1 Updated August 31, 2017 Case Number /27/2017 at 9:21 pm Rte. 41 and Westleigh Road Driving Under the Influence of Alcohol, No Valid Driver s License, and Illegal Transportation of Alcohol. Casrrubias, Elias M., male, age 33, 716 Central Ave Apt G, Highland Park, IL $3000 9/22/2017 at 9:00 am Police on patrol on Rte. 41 observed a red Kia swerve out of its lane of traffic multiple times. When officers conducted a traffic stop on the vehicle and identified the driver as Casrrubias, they immediately smelled the odor of alcohol coming from his vehicle. Casrrubias stated he did not have a driver s license and while talking to officers they noted he displayed several signs of intoxication and open alcohol was noted in the vehicle. Based on the officer s observations and Casrrubias s driving, he was arrested for Driving Under the Influence of Alcohol, No Valid Driver s License, and Illegal Transportation of Alcohol and transported to the Public Safety Building for processing. Casrrubias provided a breath sample when requested that indicated a result of bac. Casrrubias was processed, released on bond, and given a September court date. Case Number /27/2017 at 2:40 am Westleigh Road and red Fox Ln. No Valid Driver s License, Curfew Violation and Minor Consumption 10/03/2017 at 3:00 pm Juvenile male driver, age 16, Lake Forest Improper Turn, No Valid Driver s License and Curfew Violation Juvenile male passenger, age 16, Lake Forest Curfew and Consumption Juvenile male passenger, age 16, Lake Forest Curfew and Consumption Juvenile male passenger, age 16, Lake Bluff Curfew Juvenile male passenger, age 15, Lake Bluff-Curfew and Consumption Police on patrol in the area of Westleigh Road at 2:40 am observed a Toyota Rave 4 make an improper turn in the intersection. Police stopped the vehicle and, when they approached the car to speak with the driver, they located a male juvenile who stated he did not have a driver s license and he was driving a friend s car. There were four other juveniles in the vehicle and, while speaking with police, officers smelled the odor of alcohol coming from the vehicle. Subsequently all juveniles were cited for curfew violation, four were cited for consumption of alcohol by a minor, and the driver was additionally cited for improper turn and not having a valid driver s license. All were released to parents.
2 Case Number /25/2017 at 12:50 am 600 Block North Western Ave. Allen, Trevor D. male, age 20, 807 Lockett Rd. St. Louis, MO O Brien, Brett B., male, age 18, 2705 Wickham Ct., Plano TX Unlawful Possession of a Fraudulent ID Card and Unlawful Consumption of Alcoholic by a Minor 09/12/2017 at 8:45 am C 150 Waukegan Police on patrol in the area of Market Square observed three individuals acting suspicious. Officers observed one of the subjects take a bike from a bike rack, which did not belong to him, and begin riding it away. Police stopped the individuals and determined all three had been drinking. While speaking to Allen, who was unable to maintain balance and slurred when speaking, police asked for identification and Allen produced three out of state driver s licenses only one of which was his. Allen was subsequently arrested, transported to the Public Safety Building where he was charged with Unlawful Possession of a Fraudulent ID Card and Unlawful Consumption of Alcoholic by a Minor, processed, and released with a September court date. O Brien was charged with minor consumption of alcohol, issued an administrative hearing citation, and given a September hearing date. Farley, male, age 21, 7600 Stenton Ave., Philadelphia, PA Noise Violation & Possession of Drug Paraphernalia Durham J Gehlfi, male, age 22, 240 Hill, Falmouth, MA Noise Violation Elizabeth E. Elliott, female, age 20, 75 Lathrop, Grosse Point Farms, MI Alcohol violation Caroline E. Eckrich, female, age 20, 882 lake Shore Rd., Grosse Pointe, MI Alcohol violation Victoria T. Parrott, female, age 19, 930 Aspen, Palatine, IL Alcohol violation Gabriel N. Gonzalez, female, age 19, 885 Argone, Chelsea, Mi Alcohol violation Lily F. Coyle, female, age 19, 1405 Players Club, Gulf Breeze, FL Alcohol violation Madison J. Woodrick, female, age 19, 1007 Serenity Shores, Rockford, MI Alcohol violation Police responded to a 911 call concerning a loud party at 114 Washington Road. Upon police arrived, a large group of college students left the property and walked down Washington Road toward Lake Forest College. Police spoke to the renter of the house and advised him of the loud noise complaint. While on scene, police smelled the odor of cannabis coming from the house. They also located several people in the house who were intoxicated and under age. In plain view, in the large common area, police also observed three clear glass smoking bongs on a table, a red
