Nierenberg as chair ( ) and member ( ) of the National Advisory Committee on Oceans and Atmosphere (NACOA). NACOA was created under Public Law (August 16, 1971) to have direct concern with both the oceans and the atmosphere. NACOA is advisory to both the President and Congress on the Nation s marine and atmospheric affairs, and to the Secretary of Commerce with respect to the National Oceanic and Atmospheric Administration. The records include correspondence, minutes, reports, hearings and meeting notes and files documenting the work and interests of the committee, which included law of the sea, fisheries, weather modification, coastal zone management, international cooperation on oceanography and atmosphere problems, defense oceanography, air pollution, off shore oil and gas development and the need to develop a national ocean strategy. The accession includes many folders concerning the National Oceanic and Atmospheric Administration (NOAA).
