1 13 th National Indian Nations Conference: Justice for Victims of Crime Services to Underserved Victim Groups Affected by Drunk and Drugged Driving December 7, 2012 Agua Caliente Band of Cahuilla Indians Reservation Coachella Valley, California MADD s Mission is to Stop Drunk Driving, Support the Victims of This Violent Crime and Prevent Underage Drinking. 1

2 Throughout 2011, MADD volunteer and staff advocates provided critical services to 63,259 uniquely individual people who have been impacted by drunk driving and drugged driving crimes. That s one unique person every 8 minutes. Services are free of charge and are rendered by trained victim advocates, many of whom have been personally impacted by drunk driving crimes. 2

3 Without our advocacy work, MADD believes that countless victims would not be empowered to participate in the criminal/civil/restorative justice processes would not be aware of services available would not receive critical social support from others within the victimization community Yet with almost 11,000 people killed and 350,000 injured in crashes each year, there are thousands who never receive services. 3

4 MADD strives to increase our outreach to underserved impaired driving victim groups Native American crime victims/survivors Latino victims/survivors African American victims/survivors Drugged Driving crime victims/survivors Rural Resident victims/survivors Injured Crash survivors An alarming fact, Native Americans are at high risk of being affected by an impaired driving crash. 5 In 2008, 11,773 people were killed in alcoholimpaired driving crashes. Rural areas accounted for 57% (6,678) of these fatalities as compared to 43% (4,984) in urban areas. 6 Ultimately, the goal can be attained by increasing the knowledge of victim advocates and increasing and deploying the number of MADD victim advocates to serve rural and tribal communities. The training project includes the following objectives: 1) develop and implement a 20 hour training institute to enhance the knowledge base of the unique needs and complicated issues 2) develop and implement a volunteer management component within the training institute 6

7 The training project includes the following objectives: 3) develop strategic community outreach plans specific to the unique needs of the Native American and rural impaired driving underserved populations 4) implement key components of culturally competent victim services. The training institute will be implemented in two regional locations for 175 participants and will consist of 20 hours of classroom lecture, participation, and pre and post learning assignments. 7

8 During the training, participants will be given the task of developing an underserved culturally competent community outreach plan that addresses the unique needs and complications for Native American and rural impaired driving crime victims/survivors. Victim/Survivor Resources 8
