1 Community Action Board (CAB), Meeting Canyon Ranch Center for Prevention and Health Promotion, UA Mel and Enid Zuckerman College of Public Health November 7, :30 3:00 pm Present: Susan Kunz (Chair), Flor Redondo (Co-Chair), Hannah Carlson, Mary Contreras, Jill de Zapien, Robin Falconer, Lourdes Fernandez, Gwen Gallegos, Hannah Hafter, Susan Hanson, Frances Herrera, Trish Herrmann, Carol Huddleston, Maia Ingram, Penny Marshall, Patty Molina, Rich Polheber, Kikey Prieto, Kerstin Reinschmidt, Cecilia Rosales, Rosario Sanchez, Ken Schachter, Lisa Staten, Rosie Stewart, Ila Tittelbaugh, Sarah White, Evelyn Whitmer Agenda Items Discussion Action Welcome & Introductions New Grant Application Susan Kunz ~ Co-Chair Flor Redondo ~ Co-Chair Reviewed minutes from last meeting Minutes were approved changes made ~ correct Trish s last name and put page numbers on minutes - Overview of Grant Application Submitted (Lisa Staten & Maia Ingram) o Lisa congratulated everyone who worked so hard on the application process o Gave a hand-out explaining the CAB Update o Grant was in on time o There were 2 parts to the grant - Core and Research o The core piece included the following: o Our Infrastructure goal is to increase funding related to chronic disease as a group Hire a new co-director to assist with expansion efforts Develop a process to allow UA faculty to be affiliated with the PRC while not directly funded More faculty at the college are interested in getting involved Provide travel reimbursement for CAB members attending quarterly meetings Money for outreach and technical assistance to SAGs Continue to work with ADHS Commitment to NCC ~ travel for at least 1 person Working closer with other PRCs ~ San Diego PRC is working on Latino communities San Diego created the National Promotoras Conference ~ done yearly Apply for grants with community partners for at least one NIH grant Minutes were approved Sent out information on Conference when available 1

2 each year Apply with partners for at least four grants annually from diverse funding resources Provide support for CAB Increase CAB member participation in Center activities Maintain an active presence along the Southern Arizona border including three counties and the Tohono O odham Nation and Pascua Yaqui? Continue to collaborative with State level agencies including ADHS, ADE, Arizona Public Health Association, and Arizona Health Care Cost Containment System Ensure community partners are actively engaged in the PRC program Increase collaboration with other PRCs o Communication Rosie Stewart created the Communication Plan and did a great job We have to publish and involve a community member ~ 4 issues per year We need to be present at conferences ~ we need to have more joint partners Create training workshops to present at conferences Colorado PRC requested to be one of the pilot sites Training goals ~ creating workshops Disseminate research findings through peer-reviewed publications Disseminate the Center s effective behavior change intervention such as Pasos Adelante program o Training Disseminate effective center interventions by having workshops, toolkits and technical assistance Increase public health graduate student exposure to public health Train and mentor students in CBPR (community based participatory research) Increase capacity of partners through training o Evaluation Ensure center (UA personnel and CAB members) routinely assess 2

3 progress on proposed goals, objective and activities Evaluate Core research project Assess the impact of 10 years of Center activity in the community of Douglas, AZ o Research Proposal o Included Health Determinants o Areas of intervention, used Kindon s 3 streams o Submitted for 1 million dollars a year, but only 33 centers will be funded, so we will probably get close to level funding, which is $750,000/year. o Everything the CAB was concerned about was put into the grant o Pursue social determinants o We will hear the outcome of the review process in mid February o Need for a promotora committee to share ideas and help each other AZCHOW could play a role in providing a network Meetings conducted in Spanish to eliminate language barrier o Issue for CAB partners: Attending meetings and conferences has become more difficult with the increase in gas prices o Need to figure out a way to teleconference to reduce costs Border Health Service Institute Border Health Service Institute (Jill de Zapien) o Jill de Zapien, Cecilia Rosales, Hannah Hafter o Week long program at the border o MPH Students & Mexican American Studies Students & also a Latin American Studies joint program student o Spent one full week in the community, work on both side of the border, team reflection o Group of 15 students with 1 faculty member; 5 per group o Students are very interested o A Community Forum was hosted in Cochise County o Next year it will be held in Nogales the following year will be in Yuma o AzAHEC & SEAHEC provided a lot of support o AZ Illustrated came to campus and interviewed Lourdes Fernandez & Jill and some of the students who participated in the program o Funding is only secured for 1 more year o What are benefits in participating in this? The show will air on Weds. or Thurs. on channel 6 3

