You will be pleased to know that since the official launch of our new Section on Psychiatry in Developing Countries at WPA Cairo Congress in September, 2005, the section has been very active in organizing a number of activities including national, regional and international meetings and seminars. We have also now a membership of more than 400 members from all over the world and the interest to join the Section is increasing day by day. The credit goes to all our active members who are very enthusiastic in getting the professionals on board. Just to update all our new readers and members about the aims & objectives of this Section: This section on Psychiatry in Developing countries has been established to take a step towards providing a forum globally through the WPA to reverse the draining trend in developing countries with the following specific objectives. 1. To Provide a forum for sharing of experiences, problems and solutions in the practices in psychiatry and mental health in developing countries, at WPA sponsored and supported conferences all over the world 2. To encourage research into psychiatry and mental health in developing countries 3. To link psychiatrists in developing countries through a regular electronic and paper newsletter to share experiences 4. To play an active role in voicing the needs of developing cou8ntries in the field of mental health 5. To link its members with other agencies the world over through the WPA to participate in discussions, projects, training and research. 6. To be a spokes body on matters relating to mental health and psychiatry in developing countries and arrange through its network in providing voluntary help in developing countries to improve mental health. This Section is an addition to the list of 62 sections of WPA. It does not overlap with the objectives and activities of the other Sections and is committed to have more focus on activities in specified areas in the developing countries. It will in fact supplement the working of other sections by taking more specified role. 1

2 It may be added that through the help of many of the office bearers of this section, we have been very successfully organized a number of activities in the developing countries that include arranging international psychiatric conferences, sponsoring mental health projects, arranging educational sponsorships and establishing links among professionals in these countries. The latest example is the work for Tsunami victims when we were able to plan and initiate long term projects by raising more than seventy five thousand dollars. Of course, for all our activities, we had enjoyed the blessings of WPA and this is in this perspective that we feel that the formation of a section of WPA will in fact provide another platform to WPA for their contribution in the uplift of mental health services in the developing countries. Activities in 2005 Our first meeting was in Thailand in October, 2005 where in collaboration with Department of Health and South Asian Forum, Thailand Chapter, we helped in finalizing the National guidelines for disaster management. The Section was actively involved ion the deliberations of this national workshop and provided expertise in getting the guidelines approved. The Section had a special session in the WPA co sponsored IAPA conference in Sydney, Australia. This session specifically explored the collaboration for the Western Pacific Islands in developing manpower and service provisions. The Section was in particular successful by reaching an agreement with the Government of Cooks Island for formulation a comprehensive plan of support and assistance to their government in different areas of mental health. The help from our co-coordinator, Prof. Russell De Souza & Prof. Bruce Singh (WPA Zonal representative) needs special mention in his efforts in this regard. Prof. Pedro Ruiz & Prof. Helen Herman, WPA EC committee members also attended this meeting. Our next meeting was in Dhaka, Bangladesh where the Section organized a special session in the International meeting of Bangladesh Psychiatric association. Prof. Juan Mezzich, President of WPA was very kind to chair this session. This meeting provided an opportunity to discuss the future training facilities for Bangladeshi mental health professionals with an active financial support from South Asian Forum on mental Health. The Section also had a planning meeting for 2006 activities in Dubai, Middle East in December. The discussions took place about setting up the Public Education and media committee to start working for the promotion of mental health in the developing countries. Activities in 2006 Like 2005, Section planned many events in collaboration with many national and international organizations. Following are some of the proposed activities for the New Year: January, 2006 Lahore, Pakistan This meeting was about the Disaster management for the victims of earthquake. Our section announced the establishment of Psychosocial Rehabilitation Centres in Kashmir area. For details, contact Prof. Haroon Rashid Chaudhry pprc@wol.net.pk February, 2006, Colombo, Sri Lanka At the annual meeting of Sri Lankan member branch of WPA, the Section arranged a special session on the theme of Provision of mental health services in the Developing countries. Prof. Mohan c.mohan@blueyonder.co.uk, an active member & office bearer of the Section has been very active in organizing this activity. 2

