3 2.0 Minutes of last meeting and matters arising Sarah Flack and Simon Adams were at the meeting in June. Matters arising The numbers in this list link back to the Minutes for the meeting on 11 June. 3.2 There is an Employment Event in Cambridge on 23 September at the Cambridge Fire Station to bring employers and people on the autistic spectrum together. 7.2 LM thinks one person has moved back into the County. He will know the numbers by the end of September. 7.3 Speak Out Council will talk to Lee about the Care Quality Commission Lee has met Family Carers and Speak Out Council leaders. In the next month he will send out a questionnaire to all the Board and to other providers Children Families and Adults Participation Strategy Page 3 of 15

4 update. BM said that most people did not like the first plan so there would be two different documents, one for the people at the Council and a shorter one for the public. There will be a group to think about this on 7 October Michelle said that the problem with reporting safeguarding issues was still going on. The Minutes were agreed. 3.0 Report from Speak Out Council The main points were: Health checks Holiday clubs Employment event Lee said that the Health Strategy Group wants to make health checks better. Tracy will put together the information from the LDP nurses. Elaine asked what happens if someone does not want to do his or her own health check. Will the Community Page 4 of 15

5 Nurse do it for them? Siobhan said the nurses do it for people up to 19. Sometimes GPs do not know they should do these checks. 4.0 Update from High Support Needs Committee (HSNC) Russell said the Grapes pub had been reviewed and added to the Pub Guide. When James starts work at VoiceAbility he will look into the problem about cattle grids. They are very difficult for wheelchair users. Michelle will represent the Board at the Transport Focus Group on 7 October. There are new, younger members from Orchard Manor. The Board members are welcome to the HSNC meetings. 5.0 Break Page 5 of 15

6 6.0 Family Carers Elaine talked about Partnership in Care, Learning Disability and Mental Health, by the Royal College of Psychiatrists. This is a guide for doctors and psychiatrists. (A psychiatrist is a doctor who looks after a person s mental health). The Board needs to be sure Cambridgeshire is following the guidelines. Beth will find out who should attend the Board from Cambridgeshire and Peterborough Foundation Trust (CPFT). Pay levels for carers. If the pay is too low then perhaps the quality of work will be low too. Elaine had heard of an agency that got 17 an hour but only paid the carer 7. Commissioning Managers do ask providers how much they pay staff per hour. Lee gave Beth the names of Sally Stubbings and Rachel Lesley at the Access to Resources Team to find out more. Tracy said they were looking at all the contracts so Page 6 of 15

7 now would be a good time to have someone from that team to talk to the Board. The Board agreed that Beth should ask the Access to Resources Team if they would like to come to a Board meeting. Care Act 2014 Everyone had a copy of the presentation. Lee explained the Act is giving clear rights for carers. In future carers can have an assessment even when their cared-for person is not eligible for social care. There will be more information and advice to help people stay healthy. There is no cap on care costs for people with learning disabilities. This means if you live in residential accommodation you have to pay things like electricity, rent and food. The aim is to make the move from one county to another easier. The Learning Disability Partnership will probably Page 7 of 15

8 spend more money on social care. Q & A Michelle asked if people were going to be assessed. The answer is it will be the same as now but family carers will have assessments too. Elspeth asked what happened if someone has a diagnosis after 18. Lee said they are still waiting for all the details from the government. Beth asked how the Council will find out about all the services in the community and make them accessible. Transforming Lives is the route. Transforming Lives is the name of new way Cambridgeshire County Council is planning to work. Lee explained that Charlotte Taylor wants to come to the December meeting to talk about this new plan. She also wants to do a 45 minute workshop that everyone can take part in. The Board talked about how they could make this work. They agreed that just for December they will not read out Page 8 of 15

