2 A Message From Our Chief... The Morgan Hill Police Department takes great pride in providing quality service through high standards of integrity, proactive policing and community partnerships. Our City Council supports this mission as they continue to make enhancing public safety a number one priority. It is a choice that requires commitment and dedication to stay current with the training and case law associated with the complex and challenging profession of law enforcement. Your Police Department remains steadfast in our devotion to maintaining Morgan Hill as a safe community for our residents, businesses, and guests. We know that a successful law enforcement organization is one that proactively seeks to prevent and solve crimes and build community partnerships that enhance the quality of life. The following pages will illustrate how members of MHPD and our community partners work together to address the needs of our Morgan Hill today. ~ Chief David L. Swing

3 Crime in Morgan Hill Part 1 Crimes are defined as offenses that are more serious crimes by nature and/or volume. Each month agencies in the state submits monthly crime statistics to the California Department of Justice, which will in turn forward the information to the FBI. The majority of cities in Santa Clara County have seen a decrease in Part 1 Crimes when you compare 2016 totals to 2015 totals. 4 Community Engagement Mannequin Challenge Morgan Hill PD had the opportunity to participate in this viral internet video trend in December. Members of our department froze in action (like mannequins) while involved in various scenes around the depart ment. Y ou can view our video by visiting Officers, Students and Target Employees Shop With A Cop On December 13, 2016, selected Fourth Graders from Morgan Hill schools participated in the second annual Shop With A Cop event with Morgan Hill Officers. The event was sponsored by the Morgan Hill Police Officers Association. This event was not only an opportunity for our young role models to be recognized for their hard work, but also to have a meaningful interaction with their local police officers. The students were chosen by teachers for their positive behavior at school. Safe Trick or Treat Every year our Morgan Hill families and others come to Downtown Morgan Hill to celebrate an annual Halloween tradition. Safe Trick or Treat provides a fun and safe environment for families to stroll the closed streets of downtown to trick or treat. Our Volunteers in Policing (VIPs) helped City of Morgan Hill Teammates hand out Cutie oranges to kids of all ages! VIPs and City Teammates Coffee With A Cop Coffee With A Cop connects citizens with their local law enforcement. In 2016 Morgan Hill PD participated in this innovative program aimed at improving trust and building relationships in the community. The event was hosted at one of our local Starbucks and was a successful experience. Launched in 2011, Coffee With A Cop is now a nationwide event. Morgan Hill Police Dispatchers and Officers answer your emergency calls 24 hours a day, 7 days a week. The number of calls has increased in the past few years, which not only impacts our 8 dispatchers but also the officers that respond to those calls. Traffic issues and collisions continue to be a concern to our community. Traffic congestion, distracted driving, road work, weather, recklessness, and speeding are examples of traffic issues that can lead to collisions. Some of these issues are beyond the drivers control, and some are not. Safe driving is everyone s responsibility. Morgan Hill has experienced an increase in traffic collisions in 2016 compared to the previous three years. Our Traffic Unit and Patrol Officers are committed to assisting the community in decreasing the number of collisions in the years to come. There are Accidents many strategies to accomplish this goal, such as directed traffic enforcement, responding to traffic complaints, community outreach campaigns, and safe driving education. Reports Involving an Arrest This chart is an useful tool in helping our department determine if our officers are practicing 27% 29% 36% 38% 40% 45% 50% proactive policing, writing quality reports, and conducting detailed investigations which result in justice for the victims. 14% It also shows that our department is committed to productive police work as we have had the honor of 50% of our written police reports resulting in an arrest being made.

6 Services for Our Community Office of Emergency Services Morgan Hill s Office of Emergency Services collaborates with community members and regional agencies to prepare, respond and recover when large-scale emergencies overwhelm City resources. Every City Teammate is prepared to function as a Disaster Service Worker. The Emergency Operation Center Team include representations from all City departments, Morgan Hill Unified School District, American Red Cross (ARC), and Amateur Operators. Radio During 2016 the EOC team participated in local and county-wide disaster simulation exercises and formed agreements with local vendors to provide emergency logistical support when required. A Shelter Management Team was established and joined the ARC in setting up and running an emergency shelter exercise; team members can now respond to local requests for shelter management assistance. Our Office of Emergency Services purchased a second Community Emergency Response Team Trailer and supplied it with emergency response equipment. The trailers can be deployed to neighborhoods to assist with emergency response efforts. We also provided emergency alerting radios to all public and private schools within the city for monitoring of emergency alerts and/or severe weather situations. Vacation Home Check Patrol Program Our VIPs (Volunteers in Policing) offer Vacation Home Checks for residents who will be away from their home for more than 3 days. The patrol checks occur as time permits and focus on front and side yard areas. Family Justice Center The Family Justice Center (FJC) is a safe place for victims of sexual assault and domestic violence, and their children, to receive assistance for advocacy; counseling services, legal services, access to specialized law enforcement investigators (including a MHPD Domestic Violence Detective), attorneys, probation officers, and referrals for emergency shelter. All services are provided in English and Spanish. Based on its success in South County the program was expanded to other locations in the Santa Clara County. The center is located at Community Solutions (16264 Church Street, #103) in Morgan Hill and is open every Wednesday from 9 am to 5 pm.

7 Community Survey The Police Department conducted an on-line survey in January of 2017 and asked some key questions of our community. Nearly 550 people responded and more than 95% reported living in Morgan Hill. The responses from the community both reaffirmed our efforts and helped us develop priorities for the coming year. We used a Word Cloud format to illustrate the highest priorities which are identified by a larger font in the corresponding slides. The top current public safety issues were identified as home burglaries, theft and illegal fireworks. Areas of future focus were similarly aligned and also included an increased presence in neighborhood patrols and addressing crime issues related to gang involvement. In response to the concerns expressed, the Police Department has taken some immediate steps to abate crime and address quality of life issues. The City Council recently appropriated additional funds to reinstate the department s Street Crimes enforcement team to focus on gang intelligence and suppression and long-term neighborhood quality of life issues. We also know that as internet commerce has increased so has the number package thefts from the front porches. Our Special Operations division is developing a package theft sting operation and will roll that out in advance of the 2017 holiday season. Your Morgan Hill Police Department prides itself on providing proactive and professional police services. The above programs are examples of how we strive to listen to the concerns of those we serve and work to ensure a safe community for all to enjoy.