3 and black grinder, a black digital scale, and a small clear jar containing several pills. All the persons under age and intoxicated were detained, charged with alcohol violations and released. Farley was charged with Noise Violation and Possession of Drug Paraphernalia. All were released and given a September administrative hearing date. Case Number /22/2017 at 4:33 pm 800 blk S. Green Bay Road Gales, Erica A., female, age 30, 3325 Noll Dr., IL Driving While License Suspended, Possession of Firearm Ammunition w/o a FOID card 10/12/2017 at 8:45 am C 150 Waukegan Police on routine patrol conducted a traffic stop on a speeding vehicle in the 800 block of S. Green Bay Road. When police approached and spoke to the driver, Gales, they determined her driving privilege was suspended. Gales was arrested and her vehicle was inventoried prior to being towed from the scene. Police located a bag containing 60 rounds of 9mm ammo in the center console of the vehicle. Gales FOID card was determined to be revoked at the time of the stop. Gales was charged with Driving While License Suspended and Possession of Firearm Ammunition w/o a FOID card. She was processed, released on bond, and given an October court date. Updated August 23, 2017 Case Number /20/2017 at 10:30 pm 1200 blk of Cascade Ct. Disorderly Conduct and Assault $10000 Binns, Gregory, male, age 66, 1240 W. Cascade Ct. Lake Forest IL /29/2017 at 9:00 am C 120 Waukegan Police responded to an address on Cascade Court after receiving a 911 call concerning a domestic disturbance where an individual was armed with a knife. Police were able to calm the situation, conduct an investigation and subsequently arrested Binns for Disorderly Conduct and Assault. Binns was transported to the Public Safety Building where he was processed and held pending transport to Lake County jail for a bond hearing. Case Number /19/2017 at 11:16 pm Rte 41 and West Washington Improper Lane Usage, Illegal Transportation of Alcohol, Driving Under the Influence, Garcia Pacheco, Eugenio, male, age 27, 234 Jackson Ave., Charleston, IL $ /22/2017 at 9:00 am
4 Police responded to a driving complaint concerning a black Mustang on northbound Rte. 41 that was swerving all over the road, almost striking other vehicles and driving erratically. Police were able to stop the vehicle in the area of Rte. 41 and West Washington. Officers spoke with Garcia and he admitted to drinking a six pack of beer earlier in the night. Based on subsequent field sobriety test, Garcia was arrested for DUI alcohol, and transported to the Public Safety Building for processing. During processing, Garcia submitted to a breath test, which resulted in a reading of.150 bac. Garcia was processed, released on bond, and given a September court date. Updated August 17, 2017 Case Number /16/2017 at 12:06 am Rte. 41 and Gage Lane Possession of drug Paraphernalia, Speeding 80/55 Winfield, Vincent L., male, age Glen Flora, Waukegan, IL Anderson, Brian A., male, age 23, 1607 Berwick, Waukegan, IL /17/2017 at 3:00 pm Police on routine patrol conducted a traffic stop on a red Ford for speeding 80 mph on Rte. 41. When police approached the vehicle and spoke to the driver, officers on scene immediately smelled the odor of cannabis coming from the vehicle. Police had both subjects step out of the vehicle and located drug paraphernalia in Anderson s possession. Subsequently, Winfield was issued a citation for speeding 80/55 with a Branch Court Date and was released on bond. Anderson was issued an Administrative Citation for Possession of Drug Paraphernalia with a hearing date 0900hrs. Both subjects were released. Case Number /15/2017 at 7:42 pm 300 block Deerpath Assault, Resisting Arrest and Public Intoxication 09/05/2017 at 1:30 pm Lindquist, Robert S., male, age 48, th Street, Wilmette, IL Police were called to the Lake Forest Library after getting a call about a suspicious person. Police located Lindquist sitting on a bench near the Library with an opened box of wine and demonstrating signs of being highly intoxicated. While speaking with officers Lindquist became agitated and shoved two police officers. Lindquist resisted when informed he was under arrest and officers were eventually able to get him transported to the Public Safety Building. Lindquist was charged with Assault, Resisting Arrest, and Public Intoxication, issued citations, and processed. He was released on bond, given a September court date, and turned over to his brother at the Public Safety Building.
