1 VCFCA EMS Advisory Council Meeting Minutes April 20, 2010 Members Present: Russell Rafferty, POFR (Chairman) Dr. Peter Springer, Volusia County Medical Director Mark Wolcott, VCEMS Mark Swanson, EVAC Randy Wright, NSBFR Jack Jarrell, OBFD Homer Harrell, OCFR Paul Nelson, SDFR Samantha, Hughes, DFR Chuck Kamine, VCFS Jill Danigel, EFR Dru Driscoll, DBFD David Newell, DBFD Fred Link, DFR Dan Scales, PIFR Louie Mercer, DSC Marti Driscoll, DSC Visitors: Elizabeth Pendry, Florida Hospital Rhonda Battani, Halifax Health Call to order: Chairman Russell Rafferty called the meeting to order at 9:00AM Guest: None Meeting Minutes: Chairman Rafferty asked for any discrepancies in the January 2010 meeting minutes, hearing none, they were approved.
2 Page 2 of 5 Chairman s Report: Chairman Rafferty welcomed Mrs. Pendry and Mrs. Battani to the meeting and advised all members that the EMS Council will be expanding to include a Stroke and STEMI representative for feedback from their respective agencies. This should help our providers continue to give the best care. Chairman Rafferty also inquired with EMS Advisory Council Members about the meeting schedule. All members felt that the current schedule is working well and no change was needed. All meeting will continue to take place at Halifax Emergency Department Training Room. A new contact list will be done to include the Stroke and STEMI Agencies. Medical Directors Report: Dr. Springer reported the following: Dr. Springer will be providing QA Feedback to each agency within 30 days of the submission. Please have requested details returned to his office and limit the details in the response. MD In-Service will be put together and DVD format will be looked at. BLS Agencies have requested that the topics also include them. Dr. Haws, Springer and Mucello are out in the filed performing ride along at each agency. Please accommodate them when they arrive. Induced Hypothermia cases are being followed in the Nation and our Protocol could change and include this in the near future. Dr. Springer asked that all agencies stay professional during these political times and focus on patient care. EMS Directors Report: Mark Wolcott Reported the following: Mr. Wolcott reminded everyone about the use of the Medical Directors Credential Book that was published last month. Please utilize this document for your inspections. The most recent DEA request was based on an inspection of a local distributor and the some cases that have occurred in the Nation. The EMS Division will be looking at implementing a policy on how the CS should be handled, stored and distributed in the near future. A DRAFT of this policy will be out in the next 90 days and all providers will have a chance for in-put. The EMS Division will be requesting CS purchase and usage records for the past two years from each agency. This will be sent out in the next few weeks. The up-coming COPCN application will be up-dated to include an abbreviated version, only asking for the items that are out of date or that have changed. A Laryngectomy Patient approached VCEMS about providing training on this topic for all agencies. The EMS Division will get an agenda and review it. More on this topic will be released.
3 Page 3 of 5 Trauma Coordinators Report: Donald Roy is no longer in the position. Halifax Hospital will be replacing him and will notify our Council. Sub-Committee Reports: CQI No Meeting, the revised County QA Document is done and was distributed. Training Committee No Meeting Infection Control An Infection Control Training Program will take place on May 19, 2010 at 9AM in Halifax ED Training Room. All agencies are encouraged to attend and bring their BBP Exposure Control manual. Carol McDowell will teach the class from Halifax Employ Med. Protocol Committee March 2011 will be the next implemented change date. Meetings will be set up. Open Projects None Round Table Mark Swanson (EVAC)- EVAC has purchased the new up-dated Autopulse Unit s and is equipping each truck with them. Dru Driscoll (DBFD)- Jim Bland will be the new Fire Chief David Newell (DBFD) - Daytona Beach is in conversation with Fla Fire Chief s Association (FFCA) about assisting them with the availability of EMS Session at FRE. He asked if the EMS Council could assist with this endeavor. Positive feedback was received and Chairman Rafferty informed the group that he is working with the FFCA to also get more EMS Topics. If you have any ideas for classes please send them to Chairman Rafferty Dave asked if another site could be used for the EZ IO? They have had a few issues with application. The vendor indicates that the Humerus Bone could be used as an alternate site. Dr. Springer asked that DBFD look at the vendor presentation and get with him on the topic. This will be addressed at the next EMS Council Meeting.
4 Page 4 of 5 Homer Harrell (OCFR)- LP-15 have arrived and in-service s are being done. They will also be looking at transmitting 12 leads from the field. OCFR is doing PEPP re-cert. Samantha Hughes (Deltona)- Hired some new PM s and doing ZOLL and PEPP Training. Fred Link (Deland)- EMT Refreshed being done and then they will be moving to Target Safety. Jill Danigel (EFR) Edgewater has received their new Transport unit and it will go in-service this month. Dan Scales (PIFR) Dan asked about the MD Advisory Board and Mr. Wolcott replied that it is still active and will meet soon. He advised that the EMS Council would be advised of this meeting. He also asked Mr. Wolcott about the Disciplinary steps that were talked about a few years back. Are they going to be in place? Mr. Wolcott said that he would look into it and report back to the Council. Dan asked about Air One s usage and if it is under fire? Dr. Springer replied that it is not under fire just budget cuts like all. Usage of the airship should be used if needed and called for by the Incident Commander and only cancelled by the IC. Chairman Rafferty replied that the Rep for Air One will be contacted and asked to attend. Paul Nelson (SDFR) Will be hiring 4 new personnel. Mary Driscoll (DSC) Please contact her office if you have any issued with the students riding at an agency. Jack Jarrell (OBFR)- Reported that ACLS Classes are done and the State Inspection went well. They will be hosting an EMSTA class for the State and the dates will be published. They did find out that Firehouse is not very compatible with State requirements. Randy Wright (NSBFR) State Inspection went very well.
5 Page 5 of 5 Chuck Kamine (VCFS) New Fire Chief was hired and will start June 1 st. His name is Joe Pozzo. VCFS State Inspection also went very well. They are also having issue with the X-Collar and would like to know who else is using the item. No other agencies reported using the collar and Chuck would get with the vendor about their issues. Russ Rafferty (POFR)- Announced that POFR ordered their first Med Duty Rescue Transport Unit is complete and was showcased at the FDIC Conference. The unit will be in-service in May. Russ asked EVAC about their units staying on-scene after the patient is being transferred and loaded in the unit. Mark from EVAC said that he would look into and make sure it does not occur. Mark asked that the incidents be forwarded to him so that he can look into them. All agencies in attendance also agreed that they have the same issues. Russ also asked EVAC about the refusal s for Transport when the EVAC crews have not had any Patient contact. Mark indicated that if his crews have visual contact with a patient, they must get a refusal for transport since they have done a visual assessment. Mark indicated that these patients are not charged for the EVAC response. Elizabeth Pendery (Fla Hospital)- advised that they are excited about participating with the EMS Council and that they would like to assist with EMS Training by offering in-service training for Stroke. This could be distributed to all Providers. Mark with VCEMS indicated that they would contact her and see if this can be set up before the next meeting.