3 The January- February 2006 Courses on Mental Health in Mangaia and Rarotonga and Progress in Mental Health Services and Training in Cook Island Prof. M. P. Deva was very active in organizing the following courses in the Western Pacific areas. 25 to 27 th Jan 2006 Course in Mangaia 30 th January to 2 February 2006 Counseling Skills Cours in PukaPuka Hostel, Rarotonga Seminar for Parliamentarians 28 th January 2006 at Muri Beach Hotel Rarotonga March, 2006 Lahore, Pakistan Meeting on Media & Psychiatry was about training the media people regarding mental health and ways to improve reporting and documenting for the lay people. Dr. Avdesh Sharma, from Section s media committee was the key person in getting this activity organized. 23rd-25 th March, 2006, Caracas Section special Symposium at WPA Zone 4 and the Latin American Psychiatric Association Conference Our Section organized a session with a theme on Consensus of Mental Health and Well being for Developing Countries. This Session will provide an opportunity to enroll members from Latin America for the Section. Prof. Russell De Souza rdosuza1@bigpond.net.au was the organizer for this activity that was attended by a large number of colleagues from that part of the world May, 2006, Japan Session at Annual meeting of JSPN and WPA Meeting of the Zone 17 (East Asia) A special session about our Section was organized by Prof. Deva. devaparameshvara@yahoo.com at this meeting who did a presentation about Section activities and enrolled many members from East Asia. 3-4 June 2006, Training course on Forensic psychiatry, Dhaka, Bangladesh Training course on Forensic psychiatry with the assistance from SAF India chapter for the Bangladesh colleagues at Dhaka was a big success. The Section plans to do similar educational activities in other countries June, 2006 Coventry, UK The Section organized a discussion session about the initiation of research projects in some of the Asian countries. This was well attended and a lot of interest was shown by Section members from UK in this regard. July th 2006, Istanbul, Turkey Special session of WPA Section on Psychiatry in Developing Countries at WPA International Congress Istanbul Turkey This symposium attracted a good number of participants attending the WPA regional meeting. We were able to get many more members enrolled for the Section after this event. October 2006, 24-28th Weno, Chuuk, Federated states of Micronesia First Workshop for 50 participants from Federated States of Micronesia and Marshall Islands on Primary care psychiatry. Organized jointly by Government of FSM and WPA Section on Psychiatry in Developing Countries and South Asian Forum on Mental Health and Psychiatry. Course Lecturer :Dr. M P Deva November, 2006 Jaipur, India At this annual meeting of Association of Private Psychiatrists, the Section got a slot for a session. This was a collaborative activity and the Section was well acknowledged by the Private Psychiatry Association of India. 3

4 17-19 November, 2006 Katmandu, Nepal At the second SAARC conference for Mental Health, the Section had informal discussions with the delegates who came from SAARAC countries. The Section activities were also highlighted in a special session that was attended by WPA president Nov, 2006, Melbourne, Australia At this annual meeting of South Asian Forum Australian Chapter & IAPA, the Section organized a special meeting with the presidents of different national associations of psychiatrists. We were able to establish our contacts with East Asian countries and now plan some activity in that part of world very soon. Prof. russell De Souza was the key person who made it possible for the Section to get an acknowledgement from all the participants of this meeting. 2-6 December, Dubai, UAE Our Section was the collaborating group with SAF UK chapter for their annual meeting held at Dubai. Prof. Miguel Jorge, Secretary for Sections was the invited speaker for the Section session. This meeting was attended by a large number of delegates from Asian countries. We have also received requests for joint meetings from South Africa, West Indies, Hungary, & Bosnia and we are in the process of finalizing the dates with the local organizers. Symposium in WPA International meeting at Melbourne, Australia Nov For Details please contact Prof. Russell De Souza rdsouza1@bigpond.net.au 4th IAPA-SAFA International Conference in Conjunction with WPA International Conference Melbourne 30th and 1st Dec OTHER ACTIVITIES The Cook Islands have now a Mental Health policy for the first time a psychiatry section at the Rorotonga General Hospital this was indeed a difference from Mental Ill patients having to be managed in the Jail or flown to New Zealand. THE South Asian Forum's Prof Deva, Dr. D'Souza and Prof Sundram's work in Roratonga and the Islands and the training of the doctor from Cook Island in Melbourne together with the brining of the Deputy Prime Minister for the Conference and training all funded from the commitment sincerity and vision of the SAFI has now made a difference for these people. The Section has established special committees for Asia to look more specifically about achieving some of the above mentioned objectives in Asian countries. 4