4 Moral support Less perceived risk for the individual Working with organizations not just with the promotoras Collaboration with their organization Capacity building Work together to provide skills and training necessary CBPR Committee Group Reports Community Based Participatory Research (Susan Kunz & Ila Tittelbaugh) o CAB was asked ~ Do we need to educate ourselves on what CBPR is? o Can be a difficult process for University because there it is hard to have an experimental design in a community context o Engagement of community in all phases of the process ~ planning and coming up with an idea o Should we do training at the next CAB meeting? o We should create our own CBPR principles that work for us o Defining criteria what you feel is important ~ what works o NCC will be recognizing PRCs for good CBPR work and we should apply for that o Wonderful way to train other CABs ~ at least we will have the principles of language they use o This will be a very short training ~ apply the theory and share the theory ~ session really engages the members and they learn at the same time o It was agreed to have the training and a planning group was created for the next CAB meeting. Communications Committee o Committee talked about goal #1 ~ Newspaper & Newsletter o Policy makers and public 1-2 page brief report o Template includes marketing APC or Canyon Ranch umbrella o Larger center we are the umbrella for CRCCHP (Canyon Ranch Center for Community Health Promotion) o Overall center ~ PRC o Highlight one story from the community we will send this out to everyone o Will update as needed o Do we want to advocate for legislation? Maia, Ken, Jill, Carol, Patty, Evelyn will help to organize the training 4

5 o Goal is not to market the center o Needs to be more user friendly o We will need to have a strategy; there are different audiences o Center is sending out notices for grant opportunities o What other internal communication does the CAB want? o Maybe having some orientation material for new CAB members o We need to revamp the web-site o We can t change the template o Need to change SWCCHP to CRCCHP o We want to focus on policy makers ~ legislative people o Promoting educating not some much marketing o We will still be a CAB no matter what happens in February o We need to call to action ~ like what do you want them to do? o A press release for our Center Policy Committee o We talked about the delivery system o How can we engage in different ways? o New president elect provides opportunity to be pro-active National agenda Health Care is at economic challenge We need to push that this is an economic challenge We will work on a letter to send to the president elect regarding CHWs We need to reach out and make connection with Governor Napolitano Need to include the National Promotoras Coalition Try and keep letter signing simple o We need to come back to Border Death issue Membership Committee o Talked about 2 factors o New Grant and economic situation makes it hard o Discussed who needs to participate from different communities; who needs to be at the table? o We need to work together ~ we need more promotoras to be part of the research action o More research meetings and change locations o More conference calls Rich and Susan will draft the letter to President Elect Barak Obama, Rick will check with Gov. Napolitano s staff to get the name of a transition team member to route the letter to. Jill will try and find out who is on Ted Kennedy Team We need to do this very soon! 5

6 o Talked about hospital people but they won t be able to attend meetings because of their schedules Santa Cruz County Presentation Santa Cruz County Forum (Patty Molina, Hannah Carlson) o Share results of the Arizona Youth Risk Behavior Survey (YRBS) o YRBS measures the prevalence of specific behaviors that directly affect the health of youth o The highlights are based on a sample of 1,004 high school students in Santa Cruz County o Advocacy Training Staff from agencies were trained as facilitators at the UA Cooperative Extension Three units were chosen for the training which included: Personal Leadership Grass roots Leadership Community Need o Forum Invitations Invitations went out to families Catered dinner was provided Advocacy training took place at Cochise County o Data Game The group participated in a data game created by Sam Sabo from College of Public Health o Family Training All adults and teens from families received the advocacy training o Youth Congress was presented to the younger crowd included: Tobacco Education Media Sharp Bullying and Peer Pressure Nutrition and Crafts o Community Projects Identified At the end each group identified community projects with a combined consensus of the following areas: Need for neighborhood traffic calming Bike paths 6

7 School related issues o Survey Design Post then Survey Level of knowledge of advocacy Level of confidence to advocate in different contexts (home, school, community, etc.) Level of knowledge of how to begin advocating for change o Other information gathered Most useful tool/skill learned Future training wanted Youth Congress was presented They each other We are hoping to take this to a different level It was a welcome because most families didn t know where to complain We need to decide if advocacy is what we want to continue doing NCC Meeting NCC Meeting (Susan & Ila) Ila and Susan represented the PRC at the National Community Committee meeting in West Virginia in October and shared the following: o Fall Retreat was changed to Annual Fall Meeting o It was recommend that PRC Community Liaison will create new packets for new members, but we did not necessarily agree with this o Community Committees to meet quarterly o Concerned about SIPS ~ not enough time and not enough money o AZ PRC has never received a SIP o People who attend the meeting are funded by PRC most people are staff o Community members can t attend meetings because they need to pay and get reimbursed 7
