Brian spoke to the Coalition about the work that he and the Citizens of Heathercrest Park have done. Presentations: 1. Flood Management for the July 8th Severe Weather Event: Prevention and Mitigation, Preparedness, Response and Recovery Actions - Laurian Farrell, TRCA Characteristics of the July 8, 2013 storm (rainfall amounts, time span) TRCA s response during the storm o o Communication with municipalities Monitoring and responding to social media TRCA s work with municipalities to address erosion issues 2. Downtown Brampton Special Policy Area: Flood Mitigation Study Laurian Farrell, TRCA History behind flood mitigation in Brampton Examination of threat Examination of solutions Next steps: Environmental Assessment 3. 4 H13 An overview of the work of The Living City Foundation An explanation of how the watershed groups can join the Foundation in building relationships within the communities. RES.#8/13 Election of Chair and Vice Chair of the Etobicoke-Mimico Watersheds Coalition Moved by: Bob Noble Seconded by: Matthew Rossi THAT Eddie Colacchio be appointed as Chair of the Etobicoke-Mimico Watersheds Coalition; AND FURTHER THAT David Thomas be appointed as Vice-Chair of the Etobicoke-Mimico Watersheds Coalition. CARRIED NOMINATIONS Eddie Colacchio was nominated by Dennis Bradley for Chair of the Etobicoke-Mimico Watersheds Coalition and accepted. David Thomas was nominated by Doug McRonney for Vic-Chair of the Etobicoke-Mimico Watersheds Coalition and accepted. BACKGROUND The Terms of Reference for the Etobicoke-Mimico Watersheds Coalition, dated November 2012 and adopted by the Authority at Meeting #9/12 held on November 30, 2012 by Resolution #A223/12, includes the following provision: Section Selection of Chair and Vice Chair. The Chair and Vice Chair will be elected by the Watersheds Coalition from the membership. The Authority may appoint an interim Chair until such time that an election can take place. The Chair and Vice Chair will also be ex-officio members of all working committees. At meeting #01/13 resolution # 2/13 a request for submissions of interest for the positions of chair and vice-chair was put to the Etobicoke-Mimico Watersheds Coalition. Subsequently Eddie Colacchio put forward his name for the position of chair and David Thomas put forward his name for the position of vice-chair. Their biographies have been included for information for the Coalition. Election Process Nominations for Chair and Vice-Chair will be accepted followed by a show of hands. A formal election by ballot for Chair and Vice-Chair of the Etobicoke-Mimico Watersheds Coalition will be held only if necessary.
5 H14 RES.#9/13 Etobicoke-Mimico Watersheds Project/Program Evaluation Dashboard Moved by: Matthew Rossi Seconded by: Jim Laird THAT the Etobicoke-Mimico Watersheds Project/Program Evaluation Dashboard be received for Coalition input. And further that members of project teams look for opportunities to use the Project/Program Evaluation Dashboard. CARRIED BACKGROUND A dashboard is an evaluation tool that provides at-a-glance view of a program s relevance and capacity to contribute to the targets and goals relevant to the objectives of Toronto and Region Conservation Authority and Etobicoke-Mimico Watersheds Coalition. Putting a program or project through a dashboard will help staff make predictions about how the project/program might meet the stakeholders needs. The dashboard created for Etobicoke-Mimico projects/programs was created using KPIs from the Etobicoke and Mimico Report Cards, Etobicoke and Mimico Watersheds Technical Update (2010), Etobicoke-Mimico Business Plan and Building The Living City, 10-Year Strategic Plan The design of the dashboard uses stop light colours, specifically the colours red, amber and green to indicate whether a project/program should move forward (green), proceed with caution (amber) or not proceed (red). Financial details are also considered as part of the evaluation. Expenses include cost of supplies, vehicles and staff time, however kind-in values like the value of volunteer time and donations are also captured in the evaluation. A separate dashboard was created for the Outreach and Education area to meet the specifications stated in the Coalition s guiding documents Greening our Watersheds: Revitalization Strategies for Etobicoke and Mimico Creeks and Turning Over a New Leaf: The Etobicoke and Mimico Creeks Watersheds Report Cards 2006.
6 H15 RES.#10/13 Partners in Project Green Duke Out! Fall Networking Event Moved by: Chris McGlynn Seconded by: David Laing THAT the Partners in Project Green Fall Networking Event details be received for information; AND FURTHER THAT Etobicoke-Mimico Watersheds Coalition members promote the Fall Networking Event among their colleagues. CARRIED BACKGROUND Join Partners in Project Green as thought leaders duke it out in the sustainability ring! Leading business and environmental representatives will be taking their corners on hot topics that are facing the sustainable business movement at this exciting event. RES.#11/13 Etobicoke-Mimico Watersheds 2013 Fall Events Moved by: Rosemary Kennan Seconded by: Kim Sellers THAT the staff report on the 2013 fall watershed events in the Etobicoke and Mimico Creeks watersheds be received for information; AND FURTHER THAT members of Etobicoke-Mimico Watersheds Coalition be invited to participate in the events. CARRIED BACKGROUND The following is a list of watershed events that will be hosted by the TRCA and partner stewardship groups in the fall of These events target a range of community stewardship activities and depend on your participation, support and enthusiasm. On behalf of the TRCA and our many partner stewardship groups, we invite you to attend and contribute to any and all of these exciting watershed events.
7 H16 Project Team Updates To provide Project Team Updates to Coalition members. THAT the following Project Team verbal updates and minutes be received for information: o Brampton Etobicoke Creek Team; o Lower Etobicoke Creek Team; o Lower Mimico Creek Team; AND FURTHER THAT Project Team updates be brought back to the Etobicoke-Mimico Watersheds Coalition. 6.1 Communications and Engagement Team Dennis Bradley provided a passionate recap of the Dragon Boat Festival and encouraged all Coalition members to participate next year. David Laing shared the vision for the proposed environmental Bike passport event. 6.2 Lower Etobicoke Team Sherway Trail Construction and Restoration Project MTO easement request has been reviewed and is now conducting environmental monitoring on the site. It will then finalized the access agreement with the City of Toronto. 6.3 Lower Mimico Team Mimico Creek Trail TRCA is working with the consultants to finalize bridge design and trail alignment. Continuing to work with the City of Toronto and the Ward Councillor to secure funding. The Heathercrest planting was a success. There was an update on the Lower Mimico Trail progress. 6.4 Brampton Etobicoke Creek An update of the Heart Lake Road Ecology Monitoring Project was given. The summer was very successful in the care of the Medicine Wheel and Pollinator Gardens.