Disaster management activities Our members are very actively associated with the Asian Task Force estabilished for the support of professionals in China and Myanmar after the cyclones and earthquake. This task force plans to initiate training activities and is currently in consultation with the professionals working in these countries. Training Course on Child Psychiatry, Mumbai, India, July 2008 This is a regional course on Child psychiatry organized by Dr Mohandas and Dr Shastri where delegates from Pakistan, Philippines and Malaysia will participate along with the trainees from India. ASEAN meeting, Bangkok, August 2008 Section is organaing a session at this meeting where a number of Asian Societies are participating in the scientific programme. For details please contact WPA Prague Congress, Sept 2008 At this World Congress, our Section has proposed a number of symposia and w ealso plan to hold a meeting of all our members attending this conference. For details SAARAC meeting Dhaka, Bangladesh, 1-3 Nov 2008 Section is actively involved in the scientific programme of this regional meeting in South Asia and organizing different sessions. 6 Section s First International Meeting Lahore, Pakistan th February, 2007 The Section s first international meeting (from February 15-19th 2007) was a historic event in Lahore (Pakistan) that attracted the key players in the field of mental health from all over the world. The conference was organized by WPA Section on Psychiatry in Developing Countries and South Asian Forum on Mental Health and Psychiatry in collaboration with BIA and Asian Division of Royal College of Psychiatrists, Asian Federation of Psychiatric Association, World Association of Psychosocial Rehabilitation, World Federation of Mental Health and Pakistan Psychiatric Society. This rare academic activity in a country like Pakistan was attended by over two hundred foreign delegates from twenty two countries. Yet another important feature was the presence of Presidents of seventeen professional specialty organizations in the field of mental health including President World Psychiatric Association Prof. Juan Mezzich, President of American Psychiatric Association Prof. Pedro Ruiz, Prof. Sheila Hollins President of Royal College of Psychiatrists UK, Prof. Shona Sturgeon President World Federation of Mental Health, Prof. Nalaka Mendis President South Asian Forum on Mental Health and Psychiatry, Prof. Hamid Ghodse Director Board of International Affairs Royal College of Psychiatrists, Prof. Pichet Udomratn President ASEAN Federation of Psychiatry and Mental Health, Dr. I. R.S. Reddy National President Indian Psychiatric Society, Dr. Sunil Mittal President of Indian Private Psychiatric Association, Dr. M. P. Deva Founder Patron of Asian Federation of Psychiatric Associations Dr. Russell De'Souza WPASPDC & SAFI besides many others. It was a unique gathering of mental healthcare professionals who came from Afghanistan, Australia, Bangladesh, Canada, Greece, Egypt, Hong Kong, Japan, Taiwan, Korea, a strong delegation of over sixty psychiatrists from India who actively participated and richly contributed to the scientific programme, Iran, Iraq, Indonesia, Japan, Kenya, Korea, Kuwait, Myanmar, Malaysia, Nepal, Oman, Philippines, Sri Lanka, South Africa, Taiwan, UAE, UK and United States of America. Since it is difficult to check brain drain of professionals from the developing, low resources countries, the organizers working on the concept of brain circulation and cross fertilization arranged this academic activity bringing the experts back to their countries of origin to contribute whatever they can to the development of mental health care and psychiatry. The conference provided a rare opportunity to the participants for networking, socialization and initiation of joint collaborative research projects in various fields. Prof. M.P. Deva, chairman of the Section and who has contributed a lot in the development of mental health care in Asia was Chairman of the organizing committee. While Prof. Haroon Rashid Chaudhry was the organizing secretary of the conference who did a commendable job, the scientific committee, lead by Prof. R. N. Mohan, had intentionally changed the format of the scientific programme. There were a few paper presentations but major emphasis was on interactive workshops, state of the art presentations in different fields of mental health, psychosocial rehabilitation and providing an opportunity to the young talented psychiatrists from different countries in this region to have joint collaborative research projects in different fields through networking between the psychiatrists in the region as well as in the developed world. The main objectives of organizing this international event in Pakistan was to provide an opportunity to many of our young psychiatrists as well as postgraduates from the developing countries to have an interaction with world leaders in the field of mental health as many of them cannot afford to attend international conferences overseas. This is no doubt a milestone in the field of mental health and psychiatry in Asia. The topics which came under discussion during the deliberations included Bipolar Psychiatry, Mental Health Legislation in developing countries: problems and their solutions, Psychosocial rehabilitation, Children s Mental Health, Needs and Priorities in mental health services for developing countries, Psychiatry around the Globe, Needs and priorities in mental health training for developing countries, Psychiatry in Pakistan. Plenary sessions were devoted to 6

