1 t e info@forte.uk.com f forte.uk.com October 2017 EPS, which stands for the Electronic Prescription Services, was commissioned over a decade ago as part of the National Programme for IT for the NHS. It s p e r f e c t l y r e a s o n a b l e objective was to eliminate the FP10 prescription form for patients and facilitate greater choice for patients. Some of your non-dispensing colleagues may have had the system installed and their patients may be using it. Like all big IT projects, it has not been without its problems either for GP surgeries, or for community pharmacies. However, dispensing doctor practices were never in the scope of the project! Yes, you read that correctly. Rural dispensing practices and their patients are not entitled to use the system, and it was commissioned without any solution in mind. The lack of a GP dispensary EPS causes dispensing practices many problems: mostly, as a result of aggressive marketing of the EPS by pharmacies, which has led to dispensing patients inadvertently nominating a local pharmacy to manage their medicines dispensing, inconvenience for patients if the pharmacy is not local and will not deliver and for the practice, of course, there is the loss of dispensing income to consider. Trying to interest anybody in NHS England about righting this appalling wrong has been like pushing water up a hill. The GP IT system suppliers are not terribly interested because there is no funding attached to it. As you may know, the suppliers do not make changes unless they are compelled to do so. The argument sometimes advanced to me is that there are so few rural patients so why does it matter? This is the same argument that you hear every day about post offices, broadband and bus services. You live in a rural area, so you might as well be invisible. Dare I say it: you are a second-class citizen! Yet, you pay the same taxes as everybody else in the country. Well, we have a minority Government now and every vote counts. Are you fed up with a second-class service and being taken for granted? Now you can do something about it. Please write to your MP, they are most likely to be from the Conservative Party, which is desperate to get every vote it can. Tell you your MP that you want EPS for your dispensing practice. If 1 billion could be found for Northern Ireland and its many rural communities, how about 1 billion for the rural mainland? We would like EPS, superfast broadband and a new drug reimbursement system. That will cost the Government considerably less than the DUP extracted for Northern Ireland. The Dispensing Doctors Association s lobbying seems to have paid off. They are beginning work to see how they might implement EPS! 4 As flu time is now upon us, please ensure that you are correctly claiming for your flu v a c c i n a t i o n s. I t i s important to get these claims in, in a timely manner. This will ensure you receive your payments before you have to pay your bill, if you have negotiated extended credit with your supplier. As a dispensing GP, you will need to complete a FP 34 D (appendix) form for your high volume vaccines each month. This is then sent in with your submission documents and FP10 prescriptions at the end of the month - no later than the 5 th day of the month following that in which it was dispensed. When filling in your FP34D (appendix) form, please remember to supply all the required information as incomplete claims impact on processing and may cause a delay to your payment An entry of, for example, flu vaccines and a quantity is not enough information for the Business Services Authority to process your claim correctly. Influenza Typhoid Hepatitis A Hepatitis B Pneumococcal Meningococcal Please also check that you audit your stock against your claimed submitted to ensure full payment for all vaccines used. Individual FP10s for these vaccines WILL NOT be accepted by the Business Service Authority. If you need further help, or have any questions, visit prescription services You can download an example of a completed form here: Information you must declare on the FP 34 D (appendix) includes: The name of the GP and their index number. The name of the vaccine. The brand / manufacturer s name (be sure to include the brand name if the maker produces more than one brand). The presentation / pack endorsement. The patient s dosage. The total number of doses administered within the month.
