will include further questions around food, basic income and social isolation and loneliness. An action plan will also be developed to pick up on key Audrey Sutton SMT - 3

4 trends and an update will also be prepare and distributed to panel members. The SMT noted the key trends and agreed to the recommendations. There followed discussion on the most useful questions to include at the focus groups, and it was agreed to remove a question around partnership working to make space for more locality based questions. Morna Rae updated the group on progress made so far in reviewing the Peoples Panel. MR provided an overview of the pros and cons around the current Peoples Panel approach. It was proposed that a variety of approaches is tested over the next year in order to agree the most effective approach going forward, including increased use of social media as well as targeted surveys. It was agreed that locality specific questions will be included at the upcoming focus groups. EM highlighted that while the panel is useful, many other authorities no longer use panels as they can be expensive and there are challenges in ensuring they are representative. Other attendees were supportive of the retention of the Peoples Panel, as one tool for consultation to sit alongside others. AS gave an overview of Dundee Civic Forum which was made more interactive by selecting people from different demographics to sit on a face to face panel and suggested that this could be a useful approach to investigate further. It was highlighted across the group that losing the long term trends collected by the current panel would be a significant downside of moving to a different approach. It was generally agreed that further work to align the panel with localities would be welcomed. It was agreed that MR will provide an update report to report progress on this. 5. Local Outcomes Improvement Plan Annual Report SMT received a report from Jacqui Greenlees, NAC on the approach to the LOIP annual performance report. It is currently being developed to report on CPP activity from 2017/18 and will focus on activity and case studies from across the partnership. JG also highlighted the links made to align the LOIP report with the Council s recently published annual performance report, including the development of a key dates timeline and the use of Performance on a page infographics. It was agreed that JG would circulate the draft report to SMT in advance of the final draft being shared with the CPP Board on 15 September, with the final version being finalised and published at the start of October. Local Outcomes Improvement Plan Stocktake Report Morna Rae updated the group on the Improvement Service, Audit Scotland and NHS Health Scotland report Local Outcomes Improvement Plans (LOIPs) Stocktake. The purpose of this report was to provide the Outcomes, Evidence and Performance Board with a summary of the emerging themes from a stocktake of all available LOIPs across Scotland. The LOIPs were considered against the requirements of the Community Empowerment Act with six statements used as guide. The findings against each of these six statements along with their implications for North Ayrshire CPP were considered. It was highlighted that as this is a national report some of the findings are more applicable to North Ayrshire than others. MR put forward options to the SMT for developing the current LOIP including making the current plan more focused (e.g. concentrated on Fair for All), carrying out resource mapping to see how partners are aligning their approaches, and broadening the sphere of influence in developing and scrutinising the LOIP going forward. The SMT agreed that a first step should be to develop a logic diagram to show activity across the LOIP, FFA and partner s strategies and plans which includes short, medium and long term goals. Elaine Young highlighted that the LOIP and FFA both map against the new Public Health Priorities. 7. Strategic Housing Investment Plan The group then receive report from Yvonne Baulk, NAC on the Strategic Housing Investment Plan (SHIP). This sets out the priorities and locations for affordable housing investment by the Council and Registered Social Landlords in North Ayrshire over the next five years, in order to support the outcomes set out within the Local Housing Strategy. The SHIP looks at the types, number and size of the homes in North Ayrshire, and commits to 1,800 homes over a 5 year period. In addition to work to target empty homes, there is significant investment in affordable housing and adapting and building homes to reduce the need for sheltered housing, supporting the changing models of care delivery for HSCP. EY was pleased to see the wider impact of an aging population and increased demand on health and social care services being taken into account. WELCOME & APOLOGIES FOR ABSENCE Cllr Cullinane welcomed everyone to the meeting and apologies for absence were recorded. 2. MINUTE/ACTION NOTE FROM PREVIOUS MEETING: 14 MARCH 2018 The Minute/Action Note of the Meeting of the Fair for All Advisory Panel held on 14 March was confirmed. SMT - 20

