Matters Arising Staffing - it was noted that Kirsty McLachlan was on maternity leave and that Mr Ahmad Orabi had left NHS Dumfries & Galloway and had not yet been replaced. 2 Waiting times said that, due to the two Tuesday bank holidays over Christmas and New Year, there were no head & neck clinics for two weeks over the festive period but patient pathways had been maintained by booking patients into clinics on either side of the missing dates. M&M meeting said that he would speak to Andy Evans about arrangements for an M&M meeting in It was agreed that he should ask Mr Evans to invite Liz Junor to present the survival analysis which she had carried out for SCAN. Action: to speak to Andy Evans about arranging an M&M meeting in 2013 and suggest that Liz Junor be invited to present her SCAN survival analysis. 2 SCAN Issues Kate Macdonald updated Group members about regional and national initiatives including: Rollout of chemotherapy electronic prescribing and administration system (Chemocare) across the region. Acute oncology short-life working group looking at regional model for emergency admissions. Radiotherapy capacity planning work being undertaken to scope capacity requirements in SCAN. National Transforming Care After Treatment Programme Key areas of interest include needs assessment, risk stratification, follow up, personalised care plans, post-treatment pathways and end of treatment care summaries. Telehealth outcomes of pilot of videoconferencing for breast oncology appointments. 3 Head and Neck Cancer Issues Multidisciplinary Meeting MDM / clinic reorganisation / relocation Jim Morrison tabled a paper which summarised essential and desirable criteria for the Head & Neck MDM and responses to the patient questionnaire. He said that there was general agreement amongst the head & neck clinicians that the current accommodation was inadequate and said that there were two options which might fulfil the aims of ensuring high standards and equity of service: redesigning provision at the Western General Hospital or moving the clinic to St John s Hospital in Livingston. Clare Gorman suggested that the current evidence should be translated into a one-page summary which she could discuss with her counterpart in the Head & Neck Directorate and with Liz Preston. She suggested that: the Anne Ferguson Building should be considered as an option it would be helpful to start costing the options a short-life working group should be established to consider some of the practical issues in more detail. 3 Group members highlighted the need to think about transport issues, eg the impact on ambulance service transport, particularly from Fife, Dumfries & Galloway and the Borders. It was felt that signposting patients to sources of help with travel costs would be beneficial. Actions: Jim Morrison to liaise with Clare Gorman about the development of a one-page summary of the available evidence about head & neck MDM/clinic requirements and options. Clare Gorman to discuss the one-page summary with her counterpart in the Head & Neck Directorate and more senior management. Jim Morrison Clare Gorman MDM Co-ordinator advised the Group that interviews would be held on 1 st Feb 2013 for a full-time Head & Neck MDM Co-ordinator who would provide backfill support for tracking and would be expected to work closely with specialty secretaries and CNSs. Audit Comparative report 2011 Alison Allen said that there would be a final circulation of the comparative audit report for 2011 with a two-week deadline for any comments. Once any final amendments were made the report would be considered to be signed off and would be forwarded to health board clinical governance groups and the Regional Cancer Planning Group. Following checks for patient identifiable information, the report would then be published on the SCAN website. National head and neck cancer meeting Alison Allen noted that 2011 data had been presented at the national networks meeting on 26/10/12, that the draft report had been circulated for comments and that a final draft was due to be circulated in the next fortnight. said that there had been agreement that a head & neck networks meeting should be organised on an annual basis and asked the group whether SCAN should volunteer to organise a meeting in Kate Macdonald said that the cancer networks were committed to providing administrative and audit support to one national networks meeting per year and could not necessarily support additional meetings. Alison Allen said that significant work was involved in producing national comparisons. She said that an analysis of 2012 data would be undertaken but it would not be as sophisticated as the one produced by ISD. It was suggested that 2-3 group members should be identified to plan a meeting for autumn/early winter Action: to seek volunteers to organise a national head & neck cancer networks meeting in autumn/early winter Quality Performance Indicators (QPIs) / National Cancer Quality Steering Group (NCQSG) Jim Morrison reported that three sub-groups had been established to discuss QPIs for diagnosis and staging; surgical management and non- Page 3 of 5

4 surgical management. He said that the sub-groups were aiming to develop a total of 9-12 standards and that the draft QPIs would be discussed at a meeting on 15 th March. It was noted that Mr Matthew Barber had replaced Dr Liz Junor on the National Cancer Quality Steering Group. SCAN Chairs Meeting said that he was unable to attend the next meeting of SCAN Group Chairs, scheduled for Friday 22 nd Feb, and would ask Richard Adamson if he could deputise. Action: to ask Richard Adamson if he would be able to deputise at the SCAN Chairs meeting on 22 nd Feb. SCAN Website informed the meeting that SCAN website content should be reviewed annually by each group and that head & neck content was timetabled for review / updating each September. Sandra Bagnall said that it would be helpful if a small sub-group could be identified who could review the overall content of the head & neck cancer section of the SCAN website. She expected this would involve 1-2 meetings and some discussion. Sandra said that it would also be necessary to identify named reviewers for each of the documents on the site. The following Group members volunteered to be involved in the general review of the head & neck content on the SCAN website: Fiona Haston, Nadine Hare, Lesley Kidd, Marlene Brown, Martin Paley, and Karen Gordon. It was agreed that Sandra should liaise with Liz Junor and Janet Ironside about reviewing the oncology content. [Editorial note: Sandra hopes to convene a meeting after Easter so that an update can be presented to the June meeting.} Actions: Sandra Bagnall to liaise with Liz Junor and Janet Ironside about reviewing the oncology content on the SCAN website and with identified volunteers about the general review of head & neck content. Sandra Bagnall PET Scanning informed the Group that there were plans for a national retrospective review of the appropriate use of PET. Alison Allen confirmed that she had been approached about this. Details are currently unclear after responses from various parties, including this Group, led to recognition that the initially planned prospective assessment required time and resources which are not available. In response to a query from Kate Macdonald, it was confirmed that current PET referral pathways were working well and that, where necessary, a pragmatic approach was adopted to avoid delays. Cancer Patients in Crisis Report The Group noted that the report Cancer Patients in Crisis, produced by the Royal Colleges of Physicians and Radiologists, had been circulated to all SCAN Group members and that Val Doherty, SCAN Clinical Lead, was seeking comments on its applicability to Scotland. 5 Action: Group members to send any comments on the applicability of the Cancer Patient in Crisis report to by 24 th January. ALL Neck Lump Clinic reported that the neck lump clinic was generally working well but that additional capacity was required and consideration was being given to expanding the Lauriston clinic or establishing a neck lump clinic at St John s. He said he was planning to organise a meeting with interested parties in the next few weeks to discuss how this might be taken forward. Action: to arrange a meeting to discuss the expansion of neck lump clinic capacity. Group Workplan It was agreed that Sheena Mackenzie should liaise with about updating the Head & Neck Group workplan and that a revised version should be brought to the June meeting for discussion. Action: Sheena Mackenzie and to update the Head & Neck Group workplan and bring the revised version to the June meeting for discussion. 4 Any Other Business Costs of dental treatment Karen Gordon advised the Group that budget changes from 1 st April 2013 might mean that she would have to ask patients to pay for dental treatment (eg extractions) carried out prior to treatment for head & neck cancer. However, she said that national discussions about this issue were ongoing. It was agreed that Karen should keep Group members informed about the final outcome of negotiations. Action: Karen Gordon to keep Head & Neck Group members informed about the impact on salaried primary care dental services for head and neck patients as the new public dental service comes into being.
