2 State of the County Health Report Overview
3 Purpose of State of the County Health Report Provides an annual update on the health outcomes and factors that drive the health status in this community; such as diet and exercise, graduation rates, access to care, and poverty. Reviews the health priorities identified in the 2011 Community Health Assessment and progress made towards improving the health status and quality of life for New Hanover County residents.

11 Priority Health Issues During the 2011 Community Health Assessment process, obesity, injury and substance abuse were listed as priority health issues to target to improve the health status in New Hanover County. 1. Obesity increase the percentage of adults who met physical activity recommendations and fruit consumption and reduce overall overweight/obesity rates 2. Injury reduce unintentional poisoning rates 3. Substance abuse reduce underage drinking rates
12 Obesity According to 2009 Behavior Risk Factor Surveillance System: Over 80% of adults consumed less than 5 fruits & vegetables. Over 46% of adults did not meet physical activity recommendations. According to 2009 NC Nutrition and Physical Activity Surveillance System: Over 33% of children ages 2-18 are overweight.
13 Interventions for Obesity Increase the awareness of the importance and benefits of healthy eating and physical activity Promotional Campaigns Increase the opportunities for healthy eating and physical activity Programs Policy and Environmental Efforts
14 Obesity-Promotional Campaigns LiveFit and weelivefit Resource: UNCW Obesity Prevention Initiative UNC Wilmington School of Nursing, City of Wilmington, Department of Transportation, Cape Fear Community College, Smart Start of New Hanover County, businesses and other community partners provide an online initiative; a one-stop shop for health related events, resources and health tips for the Cape Fear region. As of November 19, 2012, 3,192 members have logged over 259,897 miles of physical activity and have lost 4,140 lbs. Port City Breastfeeding Project and New Hanover County WIC promoting healthy lifestyles through encouraging breastfeeding by placing real-life cut outs throughout 6 community sites to increase awareness and making breastfeeding the social norm. SEE, SHARE & BE AWARE: City of Wilmington, Wilmington Metropolitan Planning Organization, New Hanover County, Cape Fear Cyclists, Back on Bikes, and other community partners throughout Cape Fear Region joined efforts to implement See, Share and Be Aware, an awareness campaign with printed materials, billboards and a website with helpful tips for motorists, cyclists, and pedestrians on how to be safe on the road.
15 Obesity-Programs International Walk to School Day: Safe Kids Cape Fear Coalition with City of Wilmington, Wilmington Police Department, New Hanover County Fire & Rescue, New Hanover County Sheriff s Office, UNCW, and Ogden & Forest Hills Elementary Parent Teacher Associations implemented the International Walk to School program to over 600 participants, students, parents, teachers and volunteers. The program s goal is to increase awareness of how to walk safely as a pedestrian, how to identify all possible safe routes to school and the health benefits of walking to school. Childhood Obesity Project: Smart Start and New Hanover County Health Department, childcare centers, UNCW, and local pediatric offices, implemented an educational campaign to 180 childcare facilities and four pediatric offices highlighting two health messages; rethink your drink and reduce screen time. The goal is to increase awareness of the healthy choices to make for a healthier life by encouraging families with young children to limit sugary drinks and time spent in front of a screen.
16 Obesity-Policy and Environmental Efforts Feast Down East includes many community partners such as UNC Wilmington, NC Public Health Foundation, Blue Cross Blue Shield, North Carolina Department of Health & Human Services, and United States Department of Agriculture helps increase access to fresh local healthy foods through its promotion and support of farmers markets, Community Supported Agriculture and buying clubs. Feast Down East is the Service Site for the FoodCorps National Service Program. Some of the FoodCorps efforts have included a built school garden and gardening club at Snipes Elementary School, a Friends, Food and Fun afterschool program at Hillcrest Community Campus, and working with the Child Nutrition Program with hopes to increase fresh produce in the cafeteria. Safe Kids Cape Fear and City of Wilmington partnered to provide Wilmington s streets with safer crossing options on 8th and Castle Street and 10 th and Castle Street, provided for by Safe Kids Environmental grant. New Hanover County Schools and the School Health Advisory Committee strive for healthy schools and healthy children through the 11 schools that are participating in the Alliance for a Healthier Generation program, whose goal is to create environments where physical activity and healthy eating are accessible and encouraged.
17 Unintentional Poisonings According to the North Carolina Governor s Crime Commission report released 2011, unintentional poisonings in North Carolina significantly exceed the national average and have become the second leading cause of injury among North Carolinians. According to the North Carolina State Center for Health Statistics: From , there were 140 deaths attributed to drug overdoses in New Hanover County. From , New Hanover County and North Carolina s death rate for unintentional poisonings was 11 per 100,000 persons.