8 3. FAIR FOR ALL COMMISSION Fiona Pow and Angela Morrell gave an update on Fair For All Commission progress. Information was shared on the background to the development of the approach, the progress made to date in making connections to groups and individuals and learning from other areas. The requirements of Fiona s post as Fair for All Commission Officer are: To be responsible for the creation and development of a Poverty Truth Commission organisation in North Ayrshire Working with South and East Ayrshire where appropriate, to ensure the successful advocacy of poverty issues to Scottish Government and other influencers and partners To empower people, individually and collectively, to make positive changes in their lives and in their communities To embed engagement and participation practices and culture for those with experience of poverty related issues and whose voices are least often heard It is planned that the next two years will focus on giving a face to the facts Fiona highlighted that the movement to tackle poverty needs to have those who experience it at its heart. Working to improve perceptions and challenge stigma should lead to better decision making. The aim is to have twelve community commissioners and twelve civic commissioners. The role profile for the civic commissioner was circulated and attendees were asked to consider taking on this role (copy attached). Currently five community commissioners have been recruited and Fiona is linking in with FITBA4U and the Ardrossan Foodbank to develop relationships with individuals with a view to recruiting more. Attendees asked questions in relation to the demographics of the community commissioners and the support given to them. Fiona confirmed that community commissioners from across the localities would be sought, from a variety of backgrounds. Signposting, links to others services and supports would be available to commissioners both during the commission process and afterwards. The Panel commended the approach, particularly the link with inclusive growth, commenting that this is an innovative approach. It was highlighted that it is important that the commissioners themselves, their stories and potential solutions are surprising and hopeful to help avoid any issues of fatalism in relation to this work. The Chair thanked Fiona for her presentation. 4. UPDATE FROM THE FOOD DEVELOPMENT OFFICER Bruce McMaster, Food Development Officer, updated the Panel on the FFA Food Pledges and current work to progress them. The presentation detailed the pledges, the activity underway in relation to them, as well as statistics and research in relation to the current issues. Information was given on the Food Pledges Performance Framework. In relation to the pledge To improve local awareness of and access to food related opportunities to address household food insecurity Bruce explained the approach towards SMT - 21

9 establishing baseline numbers of food related opportunities in priority areas. He spoke about foodbank programmes, Garnock Valley Parklives with 500 participants on average across 3 sites per week, holiday school meals and activity programme and weekend food provision. On the pledge To engage with partners to improve and increase activities related to production and distribution of good food information was given on the Food Forum, the start of a coproduction approach and developing a Charter for North Ayrshire. For the pledge To reduce the ecological footprint associated with food in North Ayrshire Bruce spoke about redistributing food surplus, and increasing allotments/grow your own opportunities. In relation to the pledge To improve our strategic approach to enable the development of the strategy information was given on Sustainable Food Cities (SFC) and Food Power Networks. A demonstration was given of the interactive food map that has been developed to show where provision lies across North Ayrshire, as well as a video that highlights the gaps. The Panel raised the following points: We need to continue to link in with Locality Partnership work and their priorities. Elaine Young highlighted that mapping is already being carried out and that it would be beneficial to ensure that this all links up. Can strengthen links with college on community food education and local chefs to inspire and educate. Procurement policies are very important. Bruce spoke about current good practice by NAC in procuring locally, and that they are looking into how to link allotments in and how Excel procurement framework may weight supporting weekend food provision. Pete Seaman will contact Bruce about a food coordinator appointed in Glasgow. Fraser Paterson highlighted the potential for using Young Scot s online presence to support this work. The Chair thanked Bruce for providing this overview. 5. DEMONSTRATION OF POVERTY ALLEVIATING GRANTS TOOL Damien Griffith provided the Panel with an overview and demonstration of the new Poverty Alleviating Grants Tool. The tool is a map that looks at where the Council distributes funds. It was developed as a way for us to be smarter with the data we already have and helps make the best use of ACORN, SIMD and local data to help tell the story about our localities. It includes 23 datasets across Council services. Further development around adding in partner datasets will be possible. Elaine Young highlighted that there was enthusiasm at the recent Policy Network meeting for the tool and that it would be useful to use it alongside other local information, for example Peoples Panel data. Some questions were asked around how GDPR regulation fits in with use of data in the tool. Damien highlighted that any data that would allow you to recognise a household or person is suppressed or aggregated over a number of years. The Panel commended the mapping tool and agreed to receive future updates on its development and use. SMT - 22

WELCOME AND APOLOGIES FOR ABSENCE The Chair welcomed everyone to the meeting and apologies for absence were recorded. Lynn Hammell advised the Group that this would be her last Fair For All Steering Group as she is moving to a new post with the Scottish Government. Lynn will advise the Community Planning Team of her replacement before moving on. Elma Murray advised that Lauren Cameron was progressing work on the child poverty action plan and research in relation to children and young people. She will become a member of the group and will give updates on progress. 2. MINUTE/ACTION NOTE FROM PREVIOUS MEETING The Minute of the Meeting of the Fair for All Steering Group held on 14 August was confirmed. 3. COST OF THE SCHOOL DAY Joanne Inglis, Early Years Manager, HSCP and Steven Scholes, Depute Head Teacher, Auchenharvie Academy presented research which had been conducted in Auchenharvie Academy and Garnock Community Campus (whole school) on the Cost of the School Day. Both schools were identified based on SMT - 24 Page 1 of 4

