3 Program Functions Training for a nationwide network of Diocesan Disaster Coordinators (appointed by the Bishop) Providing tools to help dioceses coordinate volunteers, map assets and both prepare & respond to disasters Linking disaster responders to share knowledge and experience Delivering needed resources, providing grants for emergency response and often for long-term recovery
4 What is a Disaster? Anything that overwhelms local capacity to respond. Here in Louisiana in the past five years: 1. Hurricane Isaac 2. BP Oil Spill 3. Immigration of unaccompanied minors

6 The National Process Disaster Strikes ERD Call to the Bishop s Office Call to designee (DDC) Possible connection to Partner Begin needs assessment Guide asset assessment Provide resources as appropriate
7 Post-Disaster Support Two types of programs emergency relief and recovery Emergency relief programs are short-term (90 days or so) Recovery programs are longterm (1-5 years) ERD can provide funds, technical support and linkages to experienced responders in all phases
8 Emergency Relief Begin to target assistance to specific groups of vulnerable people the church responding to the larger community Such assistance might take the form of: Gasoline cards Grocery cards Temp housing Clothing Storage solutions
9 Partners in Response Help parishes/dioceses identify assets and vulnerable affected populations Help diocese plan programs to respond (long term recovery) Ideally, deployed at the transition from relief to recovery Build relationships and provide self-care tips and advice Often maintain relationship throughout the life of the program
10 Long Term Recovery Working to create a new normal for the most vulnerable disaster survivors. Common activities include: Rebuilding Case management Care for the caregivers Volunteer management
