1 Community Action Board (CAB), Meeting Canyon Ranch Center for Prevention and Health Promotion, UA Mel and Enid Zuckerman College of Public Health January 29, :30 1:30 pm Present: Flor Redondo (Co-chair), Mary Contreras, Gail Emrick, Robin Falconer, Lourdes Fernandez, Marilyn Godfrey, Hannah Hafter, Trish Herrman, Carol Huddleston, Maia Ingram, Susan Lange, Greg Macdonald, Lorena Madrigal, Lucy Murrieta, Rosie Piper, Kerstin Reinschmidt, Laurie Robinson, Lisa Staten, Rosie Stewart Agenda Items Discussion Action Welcome & Introductions Lisa Staten PRC Update Co-Chair Flor Redondo facilitated the meeting. Co-Chair Susan Kunz was unable to attend All present introduced themselves. Minutes were approved from last meeting - Lisa announced that the final report was sent in and she is happy to share with anyone who would like a copy o Action Plan for our first year is due today. Next time we will circulate before the due date. Partner input is important. o We have requested money from the CDC for the Douglas Household Survey o Survey was done back in 1997 to see how much diabetes had increased. State Dept. and other organizations wanted input on diabetes. 914 homes were done in English and Spanish. The survey results was that diabetes rate was very high in the community. Survey was done in Douglas and every other home on randomly blocks was selected, people were not too happy because everyone wanted to do the survey. We had to come back to several blocks to do the rest of the people. Finger sticks, measured and weighed community members living in the home 21 years and older all this was done at homes of the participants o About 70% of diabetics were out of control. Re lupus: a doctor from the UA came to Douglas and did assessments to determine the correct diagnosis for the people o Community was seeing the concern about diabetes o There were also cancer questions included in the survey o SAG started as a diabetes working group and now it s a special action group focusing on policy. o A high number of younger women years old have been diagnosed with breast cancer. 2 o We now have a dialysis clinic in Douglas, before patients had to travel 65 miles to receive the service o We would like more health fairs, farmers market has really help in the community, caring and working to do what needs to be done Announcement Discussions Research (Rosie Piper) o It was suggested to add a question to the survey on generation: first, second or third on diabetes o Timeline to do the survey in Douglas is late Spring to launch it and summer to input the data. The committee met earlier this week and an undergrad student will pull the survey together and will be sent around for suggestions o Lisa reminded the group that this process could be a model for other communities if anyone is interested. No one expressed interest at this time. o Trish Herrman announced that the State Diabetes Leadership Council and Diabetes Coalition have been working on developing an advocacy plan for diabetes self-management education. o AHCCCS does not cover DSME for people with diabetes o Current coverages require an ADA certified program o Getting petitions and successful stories will help an emotional appeal o Lisa offered PRC assistance in doing digital stories with the community members o If the CAB decides to take a position on a particular policy issue, there would need to be a meeting separate from the CAB due to limitations of federal and state funding. o Possible resources to look at CHW and DSME o Sunset has 3 years of data of DSME with Medicaid recipients. o Mariposa has 10 years of data o Carondelet has 3 years of data o All subcontracting agencies completed CHW surveys. The organizational interview guide was submitted to the IRB and will pilot with 3 community supervisors o Organization interviews will start in March. Communication is developing a handout to give to individuals targeted for organizational interviews in order to explain the project. Next meeting we will introduce our other projects that are going on in the center Ask Sam to do a presentation on CHW certification. Send out instrument to the CAB members 2

Developing a shared vision o 4. Identifying and maintaining community partners o 5. Skills building and tools: advocacy and leadership o 6. Celebration and evaluation o Special thanks to Hannah for working so hard to map out all the advocacy materials that are out there Question: Can AzCHOW be involved in the training? Help and collaborate to disseminate. Yes they can help we do need to work closely with AzCHOW one possibility is that AzCHOW can be the host or possible agency for the peer support piece for advocating training o First training will be in April o Workshop is an experience to get information and see what will work for their communities o Can AzCHOW be involved in the training? Yes they can help we do need to work closely with AzCHOW AzCHOW being the host or peer for advocating training Policy (Maia, Trish, Laurie, Flor, Marilyn) o First training will be in April First discussion: CHWs and salaries, sustainability, reimbursement o In general, CHWs need to be paid more. We are asking them to do this difficult work while not compensating them for what they do o The changing role of CHWs should be on paper in their job description o Our research lends itself to asking questions about certification of CHWs o The committee would like a presentation on what other states are doing on certification (Sam Sabo?). We should ask Lee Rosenthal how it is going in Texas. Certification is a stage not a starting point o There is no sustainable funding stream for promotoras Second discussion: Direct advocacy o Should the CAB develop an action notification system for State policy decisions that affect our communities o Should we be advocating for Heath care reform to include prevention o We need to be prepared to respond to issues because they come up fast. 3

4 Third discussion: Taking on the policy agenda of the ADHS Diabetes Advisory Group o Trish described the advocacy plan that has been developed. o Key to their plan is reimbursement for DSME. They are not discussing the role of CHWs in providing DSME in rural areas where there is no CDE. o We have data from three communities documenting the success of CHW DSME. o Our community partners have many stories to share. The policy committee would like to work on the policy agenda of the Advisory Group with a new focus on CHWs, possibly as reimbursable. Communication (Rosie S., Lucy M., Robin F., Gregg M., Lourdes F.) CCPH Award o Working on elevator speech to be used by community partners and Center staff when describing the research project o Next meeting it will be introduced to the CAB for comments o PRC Steering sent all PRC Directors a template letter to send to our Federal Reps regarding the funding we received from CDC. The letter has been ed to our Federal Reps and will also be mailed to their local address. In addition, the letter will be ed and mailed to AZ s state legislators o Mentioned all the press the Center has received the past few weeks. Can review these on the Center s website (crcphp.publichealth.arizona.edu) o There was a press release done on the center, which is very university focused. o We can tweak it and send it to each CAB community partner for use in their respective community; the CAB agreed on this o We have established contacts with newspapers and TV, so if there are any story ideas please let us know and we can pass those along to our contacts o Send any pictures, especially action pictures, from your organization to Rosie Stewart, for inclusion in the new picture montage that will be created for the website s homepage o The Community Campus Partnership gives out an annual award to a CBPR partnership who has achieved changes in their community through their collaborative research efforts. We feel we have the merit to apply, but it would need to be an application of the CAB. The award is due February 1 so we are not eligible this year, but the questions are long term and merit discussion, so we might as well start now o The CAB was asked to pick a question at each meeting to work on for this award.