7 WPA and APA, Royal College of Psychiatrists UK, Rehabilitation psychiatry in developing countries. In addition special sessions were devoted to issues in women s mental health, Psychiatry and other disciplines. However, the most important highlight of the conference was a series of Workshops organized at Aiwan-e-Iqbal the main venue of the conference, Fountain House, Services Institute of Medical Sciences and a Rehabilitation Centre in Johar Town running under the supervision of Prof. Khalida Tareen. The topics covered in these workshops included Total Awareness Therapy in neurosis especially depression, Spirituality and Well being by Prof Russell D'Souza. Other areas included alternative to Medical Mental Health Model, Media and Psychiatry and Leadership Managment and Organiztional Psychiatry. How to publish paper in a cited Journal, Leadership, Management and Organizational well being, Child Psychiatry besides a special workshop on Examination techniques OSCE. It was decided to formally launch Asian Federation of Psychiatric Associations and Asian Journal of Psychiatry. Besides plenary sessions, three parallel sessions were held throughout the conference. Inaugural dinner was preceded by a lecture by Prof. Sheehan from United States who talked about Management of Depression and Anxiety. A special session of Royal College of Psychiatrists, Regional chapter meeting of Royal College of Psychiatrists, business meeting of South Asian Forum on Mental Health and Psychiatry, special debate on Lessons from Partition in the sub-continent: Making sense of history held on the concluding day of the conference at Fountain House were some other highlights of the conference. The inaugural dinner was hosted at Fountain House where Punjab Health Minister Ch. Iqbal was the chief guest. It was followed by a music programme while concluding session of the conference was also held at Fountain House followed by dinner where former Punjab Health Minister now Minister of Special Education Dr. Tahir Ali Javed was the chief guest. President of Royal College of Psychiatrists Prof. Sheila Hollins hosted a dinner in honour of conference delegates at Royal Palm where Mr. Khursheed Mahmood Kasuri Foreign Minister of Pakistan was the chief guest. The organizers had also arranged Garden Tea party at Farms in the outskirts of Lahore. By holding the conference at Aiwna-e-Iqbal shifting it from Five Star Hotel the organizers were able to save about fifteen lac of rupees which the organizing committee donated to the Fountain House. The organizing committee under the leadership of Prof. Deva, Dr Afzal Javed, Prof. Russell De Souza & Prof. Haroon Rashid Chaudhry had made excellent arrangements for the conference, the audiovisual and transport arrangements were perfect. According to a later report Prof. Sheila Hollins President of Royal College of Psychiatrists accompanied by Prof. Deva, Prof. Bruce Singh, Prof. Russell, Dr. Perera, Dr. Afzal Javed and other participants of the meeting visited the quake affected areas in Azad Kashmir. They had a meeting with the Prime Minister of Azad Kashmir and assured them of their continued support for earth quake relief work in mental healthcare. Later they paid a visit to Ayub Medical College and Dept. of Psychiatry at Abbottabad. In Islamabad the British High Commissioner had arranged a reception where they also had fruitful discussions with government officials. The RCP President highlighted the volunteer programme of the College whereby senior psychiatrists, SPRs and junior psychiatrists are sent to work for short durations lasting from few months to a year in their parent countries and other areas where their services are needed through the regional chapters of the College. All the details about this programme are available on College website and so far it has successfully arranged placements of a number of psychiatrists in different courtiers of the world. This programme is intended to meet the immediate needs of institutions and health services in these countries. 7

8 First World Congress of Asian Psychiatry Goa, India 2nd Aug. 5th Aug, 2007 Organised by South Asian Forum on Mental Health & Psychiatry International In collaboration WPA Section on Psychiatry in Developing Countries First World Congress of Asian Psychiatry was jointly organized by South Asian Forum International in collaboration with WPA Section on Psychiatry in Developing Countries and AFPA. The Asian Journal of Psychiatry was formally inaugurated at the same congress. The first WCAP attracted world renowned Asian Psychiatrists among the 300 participants from all 6 continents and 25 countries. The scientific programme was of very high standard. We hope you would like to join this Section and help us in initiating and strengthening the cause of better mental health in the developing countries.
