2 SSAB CONFERENCE SEXUAL ABUSE A Hidden Crime Our exciting conference will be held on 20 th March 2017 with some excellent speakers and workshops. It is open to all providers in Solihull, free of charge. Refreshments and a light lunch will be provided. Our speakers are: Gary Fitzgerald CEO Action on Elder Abuse will be speaking on the prevalence of sexual abuse on older people David Mellor was the Author of a Gloucestershire Safeguarding Adults Review involving the abuse of adults with a learning disability. Chief Inspector Thomas Chisholm will be sharing with us - police interventions following sexual crimes and supporting victims and Leyla Hussein CEO of Hawa s Haven and Founder of the Dahila Project which supports victims of FGM. There will be a range of workshops in the afternoon to choose from: (Child) Sexual Exploitation Mental Capacity and Consent Coercive and Controlling behaviours To book your place, please ssab@solihull.gov.uk SAFEGUARDING ADULT REVIEWS (SAR s) In April 2015 Dudley Safeguarding Adults Board (SAB) commissioned two Safeguarding Adults Reviews in respect of 2 people who had died as a result of choking. Although neither person had any contact with each other, and received services from different agencies and specialist services, they both had identified difficulties with swallowing, known as dysphagia. To read these interesting Reviews click here In 2014 Gloucestershire Safeguarding Adults Board commissioned a Serious Case Review (now known as Safeguarding Adult Review) following the imprisonment of a married couple. The man was convicted of for the rapes of women with a learning disability who were residents at Supported Living Home where he was employed as a care assistant and the woman of fraud by abuse of position of trust against women with a learning disability who were residents at Supported Living Home where she was the manager. To read this review click here REGIONAL NEWS Two Leicestershire men have been jailed for 21 years and 20 years for the brutal killing of a man with learning difficulties. Brendan Mason, 23, died in hospital after suffering 99 injuries. The two men lured Brendan into a local park, where they beat him, stripped him naked in an attempt to destroy the evidence and left him for dead. The two had used their mobile phones to film the attack and were friends of Mr Mason and had planned to assault him. One of the two men had originally denied the charge of murder, but changed his plea to guilty once the footage emerged. Judge Michael Chambers QC said the attack was an intention to cause extremely severe violence and injury and described the filmed footage as chilling and deeply disturbing. 2

3 NEW ADULT SOCIAL CARE STRUCTURE Adult Care and Support in Solihull is responding to the future challenges of increasing need for care, changes in the law and increasing expectations from residents by providing sustainable services at a time when there is less money available. They are committed to delivering the best quality services to residents in the Borough at the most affordable prices. They will strive to work with all partners to develop an integrated approach involving the health, voluntary and community sectors; putting people s health and wellbeing needs at the centre of our plans. Whilst working with healthcare experts to develop person-focused care and support plans, the person will always be at the centre of decision-making. To meet these challenges we know that Adult Care and Support in Solihull needs to change. A new high-level operating model will come into force from 10 th April 2017, which will shape the way we do things. We need to make sure our services support people to achieve their outcomes given the resources we have available. Adult Care and Support in Solihull will need to work closely with providers, partners and voluntary groups to ensure good quality, affordable care services are provided to everyone. SMBC Adult Care and Support operating model will come into force from 10th April The new structure will also lead to a new reporting process for safeguarding concerns please see item on page 4. 3

4 SSAB TRAINING NEW BOOKING INFORMATION You may already be aware that SSAB have recently gone live with a new website. As part of the new website, there will be a new training portal which will enable you to book directly on to courses that you would like to attend. It is hoped the portal will be available for the new financial year. Once live, there will be an interim period whilst the portal is fully completed, and until that time, if you are unable to access the on-line form, you will still be able to book onto SSAB courses, by ing ssab@solihull.gov.uk. SSAB may also run a trial period with willing agencies, to test the system out. Further information will follow. You will be able to access the Training Portal from either of these buttons Other training news New Charging Policy The Safeguarding Adults Board have approved a charging policy to be established from April Charges will only apply for those who book training places but fail to attend or do not cancel the place within two working days. If a colleague attends in their place, no charges will apply. The charges for have been agreed at for a half day and for a full days training. This is to ensure limited resources are well used. IMPORTANT - Provider Briefings New Safeguarding Reporting Process From April 2017 there will be important changes to the way adult care teams are organised in the new SMBC model and providers will only be able to raise a safeguarding concern with SMBC, by completing a form. It is important that your team/agency attend a briefing session to update you on the changes that provider services will need to be aware of. These will be held at the Civic suite on 23 rd March The following 1.5 hour slots are available: 09:30 11:00 or 11:30 13:00 or 13:30 15:00 or 15:00 16:30 Please ssab@solihull.gov.uk to book places on these briefings. Safeguarding Adults Training for 2017/18 The following courses are planned for the new financial year: Keeping safe workshops for adults who have care and support needs Dealing with concerns about abuse and neglect Section 42 enquiries Mental Capacity and Best Interest Decision making Level two refreshers Financial Abuse Domestic Abuse including coercion and control Deprivation of liberty safeguards for providers Promoting best practice working with providers Self-Neglect The role of supported living providers in safeguarding Learning from Serious adult reviews/domestic homicide reviews Practitioner s forums to promote multi-agency learning. Leadership and management in safe care services. Joint training with LSCB to promote a think family approach Joint safeguarding (children/adults) train the trainer programme Once finalised, details will be published on the SSAB website and will be uploaded on to the new training portal.. 4

