Brief Project Overview and Progress: The Neighbourhood Sanitation Children Club (NSCC) was established in 2007 to promote environmental awareness and improve sanitation condition in Ward No. 9 of Dhikurpokhari VDC, Kaski. Supported by Maya Foundation, it had originally placed litter containers at public places, particularly by the drinking water taps, and regularly collected and disposed of the litters. While continuing with some other activities such as organising cultural programmes and staging dramas in raising environmental and social awareness of the local community, the sanitation programme remained dormant for sometimes. Recently, with an initiation and mobilisation from Dr Krishna Adhikari (KA), past activities have been reviewed and sanitation campaign has been relaunched in The NSCC has been revamped and reoriented, and a collaborative approach has been put in place in order for the sustainability of the programme. The campaign has begun setting up a target to achieve plastics and litters controlled village, and to develop it as a successful model for others to replicate. Dr Adhikari has facilitated the formation (on 18 May 2015) of a Ward-wide Mothers Group named Sarvahit Ama Samuha in order to have organisational collaboration in managing the waste in the village. Through him we have managed to obtain Rs 5, from the Dhikurpokhari Village Development

2 Committee (VDC) and Rs 10, from Maya Foundation, the Netherlands for our initial project to replace or add new rubbish bins for public places in the village. Meeting with the Ward Citizen Forum and Durga-Bhawani Adarsha Community School resulted in further collaboration with them and in gaining recognition and wider endorsement of the new campaign. On 3 rd October 2015 a massive co-ordinated clean-up operation was carried out involving over hundred volunteers. Flood damaged footpaths were repaired, and rubbish such as used clothes, bottles, and plastics were ejected from gorges and other open spaces, and two dumping pits were dug for non-degradable litters collected in the bins placed at the public areas. More than 90% of the households of the village contributed with a full day of labour. On the 10 October 2015, in presence of the chief of the local VDC, the village of Serachaur was declared a plastics and litters controlled zone. The Mothers Group has been entrusted with a role to keep sacks or other containers to collect household recyclable rubbish such as clothes and plastics, while taking care of other non-degradable and hazardous household waste by themselves. The NSCC has carried out the following activities: 1. Placing a welcome banner with notice of plastics and litters free zone at Nagdanda (motorway) junction. 2. Placing a welcome banner at the gateway of the village explaining community rules and sanctions. 3. Procuring 25 iron/tin litter containers and placing them at all tap stands, public waiting places, traditional water foundations, and on the way to Nagdanda. 4. Collecting bins and dumping the rubbish to the pits on every first Saturday of the month. On 20 October an awareness as well as fund raising programme was organised through staging a cultural programme and a drama promoting the sanitation campaign. The VDC Office has issued a notice asking all people to cooperate and that any breach of sanitation rules may result in the violators being denied public services. The Mothers Group has fixed four dates on a year for collective cleaning of the village paths and surrounding areas. Students Club on Environment based in the DACS will occasionally volunteer to pick up plastic and paper litters in their school, and in footpaths between home and school, and join a community cleaning event as and when organised. Several training meetings have been organised for both the women groups and NSCC. 25 new bins have been bought and placed at various public locations and monthly rubbish collection is operational for the last three months. On 13 th January 2016 a routine deep cleaning event was organised by the Women Group. Our aim is to make it a habit for people to make use of bins at the public places, and manage household wastes privately, and so far we have achieved success to a large extent. The VDC has declared Serachaur as a model village and we hope our experiences are scaled up. We are pleased to be notified that they are going to reward us. We are waiting to receive the appreciation letter in a formal ceremony.

4 Problems and on-going work There are no recycling centres to deal with the household waste such as plastics, batteries, electronic items and bottles. The VDC once promised to take sacks of rubbish from homes, has back tracked. We hope to be able to recycle the used clothes by taking them to factories that prepare beds. Having a community clothes collection store/container might be useful. People also tend to burn the plastic, but we have been discouraging this habit. This means that wastes that are not degradable or recyclable need to be buried. Sending the NSCC and Sarvahit Ama Group for some training as well as having connection to a specialised agency would be very useful in solving problems managing waste systemically. Retailers and residents of Nagdanda keep on dumping their wastes to the zone that we have declared litters free as do the residents of Dipa, Daregunda, who throw their wastes to the gorges and water channels which eventually flow through monsoon rain towards our village. We need an awareness campaign to these places. Furthermore, we are not in a position to regulate the village taps and manage drains as doing so needs investment and we think it should be looked after by the Ward Citizen Forum, though it has not happened so far, and something needs to be done in order to manage cleanliness. We have yet to set up poles to hold bins so that damages could be reduced, while the notices in two main places need permanent fixing. We also need to place notices stating clear rules on how to operate these bins and what to (and not to) put in them. We have already enforced rules through educational means and imposing sanctions. As our members are students and have vital exams, keeping with dates at times becomes problematic, while forming our own habit to keep with routine needs constant facilitation. We hope Mr Yubaraj Adhikari, the Head teacher of the DACS will fill the gap created by the absence of Dr Adhikari. Our plan to put a community notice board is yet to be implemented. We need to look for more resources. Gratitude An executive committee meeting of the NSCC held on 2 nd of January 2015 has assessed and approved all the progress and expenses (up-to-date), and progress summary and copy of all bills will be published for community information. The meeting has unanimously decided to extend gratitude to Mr Rene Voss and Maya Foundation as well as Dhikurpokhari VDC Office and other partners and donors for providing small yet important funding that has enabled us to run a large campaign.
