6 2015 Annual Report Over the past 12 months NADA has focused its advocacy, representation and sector development activity on preparing the NGO drug and alcohol sector for a major change in funding and contracting arrangements under the Partnerships for Health grant reform process at the State and Commonwealth levels. We have been working towards an overall outcome that secures longer term, sustainable, funding arrangements from both levels of government to better position our sector into the future. Contributing to sector reform NADA has been responding to the ongoing, but still too slow, pace of the Partnerships for Health grant reform process. We are comprehensively involved in the NGO grant reform planning process with the NSW Department of Health s Mental Health and Drug and Alcohol Office (MHDAO). Following NADA s ongoing advocacy, the MHDAO has agreed to an expanded planning structure and is currently in the process of establishing an enhanced planning group. They have also agreed to a more comprehensive communications strategy for our sector to inform us about the detail of the work this planning group will undertake over the 2015/16 year. We welcome these developments and will be communicating with you directly on the key steps to be undertaken, and advocating on your behalf for greater certainty in relation to the reform process. Additionally, we have provided input into the Government s methamphetamine election commitment. Over the next 12 months, NADA will continue to work closely with the MHDAO on the NGO drug and alcohol reform process which will involve a number of review and evaluation processes in the 2015/16 year covering residential rehabilitation services, outpatient services and the peak organisations. As part of this process, NADA will also be leading the development of a project to clearly identify the service specifications for specialist NGO drug and alcohol services. These specifications will inform the development of the Government s purchasing plan and future NGO service contracts. This is a very important part of the overall planning process and we believe that it is an opportunity to help shape the contract environment of our sector into the future. We will also be continuing to advocate for the range of recommendations made in our position paper Healthy Partners: Implementing a connected and sustainable system to reduce drug and alcohol related harms in NSW. This was our major advocacy submission to the NSW Ministry of Health in 2014/15. We are determined to work with the Government on the range of services that the NGO sector can provide as a central part of the NGO grants reform process. Improving our organisation This last year, NADA has been working towards accreditation under the Australian Service Excellence Standards. Just recently, we have scored 100 percent to reach the certificate level of accreditation. We are proud of this achievement as it demonstrates that we not only talk the talk, but we walk the walk! 4 NADA Annual Report 2015

7 In order to be better able to respond to our members needs, NADA has undergone a new strategic planning process and developed a new Strategic Plan and Business Plan. We have also conducted a revised organisational restructure to reflect this. Network engagement NADA has also continued to work closely with the national state and territory AOD peaks network to progress the key issues for our sector nationally. We have a close cooperative relationship with this network and form a unified voice to the Australian Government Department of Health and to relevant federal Ministers offices. The independent National AOD Peaks Capacity Building Evaluation Report found the peaks capacity building role has been significant and demonstrates the important part we can play in assisting our memberships to meet the challenges of providing quality professional and effective services to the growing complexity of our client populations. sector. We hope this group compliments our involvement with the NSW Agency for Clinical Innovation s Drug and Alcohol Network and the MHDAO Drug and Alcohol Program Council. The NPLG will also be critical for our input to the redevelopment of the NSW Ministry of Health s formal drug and alcohol treatment guidelines and service planning processes. Finally we would like to thank the staff at NADA for their hard work and dedication to the NADA mission with their commitment to our membership. NADA has been able to provide a range of quality programs and services in 2014/15 that are highlighted through this report. We thank the NADA board of directors for their continued service to the governance of the organisation and the considerable support and guidance they offer NADA. And of course, we thank you, our members, for your continued involvement in this network. In the past year, we have also worked with the Alcohol and other Drugs Council of Australia board of directors on a national consultation to engage the sector in a proposal to establish a new national drug and alcohol peak body. Further work on this will continue over the next year and our aim is to have established a new national peak within the next three years. 9 Treasurer s Report I am pleased to present the financial report for the year ended During the 2014/15 financial year, NADA received overall grant funding of $1,805,949. The NSW Ministry of Health contributed $1,558,790 towards this total, with the Australian Government Department of Health contributing $247,159. The total interest earned of $17,371 was distributed across our entire program. Income through membership fees was $42,687. NADA expenditure for the year was $1,879,156, supported by new grant funding, grant funds held from prior years, interest income and membership fees. We have grown our member s equity from $359,772 to $373,757 at the end of June 2015 and we have holdings of $8,524 of grant funds (rollovers) to be expended in future years. Grants to other organisations A number of NADA s programs included distributing grants to members for workforce development, quality improvement and service development. In 2014/15 grants provided to members and other service providers came to a total of $296,420. I commend the 2014/15 accounts to the membership. Garth Popple NADA Treasurer 7