12 deprivation profiles, existing school systems to engage with parents and interest from the respective Head Teachers. Engagement with pupils, parents/carers and staff of both schools was carried out during May and June 2018 to identify the main school costs for families and potential solutions to reducing/removing these costs. All those who participated, identified key points throughout the school day where costs placed pressure on family budgets and how insufficient income can lead to unequal access to opportunities or poverty related stigma and difference. Some of the main cost pressures highlighted by both schools were: Uniform due to the quantity of uniform needed to be purchased throughout the year as well as an element of peer pressure to wear designer brands. During the research it was highlighted that there was mixed awareness amongst parents/carers around the eligibility for school clothing grant. Transport significant cost for some families, particularly those who reside in certain areas of the Garnock Valley. Eating at School - break and lunch time costs, value for money, peer pressure to eat out with school. Challenges with Free School Meals were also highlighted with pupil not being able to purchase a snack at break when they have not used their Free School Meal to purchase a breakfast. Learning in School and Home - The affordability of core school materials and also the costs associated with learning materials for subjects such as Home Economics and Technological Studies were highlighted as well as challenges for families who did not have access to online technology at home. The Chair thanked Joanne and Stephen for their presentation and asked the Community Planning Team Leader to circulate the report to our partners for feedback. Discussion on feedback from the partners should be brought to a meeting early COST OF SCHOOL HOLIDAYS Professor Nick Watson of Glasgow University delivered a presentation on the Cost of School Holidays. The Presentation detailed the impact of the school holidays have on children s educational development and wellbeing. The findings of Professor Watson s presentation are a result of a study carried out with Glasgow Life looking at tackling child poverty and closing the attainment gap. The main issues Professor Watson highlighted were: Summer Learning Loss this is the academic decline experience by children as a result of a prolonged summer break. The affects all children, however there is more significant loss in children from low-income families, children with learning disabilities and children who speak English as a second language. Childcare costs of childcare are now 77% more expensive than in % of parents/carers who participated in the study reported that childcare too expensive. Parents/carers also highlighted that provision for older children (11 14 year olds) is very poor. Holiday Hunger this is the term used for children who experience food insecurity during school holiday periods, during term time they are in receipt of free school meal break. Professor Watson also reported that there is an increase of Glasgow foodbank usage during the summer break. The Chair and Head of Inclusion highlighted that North Ayrshire are already carrying out work to eradicate holiday hunger, assist with summer learning loss and childcare. For example:- A number of schools across North Ayrshire open during school holidays, and children who are in receipt of Free School Meals can have a 2 course lunch and participate in an activity each day (Monday - Friday). 13 This year, a local primary school hosted a Code Camp which challenged children s mathematical and problem solving skills feedback from the sessions were all very positive. Childcare A number of nurseries, particularly those in high SIMD areas are now opened for 52 weeks. This can assist with childcare costs as well as continuing to ensure that children are not experiencing holiday hunger. Professor Watson also highlighted a project he is currently working on called Child Neighbourhood Scotland. The aim of the project is to make sense of the range of different services, projects and interventions in the area, including how these do and don t work together. This work is currently being carried out in Dalmarnock and Bridgeton, historically these areas have one of the highest levels of socioeconomic disadvantage in Glasgow and in Scotland. The Head of Connected Communities asked Professor Watson to keep North Ayrshire in mind should the project expand to look at other areas. Noted. 5. BASIC INCOME Julie McLaughlin, Policy Manager provided the Steering Group with an update on Basic Income. Firstly Julie introduced Mhari Paterson who has recently been appointed as the Basic Income Policy Officer. Mhari will be supporting the three local authorities involved in the Basic Income work. Julie reported that 250k funding had been secured by the Scottish Government to support the work of the feasibility study. A Project Manager and Project Officer have also been appointed to assist with getting the project plan in place as well as look at the design of the pilot. The Carnegie Trust funded an international study visit to Finland where officers attended a Basic Income Conference which was excellent. Carnegie will be publishing a learning report in due course. It was agreed that Julie should provide the Steering Group with a further update early Noted. 6. RECENT PUBLICATIONS Two reports were circulated to the Steering Group for interest in advance of the meeting. The Chair also advised that the Joseph Rowntree Foundation recently published an interesting report on Poverty in Scotland. Noted. 7. KINDNESS Zoe Ferguson, Carnegie Trust reported on the Kindness work being carried out in North Ayrshire. She gave background on the approach and an update on work to date. During the summer Zoe worked with some peer researchers in each of the localities to ask members of communities to fill in diaries for a week ahead of taking part in a community conversation. High Teas were also arranged as a way to engage in community conversation. Attendees discussed the local governance review and agreed that we should highlight the importance of kindness in our response. The Head of Connected Communities suggested that it would be good if Zoe could deliver a session on Kindness at a Chief Officer Lunchtime session and thereafter an all Elected Members Seminar. The Head of Connected Communities also suggested that Zoe should attend the next CPP Board to deliver the Kindness message more widely across our partners. Page 3 of 4 SMT - 26

14 8. ANY OTHER BUSINESS The Chair advised the Steering Group that this would her last Fair For All meeting as she was retiring this month. The Chair thanked everyone for attending and for their hard work and commitment in driving this work forward. 9.
