5 Inquiry into Fuel Poverty & Energy Efficiency Environment and Sustainability Committee s recommendations: Ministerial Advisory Group on Fuel Poverty: Welsh Government should facilitate an annual forum for stakeholders to discuss issues relating to actions to tackle fuel poverty and improve energy efficiency in Wales Energy Efficiency Strategy: how the Welsh Government sets out how coordination between Welsh and UK Government energy efficiency schemes will be improved in the energy efficiency strategy Energy Efficiency Schemes: Welcomed ongoing commitment to the schemes. But delivery in rural areas could be improved Fuel Debt: progress remains slow and not widespread. Welsh Government to keep the level of fuel indebtedness in Wales under scrutiny, particularly in rural areas Data: Welcomed Welsh Government intention to publish new data on fuel poverty Consumer protection: Welcomed establishment of Resource Efficient Wales and would review the success of this service as it develops. 6 Evaluation of the Nest scheme Key Findings of the report : 58m invested in the Nest scheme (April 2011-September 2014) Over 61,000 households provided with advice and support Over 20,000 households - referred or signposted to 3 rd parties for example on money and debt advice Over 15,000 households provided with free home energy improvement measures Leveraged an additional 4.2m of ECO funding into Wales Supported 46 SMEs Created 83 apprenticeships, trainees and jobs Accrued annual energy savings of 7.48m in total Over 80% of respondents to the evaluation were recorded as being in fuel poverty 89% of customers surveyed - increased confidence in and reduced concern about heating homes (of those who received an installation reported being better able to heat their home) NEA 2015
7 Evaluation of Nest Areas for improvement: majority of households have received only a single measure Application process not consistently accessible for certain groups eg those with sight and hearing difficulties, disabilities or mental health problems Risk that some households have been unable to access the support they need as they do not meet all of the qualifying criteria Marketing and targeting of the scheme to socially excluded groups could be improved Extension of Nest programme extension of the Nest scheme until million additional funding invested in Nest scheme in to maximize the funding that can be leveraged from the Energy Companies Obligation (ECO) into Wales. eligibility criteria widened - to include E-rated properties, in addition to F and G rated properties Households in receipt of a means tested benefit and living in privately owned or privately rented properties could now be eligible for free home improvements if their home has a SAP rating of 54 or less (equivalent to an energy rating of EPC E or below) NEA 2015

9 UK Fuel Poverty Monitor 2015 Evaluates & examines the different approaches to addressing fuel poverty across Wales, England, Scotland & Northern Ireland. Developed by National Energy Action & Energy Action Scotland. Funded by Citizens Advice. Aim: to identify good practice NEA 2015
10 2015 UK Fuel Poverty Monitor Wales Recommendations Without substantially increased funding overall, the Welsh Government's flagship energy efficiency programmes are currently only able to assist a small fraction of fuel poor households in Wales. The Welsh Government should lobby the UK Government to use the revenue the UK Treasury receives from levies on energy bills to increase resources for the Welsh Government s energy efficiency programmes The Welsh Government is responsible for transposing the new NICE guideline on Excess winter deaths and morbidity and the health risks associated with cold homes to Wales. The Welsh Government should signal its support for the guidelines within the Government s forthcoming energy efficiency strategy for Wales The new UK Government should publicly set out its plans for working with the Welsh Government to address low incomes and low pay to assist the Welsh Government to meet its fuel poverty and child poverty targets The Minister for Communities and Tackling Poverty within the Welsh Government should work with other relevant departments in Wales to establish the extent to which local authorities in Wales are fulfilling their current duties in relation to housing standards and take appropriate action NEA 2015
11 2015 UK Fuel Poverty Monitor UK Recommendations The UK Government must introduce an ambitious energy saving target for the whole of the UK. The UK Government should also support a minimum binding 40% energy saving target across Europe by The next Comprehensive Spending Review will be of critical importance. The UK Government must take a lead and set an aspirational target for a minimum of 8-10% of the UK s annual public infrastructure budget to be spent on supplementary programme(s) that can make homes warmer and healthier as well as creating economic growth. The UK Government must continue to monitor fuel poverty levels across the UK and identify any changing demographics within fuel poor households under the 10% method of measuring fuel poverty. This should involve working across the nations and relevant departments to update national housing surveys and identifying any cross cutting fuel poverty implications within UK wide policy making. 51 Our Work The Energy Advice Project is a free service of It provides support to people experiencing financial difficulties, advising and assisting them on a range of energy-related issues. These include: dealing with fuel debt; payment options and budgeting; and saving energy at home.
52 Fuel Debt What we do: Find out how much they owe Advise on priority debts and payment methods Negotiate affordable repayment rates and set up a payment plan on the best payment method Refer to any appropriate other schemes Apply to charitable trust funds to clear the debt We can do everything over the phone and by post. We have clients from all across Wales
53 BGET Grants The British Gas Energy Trust (BGET) can award grants to help: Clear gas and electricity debts (and, in some circumstances coal or oil debts) Purchase essential household items (including white goods and boiler replacements) Provide other forms of financial help (including bankruptcy fees and funeral expenses)
54 Emergency Credit The British Gas Energy Trust can give small grants to British Gas customers who are low on credit on their prepayment meters. They offer 28 credit for single people and 45 if there are multiple people in the household. We can do an assessment over the phone and vouchers for credit are sent to us within 24 hours.
55 Case Study Miss J was referred to us because she had missed a few electricity bills with SWALEC. Miss J has poor physical and mental health following years of domestic abuse and was struggling to maintain her daily affairs. We registered her on the Priority Service Register as a vulnerable adult, signed her up to the Warm Home Discount and referred her for tenancy support. Talking to her we discovered she didn t have a cooker in the property and her electricity tariff had not been changed after her housing association installed gas central heating. We switched her to the much more affordable duel fuel account, then applied to the British Gas Energy Trust who gave a grant of 752 to clear her arrears and a new, energy efficient cooker.

58 Fuel poverty In Wales fuel poverty is defined as having to spend 10% or more of your household income in order to adequately heat and power your home. Around 30% of Wales is in fuel poverty. Caused by low income, inefficient housing and high fuel costs. Elderly, sick and disabled at higher risk from fuel poverty. According to Ofgem, in 2014 there were 1.4 million people In debt with their electric accounts, and 1.2 million in debt with their gas accounts. The average amounts owed were over Mental health issues are both a symptom and a cause of debt.