18 Interventions for Unintentional Poisonings Increase community awareness of the importance of securing medicines and provide opportunities for residents to safely dispose unwanted medications Programs
19 Unintentional Poisonings-Programs New Hanover Regional Medical Center with community partners, New Hanover County Sheriff s Office, Safe Kids Cape Fear, Cape Fear Coalition for a Drug-Free Tomorrow, N.C. Division of Environmental and Natural Resources of New Hanover County and Kure Beach Police Department, Wilmington Police Department, and United States Drug Enforcement Agency collaborated to provide the community with operation medicine drop events in the spring and fall. During the two Operation Medicine Drop events in 2012, over lbs of unwanted medicines were collected from 853 contributors. Coastal Horizons and Cape Fear Coalition for a Drug Free Tomorrow distributed 76 Medication Lock Boxes.
20 Substance Abuse According to the 2007 NC Youth Risk Behavior Survey, 46.9% of New Hanover County high school students, compared to 37.7% of NC high school students, had at least one drink of alcohol on one or more of the past 30 days. Based on the NC Eastern Region youth risk behavior survey results, it can be estimated that among a classroom of 30 students, one would likely find about 9 middle school students and 11 high school students who have drank alcohol in the past 30 days.
21 Interventions for Underage Drinking Assess underage drinking in community Surveys Increase community awareness of alcohol use, abuse and health effects Promotional Campaigns Educate children, youth, parents and families on making informed healthy decisions Programs Improve environmental conditions to reduce access of alcohol to underage youth Environmental and Policy Efforts
22 Substance Abuse-Youth Surveys Cape Fear Coalition and New Hanover County Schools goal is to capture a local snapshot of health attitudes and behaviors from New Hanover County school students (ages 11-18) through administering the Search Institute s Profiles of Student Life: Attitudes and Behaviors Survey. This youth survey will gather data on 4 core measures for alcohol and substance use: age of onset, 30 day use, perception of risk or harm, and perception of parental disapproval. Sixteen UNCW students will be administering the 160 question survey to the 1000 middle and high school students who will be randomly selected at Trask, Murray, Williston, New Hanover and Hoggard. Results from the survey are expected to be available early 2013.
23 Substance Abuse-Promotional Campaigns Coastal Horizons and Cape Fear Community Coalition with community partners implemented the following promotional campaigns this year: Red Ribbon Week Campaign encourages children to live drug free lives. This campaign was promoted through school presentations serving over 1063 youth. Safe Homes Pledge approach is to prevent underage drinking. Parents sign a pledge to follow some simple principles that provide a safer environment for their children by not allowing children to drink alcohol in their homes. As of October 31 st, New Hanover County has obtained 100 signed pledges, striving for the goal of 500 safe homes pledges. Talk It Up. Lock It Up!, campaign is designed to encourage parents and adults in the community to secure and monitor the alcohol in their home. Three community awareness events and radio PSAs. were conducted to involve parents and adults in New Hanover County to do their part in helping reduce underage drinking.
24 Substance Abuse-Programs Coastal Horizons provided the following evidence based programs to over 288 youth and parents from July-October 2012, to educate children, youth and parents on making healthy informed choices. (These are Best Practice Curriculums from National Registry of Evidence based Prevention Programs.) Elementary School (Protecting You, Protecting Me & I m Special) Middle School (Project Venture) High School (Project Towards No Drug Abuse) Parents (Guiding Good Choices-parents of 9- to 14-year-old children & Staying Connected With Your Teen
25 Substance Abuse-Policy and Environmental Efforts Cape Fear Coalition for a Drug Free Tomorrow advocates for policies to discourage underage drinking through following policy and environmental efforts: Community Events Policy (SMART guidelines for safer community festivals and events) Beach Rental Policy (policies to discourage underage drinking in rental properties) Alcohol purchase surveys (conducted to monitor and prevent the sale of alcohol to underage youth by increasing merchant compliance with ID checks)
26 Communicable Diseases The New Hanover County Health Department received the Best Practice for Surveillance and Reporting award from the NC Division of Public Health at the 3rd Annual Communicable Disease Conference and Tuberculosis Symposium. This award was in recognition of Local Health Departments that demonstrate best practice for prompt disease investigation and timely data entry into the North Carolina Public Health Electronic Disease Surveillance System (NC EDSS). The Communicable Disease program investigated five (5) Norovirus outbreaks in long-term care facilities this year. Other significant outbreaks included a foodborne illness outbreak in a local restaurant as well as two (2) cases of pertussis.
27 Other Impacts on Health New federal food code was implemented to improve food preparation and handling in governing restaurants and other food establishments. As of October 31, 2012, 20 confirmed cases of rabies were reported in New Hanover County this year.