5 Case Number /15/2017 at 1:21 am 600 block of Deerpath Minor Consumption of Alcohol Douglass, Maren L., female, age 18, 310 Rothbury, Lake Bluff, IL Davis, Melissa L., female, age 18, 492 Greenvale, Lake Forest, IL Administrative Hearing 09/13/2017 at 9:00 am City Hall Police in the area of Faith Lutheran Church observed two females walking on Deerpath near Rte. 41. When police drove towards them, the two females retreated and ran north up a small path towards Lake Forest Hospital. Officers were eventually able to locate Douglass and Davis on a gravel path near the Lake Forest Club. Officers spoke to the two females and immediately detected the odor of alcohol on their breath. After further investigation, both females were issued administrative hearing tickets for Minor Consumption of Alcohol, given a September court date, and then given a ride home by police. Case Number /14/2017 at 9:43 pm 300 block of Wisconsin No Valid Driver s License Sanchez, Carlos, male, age 30, 1326 Victoria Ave., North Chicago IL /19/2017 at 1:30 pm Police, on routine patrol on Wisconsin Avenue, conducted a traffic stop on a 2008 Mitsubishi that was driving with only one head light working. When police spoke to Sanchez, the driver, they determined he did not have a valid driver s license. Sanchez was arrested for No Valid Driver s License and transported to the Public Safety Building where he was processed, released on bond, and given a September court date. Case Number /10/2017 at 7:57 pm Marion Avenue, Lake Forest Driving Under the Influence Alcohol $ /01/2017 at 9:00 am Findlay, Julie E., female, age 28, 3345 N. Marshfield, Chicago, IL Police responded to a 911 call concerning a female driver passed out behind the wheel of a car parked on Marion Avenue. When police arrived, they located a black Jeep Compass with a female driver who appeared to be sleeping. When police spoke to the driver, Findlay, they determined she showed signs of alcohol impairment and, after requesting her to complete some standard field sobriety test; Findlay was arrested for Driving Under the Influence and transported to the Public Safety Building for processing. Findlay was processed, released on bond, and given a September court date.
6 Updated August 11, 2017 Case Number /07/2017 at 5:23 pm Rte. 41 and Westleigh Cook, Steven W., male, age 27, 8044 Harding Ave. Skokie IL Criminal Damage to Property and Unlawful Possession of Controlled Substance 09/19/2017 at 8:45 am C 120 Waukegan Officers on routine patrol responded to Rte. 41 after receiving a 911 call concerning occupants of a vehicle throwing items at another vehicle. Police located the victim and the suspect and following an investigation, Cook was arrested for throwing a bottle and hitting the victim s vehicle. When police placed Cook in handcuffs and searched him, they located a quantity of amphetamine pills in his pocket. Cook was transported to the Public Safety Building, charged with Criminal Damage to Property and Unlawful Possession of Controlled Substance, processed, and released on bond. Cook was given a September court date. Updated August 7, 2017 Case Number /05/2017 at 2:37 am Illinois Road and Green Bay Road Driving Under the Influence Alcohol $3000 Kadluboski, Brian K., male, age 46, 2201 Devonshire Rd., Waukegan IL /01/2017 at 9:00 am Police on patrol observed a vehicle traveling south bound in the north bound lanes of Green Bay Road near Illinois Road. Police immediately stopped the vehicle and spoke to the driver, Kadluboski. During the conversation police detected the odor of alcohol coming from his breath, they observed numerous alcoholic beverage containers in the vehicle, and Kadluboski was demonstrating signs of intoxication. Police requested Kadluboski perform several field sobriety test as part of their investigation. Kadluboski was eventually placed under arrest for driving under the influence and transported to the Public Safety Building for processing. Kadluboski was processed, released on bond, and given a September court date. Case Number /04/2017 at 7:22 pm 400 block of Mayflower Criminal Damage to Property, Criminal Trespass to Residence, Possession of Cannabis and Drug Paraphernalia and Driving While Suspended. DeLamora, Jose J., male, age 18, 1620 Sunset Ave. Waukegan IL Juveniles (1 male, 1 female) $ /22/2017 at 1:30 pm C 120 Waukegan
7 Officers responded to a residential burglar alarm at a house in the 400 block of Mayflower. Police located DeLamora and two juveniles on the property and, as a result of their investigation, determined DeLamora and one juvenile had broken a window at the residence for the purpose of entering the vacant house. During the investigation, police located Cannabis and Drug Paraphernalia in DeLamora s possession. All three individuals were transported back to the Public Safety Building. The parents of the juveniles were contacted. DeLamora was charged with Criminal Damage to Property, Criminal Trespass to Residence, Possession of Cannabis and Drug Paraphernalia and Driving While Suspended. He was held overnight and transported to the Lake County Jail for a bond hearing on 8/5/17. The two juveniles were questioned and turned over to their parents. Case Number /04/2017 at 8:22 am Rte. 41 and Gage Lane Speeding and No Valid Driver s License 09/05/2017 at 3:00 pm Molina Rodas, Douglas A., male, age 31, 1711 Golf Road, Waukegan IL Police on routine patrol stopped a vehicle for speeding 78 mph on Rte. 41. When police approached the vehicle and spoke to the driver, Molina Rodas, they determined he did not have a valid driver s license. Molina Rodas was arrested, charged with No Valid Driver s License and speeding 78/55. He was processed, released on bail, and given a September court date.
