1 REPORT FOR ACTION All-Way Stop Control Review - Bernadine Street and Doerr Road Date: May 4, 2018 To: Scarborough Community Council From: Director, Transportation Services, Scarborough District Wards: Ward 38 Scarborough Centre SUMMARY This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. This report recommends that an All-Way Stop Control not be installed at the intersection of Bernadine Street and Doerr Road as the existing conditions do not meet the warrant for the installation of such a traffic control device. This location currently has a stop control facing the northbound approach on Doerr Road at this T-type intersection. RECOMMENDATIONS The Director, Transportation Services, Scarborough District recommends that: 1. Scarborough Community Council refuse to authorize all-way compulsory stop control at the intersection of Bernadine Street and Doerr Road. 2 DECISION HISTORY This report addresses a new initiative. COMMENTS At the meeting on April 4, 2018, Scarborough Community Council requested the Director, Transportation Services, Scarborough District to report back to the June 6, 2018 meeting of the Scarborough Community Council on the feasibility of installing an All-Way Stop Control at the intersection of Bernadine Street and Doerr Road. Below is the link to this decision: Existing Conditions The following characteristics describe Bernadine Street at Doerr Road: This intersection is located east of Brimley Road and south of Ellesmere Road. Bernadine Street is a two-lane local road with a regulatory speed limit of 40 km/h. Doerr Road is a two-lane local road with a regulatory speed limit of 50 km/h. Currently, northbound traffic on Doerr Road are required to stop at Bernadine Street. There are sidewalks on all sides of the subject intersection. The land use in the surrounding area consists of single family residential dwellings and a school. Staff Report for Action on Bernadine Street and Doerr Road All-Way Stop Control Page 2 of 5
3 Analysis All-Way Stop Control Warrant Study A traffic study conducted at the intersection of Bernadine Street and Doerr Road during the morning and afternoon peak hours of a typical weekday (Tuesday, December 5, 2017), produced the following results: All-Way Stop Control Warrant A Total Approach Vehicle Volume B Vehicle/Pedestrian Volume Crossing Major Road C Unit Volume Split* Major/Minor Roads Two-Hour Study Period Hourly Average /37 Warrant Requirements For Study Period Average For Local Roads * "Unit Volume Split": Major Road Volume - Vehicles only. Minor Road Volume - Vehicles plus pedestrians crossing the major road. 30/70 or 70/30 For an all-way stop control to be numerically justified, the traffic volume requirements for the "Study Period Average" must be completely satisfied in Categories A and C, or Categories B and C. As outlined in the table, the traffic volumes do not meet the requirements to install an all-way stop control at the intersection of Bernadine Street and Doerr Road at this time. However, should an all-way stop control be warranted in the future, this would be a suitable location. A review of the collision records revealed that there have been no preventable collisions reported at this intersection during the five-year period ending December 31, Alternate Recommendation If, despite the findings above, the Scarborough Community Council determines that an all-way stop control would be beneficial, it may approve the following as to form: 1. Scarborough Community Council authorize all-way compulsory stop control at the intersection of Bernadine Street and Doerr Road. However, if an all way stop control were to be approved at the subject intersection, then the financial cost of installing the recommended signs and pavement markings is approximately $1, The funding for the signs and pavement markings is available in the Transportation Services Division's 2018 Operating Budget, within cost centres TP0397 and TP0398.
