3 About the Award THE DISTINGUISHED SERVICE AWARD (DSA) REFLECTS THE ASSOCIATION S COMMITMENT TO INCREASING PUBLIC RECOGNITION OF THE SIGNIFICANT CONTRIBUTIONS MADE TO PUBLIC HEALTH IN ONTARIO BY BOARD OF HEALTH MEMBERS, HEALTH UNIT STAFF, AND PUBLIC HEALTH PROFESSIONALS. ELIGIBILITY FOR THIS AWARD IS OPEN TO ANY OF ALPHA S MEMBERS, INCLUDING MEDICAL OFFICERS OF HEALTH, BOARD OF HEALTH MEMBERS, MEMBERS OF AFFILIATE ORGANIZATIONS AND, OCCASIONALLY, INDIVIDUALS OUTSIDE THE ASSOCIATION. 4 Award recipients JOAN CARROTHERS Ontario Association of Public Health Dentistry In a public health career spanning more than 35 years, Joan Carrothers has made valuable contributions to the field of public health dentistry at local and provincial levels. Now retired, she began in 1974 as a frontline dental staff member at the Borough of Etobicoke and last served in Middlesex-London Health Unit as Manager, Oral Health Services, a position in which she collaborated and consulted with senior health unit staff, the board of health, Ministry of Health and Long-Term Care, and other health units in Ontario. With her dental director, Joan introduced the 2 for 2 public health dental campaign (clean your teeth at least 2 times a day for 2 minutes) to the local community, where it was met with great success. The program was eventually adopted province-wide by many health units. She also collaborated successfully with five other health units and the University of Western Ontario s Schulich School of Medicine & Dentistry to use a portion of each health unit s Healthy Smiles Ontario capital budget to initiate the construction of a one-of-akind General Anesthetic Suite at the University that will increase access to care and decrease wait time for low-income families children requiring dental surgery. For 11 years, Joan served on the Executive of the Ontario Association of Public Health Dentistry (OAPHD) where, as a strong supporter of continuing education, she organized and presented at numerous Continuing Education Days for OAPHD, and for the Canadian Association of Public Health Dentistry s Toronto conference. 4 DISTINGUISHED SERVICE AWARDS DINNER 2013
5 MEIGHAN FINLAY Ontario Council of Community Health Accreditation The words excellence and quality are part of Meighan Finlay s everyday vocabulary. As the Executive Director of the Ontario Council of Community Health Accreditation (OCCHA) for the past 19 years, her dedicated leadership and enduring commitment to continuous quality improvement is well-known among Ontario s local public health units. Under her stewardship, OCCHA helped health units achieve excellence in governance and management. Over the years Meighan has strived to ensure that OCCHA s accreditation processes supported the needs of local public health units in a changing Ontario public health system. Her career with public health started with the integration of the Mandatory Health Programs and Services Guidelines into accreditation processes in the 1990 s and continued through to the recent updates for compliance with the Ontario Public Health Standards and the Organizational Standards. Her focus has been steadfast on ensuring that Ontario s public health units had an accreditation process that was specifically designed for local public health in Ontario and functioned well to support health units to meet both their legislated and organizational mandates in the areas of governance, human resources, business and service/program delivery. OCCHA has served numerous boards of health in the pursuit of continuous quality improvement and in the process Meighan has developed strong, collaborative relationships with board of health members, medical officers of health and public health professionals throughout the province. 6 Award recipients VIVEK GOEL Public Health Ontario A respected public health physician and health services researcher, Dr. Vivek Goel has amassed many achievements over the course of his career. He is a professor in the Dalla Lana School of Public Health at the University of Toronto, and a senior scientist emeritus at the Institute for Clinical Evaluative Sciences (ICES). In local public health, he is best known in his role as the founding President and Chief Executive Officer of Public Health Ontario (PHO), an arm s-length government agency dedicated to protecting and promoting the health of all Ontarians and reducing inequities in health. Under his direction since July 1, 2008, PHO is now fully established as a hub organization that links public health practitioners, front-line health workers and researchers to the best scientific intelligence and knowledge from around the world. For Ontario s public health units, PHO provides expert scientific and technical support relating to infection prevention and control; surveillance and epidemiology; health promotion, chronic disease and injury prevention; environmental and occupational health; health emergency preparedness; and public health laboratory services to support local public health agencies in making informed decisions and taking informed action to improve the health of Ontarians. In addition to exemplary leadership skills in organizational management and public health, Vivek has brought remarkable accomplishments in health care evaluation and research to his PHO role. He has been engaged in international activities, a broad range of research activities, and has served on numerous local, provincial and federal committees related to public health. Vivek is a licensed physician and Fellow of the Royal College of Physicians of Canada, having obtained his medical degree from McGill University. He did his post-graduate medical training in community medicine at the University of Toronto and also obtained a Master s degree (M.Sc.) in health administration from the University of Toronto and a Master s degree (S.M.) in biostatistics from Harvard University s School of Public Health. 6 DISTINGUISHED SERVICE AWARDS DINNER 2013
7 PENNY SUTCLIFFE Council of Ontario Medical Officers of Health During her 13 years as Medical Officer of Health for the Sudbury & District Health Unit (SDHU), Dr. Penny Sutcliffe has established herself in her community, and beyond, as a trusted source of advice, inspiration and advancement in the field of public health practice. She is passionate about the importance of the social determinants of health in local public health. Under her direction, this has extended beyond the implementation of best practices to innovation in areas of new focus. An example is the video Let s Start a Conversation About Health created by her health unit that has been used at World Health Organization meetings, translated into other languages, and has transcended political party lines. Penny is also a national leader on health equity issues, often advocating for vulnerable populations, and has developed tools and indicators to monitor and measure progress in the improvement of population health outcomes for all Ontarians. In 2012 she was selected by the Ontario Minister of Health and Long-Term Care to participate as the only voice of organized Public Health on the Minister s Healthy Kids Panel on which her influence and expertise is widely acknowledged. For the past two years, Penny has been the untiring and unwavering leader of alpha s Council of Ontario Medical Officers of Health. She has also been a leading field voice on the newly established Provincial Public Health Leadership Council, and has worked diligently as the leading and reliable communication interface between the Council and alpha and its members.
