1 As the year 2016 draws to a close, I want to take this opportunity to highlight a few recent happenings regarding the Town of Killam government. Our Council, along with Council members from all the other Flagstaff area communi es, have been working on determining the best way to move forward as a regional community. Regional Governance and what that looks like is a conversa on we all must have. Each of us has challenges keeping an acceptable level of service while keeping property taxes reasonable. Our provincial government has let it be known that future funding for municipali es will be, in large part, ed to coopera on & partnerships. We have asked for your input as we have been working through this. The work con nues and we will need you to be engaged in this discussion moving forward. SEASON S GREETINGS FROM COUNCIL In August we were very pleased to have Hon. Sarah Hoffman, Minister of Health for Government of Alberta, and Ed Stelmach, Chair of Covenant Health, in Killam to announce the Killam Health Centre Con nuing Care Unit upgrade. This building upgrade and accompanying change in opera ons will have a very posi ve impact on the residents at our Con nuing Care facility. While you may not see much in the way of construc on over the winter, the addi on will come together quickly star ng in spring This will be followed by the renova on phase, with comple on expected in This project, along with various others, have brought the total amount of Development Permits issued (to date) for 2016 to $10,262,500. Our residen al subdivision project is on hold pending approval from Alberta Environment for a roadway to be built near the waterway. The delay means we must, unfortunately, wait to break ground un l the spring of The contractors who have been awarded the project through a tendering process have commi ed to hold their pricing for the 2017 construc on season, with nego a ons required for possible material increases. NEW COMMUNICATIONS TOOL SIGN UP TODAY! (Continued on Page 2) The Town of Killam is implementing an automated messaging service to help notify Residents quickly and efficiently in cases of emergency, or for public and service interruption notifications. This may include boiled water notices, water service interruptions, street plowing or sweeping notifications, etc. In efforts to reach you quickly, this system allows us to keep you informed by landline, cell phone, texting or . By default, your landline phone number is the number registered in the start-up database. PLEASE add your updated information by going to and register via the link provided there. A form is also attached with the newsletter if you prefer just complete it and forward to the Town Office. NOTICE TO TOWN OF KILLAM RESIDENTS As of January 1, 2017 the following increases will be on your Town of Killam U lity Bills: Gas Service Charge will increase from $20/month to $25/month effec ve January 1, This increase will allow the Town to offset some of the gas opera ng costs, as well as allow for the Sedgewick Killam Natural Gas System to put money into reserves for future capital replacement projects. 2 Message from Council Con nued from Page 1 You may remember that Council commi ed to a 0% increase in property tax revenue in We are, unfortunately, unable to make the same commitment for 2017, and have instructed Administra on to prepare a budget based on an increase of 2.5%. Council is keenly aware that property taxes are a major expense for every homeowner and business owner, and we constantly are challenging Administra on to find savings in the budget for each department. However, a slight increase in revenue is required to offset costs. Please note that there is a monthly op on to paying your property taxes but this must be set up prior to year end please contact the Town Office for more informa on. Your Council has started the final year of their 4 year term of office, and we will once again be having a general elec on for Alberta municipali es in October Do you think you may want to run for municipal government? If so please contact me or another one of our current Council members for a confiden al discussion on what this would mean for you in terms of me commitment and obliga ons. Alterna vely there are other opportuni es to find this out contact CAO Kim Borgel for more informa on. Those of us who follow the poli cal discourse local, regional or na onal will likely agree that these conversa- ons lately have been quite nasty. This is very unfortunate to see & hear, and very disconcer ng to be a part of. Our Council has, to their credit, chosen to rise above this by reaffirming their commitment to a Councillor Code of Conduct. They, like I, believe it is fair to debate the issues, but inappropriate to a ack the individual whose opinion may differ from ours. My colleagues have deliberately commi ed to this in words and in ac ons, and I want to thank them for this and for their con nuing good work on behalf of the ci zens of Killam. As well, I want to take this opportunity to thank the Town of Killam Administra on team for their hard work & dedica on. On a daily basis they demonstrate an incredible pride in their community and profound respect for each & every tax dollar you entrust us with. In Killam we like to say we are living Life Without Compromise, and I believe 2016 demonstrates this very well. We have much to be thankful for and a future full of promise. On behalf of my Council colleagues and all our families, I wish our ci zens, our neighbours, and our friends all a Merry Christmas and the very best for Sincerely, Bud James, Mayor Town of Killam Staff Preparing for a Busy 2017 Year The town staff has been preparing for a couple of very large projects which will occur in The first of these projects, is a new residen al subdivision on the south side of town. The second large project is the construc on of a new east side li sta on to replace the exis ng li sta on. This project was required as the old one is no longer safe for staff and contractors to maintain it properly. We have also been working to improve our development plans, including the Land Use Bylaw, InterMunicipal Development Plan and the Municipal Development Plan. These will all be finalized in January If you are interested in si ng on the review commi ee for the Municipal Development Plan, please contact the Town Office. We will con nue with planning for our future. We will be doing a study on our Water treatment Plant to an cipate any upcoming upgrades which Page 2 may be necessary as regula ons change. We will con nue to explore areas of town for poten al growth, both commercial and residen al. And finally we will work with our Flagstaff neighbours on a Regional Governance study which will ensure that our region is sustainable for many years to come. As we