Macy, Chairperson June Gibson Rich Llewellyn Tony Royster Matthew Rudnick Cheryl Parisi, Vice-Chairperson Paul Bechely Chris Hannan David Sanders William Violante RECOMMENDATION That the Joint Labor-Management Benefits Committee receive and file staff report regarding LIVEwell Wellness Program (LIVEwell) developments, updates, and activities. DISCUSSION This month s report addresses the following: A. Wellness RFP Update B. Consultant (Keenan) Wellness Program Review C. Engagement Plan & Events Update D Annual Employee Wellness Survey A. Wellness RFP Update Staff is finalizing its report regarding analysis of vendor proposals in response to the City s Request for Proposal (RFP) for Wellness services. Staff s analysis has raised a number of considerations related to the structure and design of contracted Wellness services for the City s program. Given that, staff is working to schedule a meeting of the Wellness Subcommittee on or around the second week of February prior to submitting its report to the full JLMBC at its March 1, 2018 meeting. B. Consultant (Keenan) Wellness Program Review Employee Benefits Division Chief Steven Montagna and FUSE Fellow Joan Centanno participated in the Los Angeles City Employees Retirement System (LACERS) 2018 Biannual Wellness Carrier Summit on January 19 th. Participation supports greater collaboration between LACERS and Personnel Department. Personnel and LACERS staff are scheduling a separate meeting to develop plans to expand collaborative efforts between the two agencies. In addition, staff and the JLMBC s consultants at Keenan Associates are developing a structure/schedule for ongoing Benefit Service Provider summits. The goal for these summits will be to create a group structure for what have in the past been individual carrier meetings; and further develop a goals and outcomes approach to evolving services, fully utilizing benefit service provider resources, and improving member outcomes. Targeted areas include but are JOINT LABOR-MANAGEMENT BENEFITS COMMITTEE
2 not limited to Wellness and include preventive services, benefit and program utilization (including condition management), communications, and data management. C. Engagement Plan & Events Update Education Classes and Webinars The 2018 Wellness Education Classes and Webinars, delivered by Kaiser, have begun per the schedule provided at previous JLMBC meetings. Therefore, s (Attachments A-B) were sent to all City Employees to invite them to attend the January sessions. Going forward, staff is developing and sending a minimum of three all-city s each month, including the Monthly Education Class Schedule, Monthly Webinar Reminder and Monthly Wellness Education Topic. In addition, staff is creating targeted communication tools to promote participation in the Education Classes at each location. These flyers (see Attachment C-D for examples) are sent to HR Department Liaisons and Champions at the targeted locations, encouraging them to share the news with employees via or by posting the flyers. These efforts are already paying off. Staff visited the Garland Building and saw flyers posted for their event. In addition, the January Weight Management Webinar has the highest webinar attendance to date, with 67 employees participating, despite it being the first week following the holiday season. City Council WalkPlus Event Staff reported at the JLMBC s January 4, 2018 meeting that as a result of a motion adopted by the City Council to create a walking competition among the Council offices (and utilizing the one-year HealthTrails waling program subscription, purchased though Kaiser wellness funding and which allows for multiple campaigns over the year), staff is administering a City Council WalkPlus Challenge. After two weeks of competition, City Council WalkPlus participants have logged a total of 23,276 virtual miles. Out of the 335 Council Office staff members, 251 or 75% are participating in this event. The competition runs from January 15 th through February 11 th, and winners will be announced on February 20 th. D Annual Employee Wellness Survey Preparations are underway for the 2018 Annual Employee Wellness Survey. The key goal of the survey is to gather employee feedback on the wellness program in order to benchmark results versus the baseline set by the 2017 survey. In addition, the survey will allow deeper inquiry into key topics in order to further customize program elements and communications to grow participation and drive healthy behaviors. The survey will be fielded the week of April 16 th and follow a similar approach to the 2017 survey.