The continued commitment shown across our NGO AOD treatment sector, in spite of an uncertain funding climate, is testament to the fortitude and passion demonstrated throughout 2014/15 and beyond. 14 Advocating for a Strong and Sustainable Sector NADA continued to advocate for and represent its members at both the state and federal levels. In 2014/15 NADA represented the sector on 27 formal committees and meetings, and provided 18 formal submissions and policy responses. Much of NADA s advocacy and representation has focused on NGO funding reform at the state and federal levels, particularly providing sector leadership under the Partnerships for Health initiative. Major achievements Responding to alcohol and drug related harms in NSW: Mapping the NSW non government alcohol and other drugs sector NADA s report provided a comprehensive sector mapping and taxonomy of the NSW specialist non government alcohol and other drugs sector. It included an overview of our sector, showcased our achievements and existing capacity, identified areas for development, and provided a series of recommendations. Methamphetamine responses NADA has worked with the NSW Ministry of Health to inform the enhancing of the NGO response to methamphetamine in NSW communities, particularly in relation to the state election commitment. Additionally, NADA has participated in consultations with the National Ice Taskforce and provided a formal submission. Healthy partners: Implementing a connected and sustainable system to reduce alcohol and drug related harms in NSW NADA s position paper was a key document in the lead up to the NSW state election in 2015; it provided a range of recommendations to Government in response to its current reform processes. Whilst some of the report s content challenged some of the traditional structures and roles of key players in the sector, it ultimately sought to secure and expand the role of the non government sector in alcohol and other drug service delivery. A key activity in 2015/16 will be working with the NSW Ministry of Health and Local Health Districts to clearly define roles, and service system deliverables. 15 16 NADA members worked with an independent consultant to strengthen their organisations capacity to respond to the changing funding environment. Service Planning and Development Initiative Donna is a very knowledgeable and experienced consultant... The board reported that she was able to... help us understand what we needed to do, how we could get there and who we could access to get some of the information... We are very grateful to NADA for this opportunity and to Donna for her support. The Service Planning and Development Initiative was designed for organisations seeking assistance to strengthen their ability to respond to the changing funding environment. The program targeted organisations with limited capacity to undertake service planning and development activities within their own available resources. NADA engaged an independent consultant to work with organisations on a range of activities that varied depending on the needs of each organisation. Activities included organisational planning and development activities (including strategic and business planning) engagement and consultation strategies management coaching and support for boards and/or senior staff facilitation of partnership arrangements, and information sessions. 13

17 93% of members reported NADA hosted events were useful and valuable NADA Member Feedback Survey Workforce Development and Capacity Building Events NADA members frequently identify training events and forums as one of the key benefits of their membership. NADA events provide an opportunity for members not only to learn about new innovations and trends in substance use issues and treatment, but also offer a chance to network with each other and share experiences. In 2014/15 NADA hosted 14 events, including nine through the Sector Capacity Building Program. Psychopharmacology and Young People Workshop participant Youth Network The Youth AOD Services Network comprises 15 specialist youth services providing AOD services to young people across regional and metropolitan NSW. They work together to improve outcomes for young people seeking and accessing drug and alcohol services, support and treatment in NSW. The Network is supported by NADA s Sector Capacity Building Program and has been running for over two years now, meeting four times annually for information sharing, training and networking. Major achievements Events, including Resilience Building in Young People (July 2014) and Psychopharmacology and Young People (February 2015). Launch of Supporting Young People with AOD Issues: A Profile of NGO AOD Services for Young People in NSW (June 2015). 17

20 Women s AOD Services Development Program 171 staff trained 100% indicated training was worthwhile. Women s AOD Services Professional Development Grants Recipient Survey 16 training topics It was amazing to see what could be achieved in just one year. It [the grant] has had such a major impact on our service There is no turning back now. Service Enhancement Grant recipient The NADA Women s AOD Services Development Program (SDP) aims to build the capacity of the NSW non government AOD sector to meet the needs of substance using women and their children. The Program has seen the ongoing support and growth of the Women s AOD Services Network including providing opportunities for training and organisational support to the group. Highlights for 2014/15 include finalisation of the NADA Practice Resource: Working with Women Engaged in Alcohol and Other Drug Treatment, and completion of the Women s AOD Services Enhancement Grants program. Outcomes have shown improved capacity to work with substance using clients access to and retention of clients internal systems to support substance using women, and linkages and partnerships with other services. 18 NADA Annual Report 2015

21 Women s AOD Services Network Going to Network meetings is a fast track way of gathering the latest information and keeping up to date. In small organisations like ours we are very time poor and it s hard to keep abreast of stuff The Network is fantastic for this. The Network comprises 12 specialist non government organisations that provide specialist services to substance using women, including those providing services to pregnant women and women with children. The Network have had a very busy year; they have become a key source of knowledge, expertise and support for members and for NADA when considering issues relating to substance using women and their children. Network highlights and achievements Six meetings were hosted this year. A wide range of topics were discussed such as working with Family and Community Services, governance and partnerships, and funding changes. Advocacy on state and national issues including the Going Home Staying Home reforms and contributing to the NADA policy submission to the National Ice Taskforce. Initiating the development of a profile of the Network to be released next year. Having representation on the NADA Women s AOD Services Development Program Expert Advisory Group and being invited to have an identified spot on the newly formed NADA NGO Practice Leadership Group. A successful expression of interest for NADA s Service Planning and Development Project as a consortia. An invitation was accepted by the Hon. Pru Goward NSW Minister to attend a Network meeting in October