approach an elec on year in 2017, I encourage each and every one of you to consider running for Municipal Council in October. It is a very difficult, but rewarding posi on. If you are interested, or know someone who may be, please do not hesitate to stop by the Town Office and speak with me. 3 TOWN OF KILLAM CHRISTMAS OFFICE HOURS The Town Office will be CLOSED for the week of Monday, December 26 - Friday, December 30. Congratulations! Payments can be dropped off in the Drop Box in the front door of the Town of Killam Office. (Online banking or e-transfers are also accepted) In case of a water or utility emergency, please call Public Works at Special Congratulations to Kim Borgel, who received her Certified Local Government Manager (CLGM) designation from the Society of Local Government Managers of Alberta in This is a significant achievement and emphasises Kim s dedication to local government and to her community. Council Mee ngs are held once a month, this being the third Thursday. If you wish to appear at Council Mee ng as a Delega on, please complete the request form available on the Town Website or at the Town Office. December s Council Mee ng will be held Thursday, December 15, Killam Toboggan Hill and Killam Skate Pond Both located at the Killam Centennial Park. Be sure to use areas at own risk and obey all signage!!! Killam Public Library Hours We are open Mondays and Wednesdays 12-5 and 6-8 pm; Fridays 8:30-12 and 1-4:30 pm. 4 HAPPY HOLIDAYS FROM THE COMMUNITY SERVICES DEPARTMENT What a great year 2016 was in Killam Recreation! We have been blessed to receive a financial contribution to the Arena from the past Killam Minor Hockey. The items that they contributed to included the new Digital Sign on the exterior of the facility for all Recreation upcoming events, the 2016 Zamboni that arrived this November, as well an Arena Boiler and new water lines. With the Zamboni, a renovation to raise the roof on the existing zamboni room was needed. Upgrades on the arena ice plant were done in preparation for a major project to take place in Our Hockey associations are busy as always. To stay up to date, be sure to check out the arena schedule and all facility schedules on the new live feed system at The Aquatic Center has been busier this year than in the past, with many surrounding schools bringing students to take lessons, a growing summer swim club, and fun public swimming events taking place. In September the Aquatic Center did a regular drain and maintenance at the facility. At that time we took the opportunity to re-grout the basin of the pool. It sure does sparkle now! New things to watch for in the New Year are Saturday Swim Lessons, Scuba Diving, Movie in the Pool, and some extra surprises! We welcomed S&M Fitness Center to the Agriplex this year. The gym is privately operated, allows 24/7 access and is a state of the art fitness center. They are a great addition to the facility and we have seen an increase in traffic over the last year. The Killam Recreation Board spent 2 days in November completing a Strategic Planning Session. Our Volunteer board was able to create a Mission, Vision, Values, Goals, and Strategies to help guide Recreation into the future. The Board will release these in the New Year. Killam Recreation would like to take this time to Thank the Staff and Volunteers of Killam Recreation s numerous Boards and Programs. 5 2016 Flagstaff Christmas Sharing and Adopt a Family Programs Accepting donations of food items and cash between December 5 h and December 14 th. Distribution of expired food is not allowed, please check the expiration dates on any food donations. Anyone interested in adopting a family, please call Gift purchases should be limited to $60 per adopted person. Do not wrap gifts, but please include gift wrap in your family s gift bundle. FFCS reserves the right to redistribute any excess purchases to other persons in need. Please include Gift Receipt for clothing, in case an exchange is necessary by the recipient. Due to allergies, we ask that you do not include stuffed toys! Gifts and food can be delivered to the Community Press th Street, Sedgewick, no later than December 14 th. If interested in giving a couple hours of your time to assist us please call the FFCS at Volunteer hours will be available each weekday from 10am - 4pm. Evening and weekend hours will be arranged as needed. Dog & Cat Licensing Pets must to be licensed yearly. Register before January 31 for half the cost! Also, ensure trees and shrubs do not interfere with the vision of individuals driving vehicles, on both streets and back alleys. Sufficient clearance is required to ensure the Town Grader can get through these areas. ANNUAL BUSINESS LICENSES ALL Business Licenses (including all home businesses) are due February 28/17 The cost of a business license is $20. Please come into the Town Office or send license fee in the mail to Box 189, Killam, by the above date. All businesses with a license receive FREE advertising on the Town of Killam Web Page. THIS IS A MANDATORY LICENSE! Memorial Tree Program The Town of Killam has implemented a Memorial Tree Program. People may purchase trees in memory of a loved one and they will be planted along the walking trail. 6 SNOW PLOWING & SHOVELLING With each snowfall, the Public Works Department follows a Snow Clearing Policy, as established by the Killam Town Council. This ensures that the busiest streets and avenues are cleared in a timely and efficient manner. Once plowing progresses to residential areas, please be sure vehicles are moved off the street. Should your vehicle get blocked in by snow, please notify the Town Office at Town of Killam Public Works does not remove snow from street and avenue sidewalks, this is the responsibility of the adjacent Property Owner. Bylaw 773A Traffic Control - requires that snow and ice be cleared from all sidewalks adjoining landowner property within 24 hours of the snowfall. Please do not shovel snow from private property onto the town streets, the moisture will be better used for your yard! Reminder: If you will have more than 4 bags of garbage to be picked up, extra tags are available at the Town Office for $1 each. RECYCLING SERVICES... The Branch Bin (behind the school/hospital) is for residen al use. Please use this service for doing small yard work jobs (trimmings). If you are doing a big job, cu ng down whole trees, please take your trunks, stumps and branches to either the Transfer Site or Flagstaff Regional Waste Landfill by Sedgewick. Please ensure usage is for small clean up jobs ONLY. The Recycling Bins (the Public Works Shop) are for cardboard, paper, plas cs and cans. Household garbage is not accepted! Please use these services for their intended purposes. When they are misused, it costs ALL tax payers extra money!
