20 Challenges in Program Implementation The younger generation does not take sufficient part in the process. How do we train policemenin the approach? A cultural and mental change is needed in the system to improve work relations with the Arab sector (this is a challenge for other organizations too, not just the police). Difficulties in creating a mental and behavioral change in the sector due to tribal culture (sectoral crime).

21 What can be Done: Topics for improvement Knowing the Other. Pursue respectable figures in the sector to talk with local policemen about the Arab culture. A monthly panel of station commanders with respectable figures, business owners. Establishing a parent patrol in each village. Social activities for the benefit of the community. Establishing forums (religious and educational figures and other distinguished persons).