9 some reports. Then Charlotte will have more time to explain Transforming Lives. Siobhan said she has information about which parts of the Carers Act and the Children s Act are the same. She will send this to Beth to forward to everyone. Lunch Break Finance Update Paul said the LDP had managed to find savings of 1.7 million. This was done by working closely with service providers and by changing the staffing in admin and transitions. The Transitions Team will now be called the Young Adults Team. Some money will be spent on those people turning 19. The new residential service at Yaxley and the new assessment centre at Wyton will save money in the long run. Paul asked for any suggestions about saving money. Is the County buying the right services? Everyone can Paul with ideas. Page 9 of 15

10 How I feel Sub Group 1. John s report talked about the Mental Capacity Act. There is a plan for doctors and social workers to have better training to understand how the Act works. 2. Deprivation of Liberty Assessments (DOLs). This will cover people in supported living as well as in residential accommodation. The County will have to employ more staff to do the assessments. 3. The Care Quality Commission said most community services in Cambridgeshire are good. The Friends and Family Test asks people if they would recommend a service or hospital to a family member. 4. The Mental Health Services have modernised Inpatient services. The support after an autism diagnosis is better. 5. Annual Self Assessments have been delayed. The government still has not said what it wants to be done. The Speak Out Council and family carers will feedback on this. Page 10 of 15

11 What I do Sub Group Mark said there were 2 projects that had asked for funding. He does not know if they will be successful. 1. The first one was a European bid that was going to be managed by the local enterprise partnerships and central government. Its two main tasks were to tackle social inclusion (this means helping people to feel part of the community) and employment for people who struggle to access normal services. 2. The second one was a bid by Cambridgeshire County Council in partnership with learning and skills to run a disability employment project for 3 years. Organisations like Cambridge University, Cambridge Regional College and Addenbrooke s were all keen to be partners. 3. Derek Biggs will look at education and training to help people make the most of these projects when the money is awarded. In Control of my Support 1. Assistive technology. This means the things that can help people live their daily lives and be independent. The equipment is free to hire. Page 11 of 15

12 2. Quality and providers. What really matters is how good the carer is. VoiceAbility might do a survey on this. 3. Transforming Lives. Lee said he was not sure how people with learning disabilities will be affected. 4. Mark said sometimes choice means that people go on doing the same things and don t take new opportunities. Michelle said some people like that. 5. As the next meeting is already very full the Board decided that Lee could invite Zoe Bellford from Assistive Technology to attend the Speak Out Council. Break Safeguarding Michelle reported a case in the town of March. The police there did not seem to know how to handle a report of an assault. Richard M from the police stressed that there are guidelines and that Referral Form 102 should be filled in for a vulnerable person. If Lee gives him more details he can follow it up. Michelle said she still has trouble reporting to the Page 12 of 15

13 Contact Centre. The meeting with Ivan is not yet arranged. Keith Mead said that Kings College London is comparing different local authority examples of Safeguarding and Cambridgeshire is part of this. Action: Keith will feedback about this. Learning/ Training Opportunities David Golding talked about Move On Up which offers free courses with qualifications to prepare people for work as well as fun courses. These courses are advertised through the website Cambridgeshire.net, local newspapers, schools and community centres. After talking to 293 employers the main message is that work history is the most important thing that they look for. Mark talked about turning a hobby into a mini business. David said he does speak to people about what they might want to happen after a course ends. He helps people move up. Page 13 of 15

14 Local issues (from locality meetings) In Fenland at the local leisure centre the staff training is not good. Imogen will follow up Positive Developments Generally the Board liked the newly decorated Larkfield Centre. The new name for this centre is Ely Community Centre Any Other Business Beth asked if the meeting dates for 2015 were good for everyone. She also asked if the Board wanted to have meetings in two places, like one at Ely and the next in Cambridge. Most Board members were happy to stay at Ely Community Centre but agreed to try a different one after March. Page 14 of 15

15 17.0 Feedback Neil was pleased that the meeting kept to the Agenda. Michelle asked for warning if anything on the Agenda changes. When James starts his job at VoiceAbility he will be able to help with this. The Agenda is very packed and it s a challenge to keep it short.
