8 HEALTH DEPARTMENT SERVICES Department of Health and Environmental Control Selected Services Services vary in degree from county to county. Services may also be received from satellite offi ces. Most baby services are found in all locations. For specifi c information about the services offered in your area, check under the listing of services for your county of residence. A variety of services are offered in the treatment program. Day treatment Detoxification services Drug courts Gambling addiction services Halfway houses Intensive outpatient treatment Inpatient treatment Residential treatment Specialized services for women and children DAODAS also distributes information. Assistance is available through the Drug Information Access Line at DIAL (3425) DEPARTMENT OF MENTAL HEALTH (DMH) Selected Services Local centers provide Emergency and screening services for mental illness Day treatment Consultation, education, and prevention Outpatient services Alcohol and drug abuse services Community support programs Intensive case management Living skills programs Several state hospitals provide inpatient facilities and treatment for those with psychiatric illnesses or disorders related to drug and alcohol abuse.

9 DEPARTMENT OF SOCIAL SECURITY Selected Services This department helps people access their social security and Medicare benefi ts. The department also issues important documents connected to these benefi ts. Some of the services offered are: Social Security Disability Benefits Apply for a new or replacement Social Security Card Correct or change a name on the Social Security Card Have federal taxes withheld from the Social Security benefit Get a replacement Medicare Card Apply for Social Security retirement and/or a spouse s benefits EMPLOYMENT SECURITY COMMISSION This agency helps fi nd jobs for people and provides unemployment benefi ts to those people who have lost their jobs. They also offer job training programs. HOUSING AUTHORITY The Housing Authority s conventional site-based waiting list allows applicants to apply for specifi c housing in fi ve categories of public housing. Eligibility for each is determined by whether or not the applicant has met predetermined qualifi cations in a particular category. Section 8 Rental Assistance Programs offer rental assistance to persons with low-income who wish to live in homes in the private rental market, but cannot afford market rental rates. Section 8 participants pay 30 percent of their adjusted gross income for rent and utilities. The Housing Authority Assistance Payments Program subsidizes the balance of rent for the property owner. DEPARTMENT OF DISABILITIES AND SPECIAL NEEDS The SC Department of Disabilities and Special Needs, as defi ned in the South Carolina Code of Law, serves persons with mental retardation, autism, head and spinal cord injury and conditions related to each of these four disabilities. The agency s mission is to assist people with disabilities in meeting their needs, pursuing their individual possibilities and achieving their goals, and to minimize the occurrence and reduce the severity of disabilities through prevention DSN-INFO ( ) SC VOCATIONAL REHABILITATION DEPARTMENT South Carolinians who have a physical or mental impairment that interferes with their ability to work may be eligible for vocational rehabilitation services. Applicants must be able to benefi t from Vocational Rehabilitation services that would lead to permanent employment. Job training and support programs are offered If they cannot help you with what you need, ask them who you should call. 5

10 MEDICAID - OCWI (Optional Coverage for Women and Infants) This is a program to help pay the medical bills for pregnant women and babies with low family income. The types of medical services that will be covered are: Doctor visits Hospital Care Medical transportation Prescription Drugs Family Planning Services Emergency Room Services All medical services must be necessary and some services are limited. When should you apply? If you are pregnant, you should apply as soon as you learn that you are pregnant. If you are applying for children s services, you should apply as soon as possible after the child s birth Where should you apply? You may apply for Medicaid at your county Department of Social Services (DSS). Some county health departments and hospitals have Medicaid workers to take your application. Check the services listed under your county of residence in this directory for more information. ADOPTION One of the options or choices that is available to you and the baby s father is to place your child up for adoption. Adoption is the legal process by which permanent custody of a child is transferred from birth parents to adoptive parents. The Division of Adoption Services at DSS or other licensed adoption agencies can help you. For more information, call the DSS state offi ce at or or check the services listed for your county of residence in this directory. At licensed adoption agencies, you will receive helpful, supportive services. You will be counseled about what is best for you, your baby and your family. You may have a part in the adoptive parent/family selection process. The fi nal decision about adoption is yours to make, and the information you share with an agency is confi dential. At the DSS Division of Adoption Services, counseling services are free and may include the baby s father. You may receive help with hospital expenses and maternity home fees. Your questions will be answered. What information should you bring to apply? When you apply for Medicaid, you will be asked to provide the following information: Proof of your income Your Social Security Card A pregnancy statement from your doctor Proof of child support/alimony payments Health insurance policy or ID card If you cannot get this information, the Department of Social Services or the person who takes your application, is required to assist you. Even if you have private insurance, Medicaid may pay for services that your insurance does not cover. 11 CHILD SUPPORT IN SOUTH CAROLINA The South Carolina Department of Social Services (DSS) Child Support Enforcement Division (CSED) provides services to obtain child support money. These services include fi nding the parent who is not supporting the child, establishing and enforcing child support orders and establishing the identity of the father. Problems about property, custody and visitation cannot be handled by the CSED. Who Can Get Help? Anyone who has custody of a child and who needs help in getting support payments may apply for services. Non-custodial parents may apply to have paternity established or to have their support order reviewed. What is the Application Process? Persons applying for or receiving help under the Temporary Aid for Needy Families (TANF) program automatically receive child support enforcement services. Those not receiving TANF must complete an application form (there is a $1.00 fee). Applications are available at county DSS offi ces, and the county clerk court offi ces. CARING FOR TOMORROW S CHILDREN The Caring for Tomorrow s Children program provides a book with guidance and information to create awareness and promote early and continuous prenatal care, well-child care, and immunizations. The book emphasizes the importance of prenatal care that will assist in reducing infant mortality and birth defects. The book also focuses on immunizations and other preventive measures to assist parents with keeping their baby healthy. Any woman in South Carolina, regardless of location or income, who is pregnant or who has a child under the age of one, can get a Caring for Tomorrow s Children book. The book is free and can be obtained by visiting a doctor s or health care provider s offi ce, going to the health departments or by calling the Care Line ( ). The Caring for Tomorrow s Children program is a public/private partnership with the South Carolina Department of Health and Environmental Control, the Governor s Offi ce, First Steps/State Department of Education, the March of Dimes, and the South Carolina Department of Health and Human Services. CARE LINE The CARE LINE is a toll-free statewide helpline. The CARE LINE provides information about health care for pregnant women, infants, and children. The CARE LINE also links callers to resources that are available in the community. If you or someone you know needs help fi nding a doctor, getting transportation to a doctor or health department, or fi nding services for children, the CARE LINE is here to help. We also have resources for families with children with special health care needs. Our friendly staff is ready for your call! 7