22 Building Capacity Through Information Sharing Over the 2014/15 period editions of the Member Update were published, and editions of the Advocate were distributed to members and stakeholders. Thank you for your support and high[ly] professional advocacy, and sharing information to the sector. 100% of members reported NADA s communications are useful and valuable NADA Member Feedback Survey 2015 NADA Member Feedback Survey NADA increases knowledge of the sector by sourcing and disseminating information about current issues surrounding AOD, new research, and by facilitating training and other events. NADA distributes information through various platforms: webinars, forums, free resources, the Member Update, the Advocate, NADA s website and the Complex Needs Capable Website. 20 NADA Annual Report 2015

23 SUPPORTING YOUNG PEOPLE WITH ALCOHOL AND OTHER DRUG ISSUES A PROFILE OF NON GOVERNMENT ALCOHOL AND OTHER DRUG SERVICES FOR YOUNG PEOPLE IN NSW NADA Practice Resource WORKING WITH WOMEN ENGAGED IN ALCOHOL AND OTHER DRUG TREATMENT A resource developed by Network of Alcohol and other Drugs Agencies which aims to support the provision of best practice interventions for women accessing Women s Alcohol and Other Drug treatment Resources 94% of members reported NADA resources are useful and valuable NADA Member Feedback Survey NADA have had a busy year working on eight new resources through the Sector Capacity Building Program, and more generally, as a part of NADA s role to support our members. The resources provide information on a range of areas including organisational management, quality improvement and frontline service delivery. Resources released include Benchmarking: A Guide for the NSW Non Government Drug and Alcohol Sector (2014) Working with Diversity in Alcohol and Other Drug Settings (2014) FundAssist (2014) in partnership with NCETA and Australian state and territory AOD peaks NADA Policy Toolkit 2nd Edition (2015) Supporting Young People with Alcohol and Other Drug Issues: A Profile of Non Government Alcohol and Other Drug Services for Young People in NSW (2015) NADA Practice Resource: Working with Women Engaged in Alcohol and Other Drug Treatment (2015) Responding to Alcohol and Drug Related Harms in NSW: Mapping the NSW Non Government Alcohol and Other Drugs Sector (2014), and Enhanced Performance Management Guide (2015). 21

24 NADAbase NADAbase moved into a new phase in 2014/15, cementing our place as the State custodian of non government AOD client treatment data management, on behalf of our membership. NADA s role in relation to data submission is now documented in the new Data Dictionary and Collection Requirements for NSW Minimum Data Set for Drug and Alcohol Treatment Services 2015 as a policy directive. NADA continues to demonstrate the important role NGO AOD treatment services play in the sector as a whole, and our significant investment in describing not only descriptive treatment data, but more importantly, reporting accurate client outcome data. In 2014 the inaugural NADAbase Feedback Survey was launched in order to gather feedback from respondents about their application of NADAbase, its effectiveness, usability and areas identified for improvement. With the results of the 2014 Feedback Survey and a good working partnership with Government, NADA will continue to enhance the performance reporting capabilities of NADAbase to assist evaluation and benchmarking processes. Major achievements NADA cemented its role as the NGO AOD sector data custodians by having it published in a NSW Health Policy Directive. The inaugural NADAbase Feedback Survey was launched to assist improvements to the data management infrastructure and to gauge members engagement with the database. NADAbase COMS data and reporting functions were utilised as part of the Evaluation and Benchmarking workshops. 25 Community Mental Health Drug and Alcohol Research Network (CMHDARN) Throughout 2014/15, CMHDARN has continued to build the research capacity of the AOD and mental health community sectors, and has developed more strategic and long-term relationships with researchers and specialist research centres. Highlights CMHDARN won the inaugural Tom Trauer Gold Award for Research and Evaluation at the MHS (the Mental Health Services Conference) convened a rural research forum: Strategies for Building Research Capacity in Your Organisation, July 3 in Ballina held its first targeted research forum focusing on working with Aboriginal communities: Understanding Best Practice Research When Working with Aboriginal and Torres Strait Islander Organisations and People, August 7, in Sydney, and developed new relationships with the Lowitja Institute (Melbourne) and the Healing Foundation (Canberra) released a reflective practice webinar: Improving Organisational Capacity and Demonstrating Efficacy, August 12 presented a paper titled Research into Practice Lessons from a Network Approach to the Challenge of Implementation, at the Second Australasian National Implementation Conference, Sydney, in September released a reflective practice webinar: Integrated Psychological Treatment Addressing Co-Existing Alcohol Misuse and Depression, on November 25 convened a forum: Navigating Research Ethics, December 2, in Sydney developed a mentoring scheme in partnership with NHMRC Centre for Research Excellence in Mental Health and Substance Use (CREMS) and together convened a Partnerships in Mentoring Roundtable Forum, in February 2015; and released its first independent Evaluation Report, February 12, in Sydney. CMHDARN is a partnership project between NADA, Mental Health Coordinating Council and the Mental Health Commission of NSW. 23