5 WORLD ELDER ABUSE AWARENESS DAY th JUNE 2017 Plans to mark World Elder Abuse Awareness Day (WEAAD) 2017 are already underway. The SSAB Prevention Sub Committee discussed ideas at the last meeting. In addition to wearing something purple and raising money for Age UK Solihull, agencies are once again encouraged to mark the day with raffles, parties, quizzes and themed events. There has been huge support for this over the last few years and it would be great to see that enthusiasm again. Please do let us know if you are planning an event SSAB may be able to arrange for the Mayor to visit you on the day. There are also plans for partner agencies to make a Pledge for WEAAD to raise awareness that adult abuse is not acceptable and will not be tolerated in Solihull. We intend to give out Certificates to those that take part. As usual, we would like photographs of events taking place over the borough for us to use in our campaign. Further information and details will follow in the next Newsletter and SSAB will be writing to agencies asking them to take part. FRIENDS AGAINST SCAMS CAMPAIGN Solihull MBC s Trading Standards Team are supporting and delivering a National initiative, which aims to protect and prevent people from becoming victims of scams by empowering communities to "Take a Stand Against Scams. Friends Against Scams has been created to tackle the lack of scams awareness by providing information about scams and those who fall victim to them. This information enables communities and organisations to understand scams, talk about scams and cascade messages throughout communities about scams prevention and protection. Solihull Trading Standards would like to encourage all people who may have contact with vulnerable people to become a Friend Against Scams. You can do this online by attending one of the following short awareness sessions held in Committee Room 1, Civic Suite: 10am Friday 3rd March am Tuesday 14th March 2017 You can book on to a session by ing tradingstandards@solihull.gov.uk or SMBC employees can book through the Safeguarding training folder on Oracle. 5

6 SAFE PLACES SCHEME in SOLIHULL Safe Places scheme is a national initiative where local Shops, Pubs, Libraries etc., sign up as a safe place, where someone can go if they feel unsafe or worried, aimed at people with learning disabilities. Each establishment taking part will display a sticker a their window which will identify they are part of the scheme. The vulnerable person will carry a contact card which will give information on who to ring to support them. Solihull Action Through Advocacy (SATA) is overseeing the implementation of this initiative Solihull. Two Champions with learning difficulties have been recruited along with 12 volunteer peers, 3 other volunteers and two police staff. They have received their first session of training and are due to have another session next week. The scheme will start in Central Solihull, which will be split into three areas. Each area will have 1 Champion, 1 volunteer and peers. They will visit shops and establishments in the area and encourage them to sign up to the scheme. It is hoped to launch the scheme shortly. Once up and running the task will be spread the word. MAKING SAFEGUARDING PERSONAL (MSP) What GOOD looks like To make safeguarding personal, as a practitioner you will be able to say: IF I AM CONCERNED ABOUT SOMETHING, I TALK TO THE PERSON I AM WORRIED ABOUT FIRST I SUPPORT THE PERSON TO SET OUTCOMES THEY WANT IT IS THEIR LIFE I TALK TO THE PERSON IN WAYS THEY UNDERSTAND AND I AVOID JARGON I KEEP PEOPLE UP TO DATE WITH WHAT IS HAPPENING I KNOW HOW TO ASSESS SOMEONE S DECISION MAKING CAPACITY I KEEP CHECKING THAT THE PERSON IS HAPPY WITH THE WAY THINGS ARE GOING MY ACTIONS ARE PROPORTIONATE I DON T USE A SLEDGEHAMMER TO CRACK A NUT I ALWAYS ACT IN THE PERSONS BEST INTERETS IF THEY LACK CAPACITY 6

7 BOARD AND SUB COMMITTEE NEWS Solihull Safeguarding Adults Board At the December 2016 meeting, the Board received updates on the Transforming Care Programme and the re-commissioning of Healthwatch Solihull, which is due to be officially launched in the Spring. The January Development Day saw the Board review its priorities for this financial year, hear a Citizens Journey and set the priorities for 2017/18. The main priority has been agreed as Making Safeguarding Personal (MSP). The Board also signed off the West Midlands Regional Person in a Position of Trust framework. Operational Sub Committee The MSP Risk Assessment for Safeguarding is at final sign off stage, although it has been agreed that agencies can use the Harm Descriptors immediately. A small task and finish group is also looking at whether the Voice of the Child police initiative can be adopted for adults. Priorities for 2017/18 have also been agreed. The group received a report on taking forward improved arrangements for the monitoring of the quality of Providers outside of the safeguarding adult procedures. Quality & Audit Sub Committee The group have asked partner agencies to complete an SPSSAT Solihull Partnership Strategic Self-Assessment Tool. This will be returned to SSAB by the end of February, collated by SSAB in March and brought back to the Q&A in May. The group will then look at key themes and areas of improvement. A proposal will then be put together and taken to the Board in June for approval. Priorities for 2017/18 have been agreed. Prevention Sub Committee The group received an update on the Hate Crime Campaign and the Safe Places Scheme in Solihull (see article on page 6). World Elder Abuse Awareness Day 2017 (15 th June 2017) was also discussed and initial plans are underway (see item on page 5). Following the success of the Scams campaign in the Autumn of last year, it has been agreed to run the campaign again in the Spring, in the north of the Borough. Priorities for 2017/18 have been agreed. Safeguarding Adults Learning & Development Steering Group An Adult Safeguarding Learning & Development Steering Group was established in November 2016 and its second meeting took place on 8 th February. The aim of this group is to lead the vision and strategic direction of safeguarding adults training across Board membership. At the second meeting safeguarding leads discussed progress on training plans and identified any gaps in training provision. Discussion also took place regarding providing reciprocal training events across agencies. The next steering group will take place on 13 th July. SSAB Focus Group The SSAB Focus Group meet quarterly and the group is open to anyone who has been through the safeguarding adults process, or has supported someone who has been through the process. The group s aim is to inform, support and challenge the work of Solihull Safeguarding Adults Board. The group have asked for some Keeping Safe Workshops, which are currently being arranged.
