2 Expanded Eligibility Expanding Eligibility to People with Autism ODP waivers have long served people with ASD & co-occurring ID: 30% of the 32,000 people in the Consolidated & P/FDS waivers have Autism 25% of the 570 people in the Autism waiver have ID Standardize and equalize access to all options for all ODP participants. Prepare for the future - the number of children in education with Autism is increasing as the number with ID is decreasing. ODP also submitting proposal for adding Target Services Management for ASD COMMUNITY PARTICIPATION SUPPORTS The service should result in the person: Increasing potential for employment; Developing and sustaining a range of valued social roles and relationships; Building natural supports; Increasing independence; and Experiencing meaningful community participation and inclusion. HCBS Settings Rule Provides opportunities to seek employment and work in competitive integrated settings, engage in community life, and control personal resources Is selected by the individual from among setting options, including non-disability specific settings Ensures the individual receives services in the community to the same degree of access as individuals not receiving Medicaid HCBS 2

3 Employment Services in Waivers Expand and Enhance Employment Supports New Advanced Supported Employment Service New Benefits Counseling Service New provider qualifications Reserve capacity for P/FDS people with competitive integrated employment with OVR support The P/FDS cap can be exceeded by $15,000 for Advanced Supported Employment or Supported Employment services that are authorized on a participant's service plan. New Services Support families throughout the life span and expand options for community living Supported Living Housing Tenancy and Tenancy Sustaining Services Family/Unpaid Caregiver Training and Consultation Promote self-direction, choice and control Participant-Directed Goods and Services (P/FDS only) Assure effective communication Communication Specialist 6 3

Life sharing enhancements Allows participants to live in their own home, or the home of a relative or unrelated individual and receive agency-managed services. Allows relatives who meet qualification standards t o provide services for participants age 18 and older. Supported Living 5/25/

5 Initiative Highlights Governor s proposed budget included $8.6M to provide home and community services for an additional 820 special education graduates during SFY and a higher cap for individuals in employment services in the P/FDS Waiver $15.4M to create a new Community Living Waiver to ensure 1,000 individuals currently on the waiting list can continue to live at home (begins 1/01/2018) $642K to provide home and community services for 50 additional adults with autism in the Autism Waiver (begins 01/01/2018) $1.0M for Targeted Services Management to 1,545 individuals on the autism waiting list and 455 individuals on the intellectual disability waiting list (begins 07/01/2017) 5/25/
