1 Mental Health and Learning Disability Service Watch Group Easy Read notes Monday 28 th September 2015 Welcome and Introductions Jean Brown welcomed everyone. Everyone said who they were and where they were from. Nuray Ercan asked if it was okay for the meeting to be recorded to help with note taking. The group said that this was ok. Notes of the last two meetings The group read and agreed the minutes of the last two meetings on 20 th May and 31 st July 2015.
2 Andrew Smith said he was concerned about a mental health service specialist person being in a police call centre. He was worried that people won t get the treatment they need. Leslie Billy said that having a specialist mental health service person in a police call centre was not about stopping people from using the police service but is about helping them and making sure the next steps are right for the person calling. Action: Jean to ask about this at the next Crisis Care Concordat meeting. Michael said that at the last Mental Health Planning and Performance Group meeting, they were told that the section 136 at the Lister Hospital in Stevenage is closed and everybody who needs to use this part of the hospital has to go to Kingfisher Court in Radlett. This is a long way for
3 some people. There was no explanation for this. Action: Husnara will ask the people she works with, why the section 136 suite is closed at Lister Hospital and if there are any other places which can be used that are in the East and North Herts area. Andrew told the group about the plans and speakers for the Herts Partnership University Foundation Trust s (HPFT) Recovery Conference. Michael said that a meeting had been set up with himself and Geoff, the Chair of East and North Herts NHS Trust and the Head of Nursing to talk about the case of Eileen Smith. Action: Michael to tell the group about the meeting at the next Service Watch Group meeting. Actions that have not been done yet: Jean to ask if there is two places of safety at each end of the county at the next Crisis Care Concordat meeting.
4 Marie to ask if a service user can nominate a service for a Purple Star Award at the next Purple Star Strategy meeting. Action: Nuray to add Tap to the list of attendees on minutes of 31 st July. Chairs report Money Advice Unit Benefits Jean asked if anyone had any feedback on the talk about the changes in benefits by the Money Advice Unit at the last Service Watch Group meeting. Andrew said that the three people he took to the meeting had said that it was very easy to understand and they enjoyed the talk. Jean asked if people could feed back to Healthwatch Hertfordshire if they heard any other issues.
5 Herts County Council Strategic Commissioning Groups: They have now been renamed Planning and Performance Groups. Action: Michael to send Nuray the Terms of Reference for the Mental Health Planning and Performance Group to send to the Service Watch Group. 111 Re-commissioning Action: Nuray to send out the survey and about the consultation. Crisis Care Concordat Will be going to a meeting tomorrow to find out what the plans are and what Healthwatch Hertfordshire can do to help. Public Health Report on Child and Adolescent Mental Health Service (CAMHS) Jean still represents Healthwatch Hertfordshire at CAMHS meetings.
6 Hertfordshire Mental Health Needs Assessment Jean, Michael and Nuray went to this. The meeting was very good. The research document is very long and detailed. The group were not sure whether the document was public and said that people should contact Jim McManus to check.
7 Herts Partnership University Foundation Trust s (HPFT) Update Report HPFT s contract is being recommissioned next year. Viewpoint and Carers in Herts will be running a workshop at the Recovery Conference to get the people who use the services view about what it should look like. Jean went to the Quality Summit and said well done to HPFT on their recent Care Quality Commission (CQC) inspection. HPFT is very good at getting public and patient s involved. HPFT have a plan to get better at staff recruitment. Sophie Taylor said that she will give a short update from HPFT s engagement activity at the last meeting. She has given a written update which has been sent round. Nuray asked the group to tell her how
8 useful the report is for their understanding. Interactive session Safeguarding Adults at Risk The group were given a questionnaire to complete and posters and leaflets with information about Safeguarding Adults at Risk were handed out.