Fee: None to birth mother. $12,500 for adoptive couple. Free pregnancy test and confi dential pregnancy counseling. Help with medical, housing and legal matters concerning adoption. Provides parenting education for clients. Does not promote abortion, but does offer post-abortion counseling. Provides clothing and some formula for babies. Birth mothers support group, open and confi dential adoption. Collect calls from pregnant girls only. Service available in Spanish with notice. Children Unlimited, Inc Gadsden St. Columbia, SC Fax: (803) ELG: Person adopting must be over 21 Adoption of school age and handicapped children. Referring agency pays cost of placing the child. Support services continue throughout lifetime of adopted person and are available to adoptee regardless of placing agency/ intermediator. Support group for adoptive parents and their children. Retreat, respite, therapy. Also, family preservation therapy, mediation, independent living preparation and attachment therapy. Christian Family Services, Inc Fee: None to birth mother; adoption fees range from $13,600 to $23,650. Licensed adoptive agency servicing both the pregnant woman and the adoptive family with a 24 hour information line. Also fi nds children for families wishing to adopt from other countries. Adoptive families must be active Christians. Division of Adoption and Birth Parent Services Fee: Adoption fee based on income. Located in Greenville. Works with pregnant women wishing to give children up for adoption and with families wishing to adopt. PUBLIC CHILD CARE / DAY CARE SERVICES NOTE: For information on child care/day care licensing call the DSS offi ce in the appropriate county. ABC Child Care Voucher System (fi nancial help) P.O. Box Columbia, SC This program helps low income parents who are working or in school with the cost of child care. Child Care Aware Referral to child care services in all states and in Canada (National Referral & Resources Network) Interfaith Community Services (803) (Referrals & Resources Information) Maintain database of all child care resources in the state; know level of child care, cost, have scholarship information; train personnel in child care; private non-profi t. Children and parents may call with any problem or serious concern. The staff includes Spanish-speaking operators. A TDD machine also allows counselors to communicate with the hearing impaired. Physical and Mental Illness, Protection & Advocacy Provides advocacy and support for the disabled who feel that their rights have been violated. National Mental Health Association Information and referrals Parents Anonymous Hotline (in Charleston Tri-County area) Works to strengthen families through support groups, information, children s programs during meetings, and a 24-hour Helpline. All services are free. Referrals should know that a machine may answer with a pager number to call. Medic-Alert Provide personal alert systems due to medical conditions; information and products Missing & Exploited Children (843) 5678 Place to report missing children, report pornography, and to get literature National Youth Crisis Hotline National Runaway Switchboard hour hotline for runaways and parents. Provides message boards for youth and parents, referrals, will facilitate conference calls between youth and parents, and has a home free service for youth to go home by Greyhound bus. Nineline - Covenant House New York City, NY (212) Fax: (212) Hours: 24 hours a day ELG: Anyone National crisis hotline focusing on youth to age 21 in trouble and parents having diffi culty with kids. Also provides Information & Referral service for resources anywhere in the country. Services available in Spanish. Palmetto Poison Center Instructions on treating any kind of poisoning swallowed, inhaled, skin contact etc. Suicide Hotline Provides 24 hour counseling, crisis intervention, and suicide prevention. ELG: Pregnant girls 10 and older and young pregnant women. Non-profi t, non-sectarian organization offering information, support and professional services to young pregnant women wishing to continue their pregnancy. Also assists potential adoptive parents.
