During the last 28 years of his public career he served as the Community Correc ons Chief for the Na onal Ins tute of Correc ons (NIC), US Department of Jus ce. Since leaving his public service career at the end of 2010, George has created Keiser and Associates LLC with the intent of "bringing people and ideas together for change." Dr. Ralph Serin received his Ph.D. from Queen's University in 1988 and has been registered with the Ontario College of Psychologists since He worked in federal correc ons from and is now an Associate Professor at Carleton University, O awa, Ontario Canada where he is Director of the Criminal Jus ce Decision Making Laboratory and member of the Forensic Psychology Research Center. He is published in the areas of crime desistance, parole, treatment readiness and responsivity, risk assessment, psychopathy, sexual offenders, and the assessment and treatment of violent offenders.

These officials from large and small jurisdic ons have learned how to establish measurable, system wide outcome goals rather than merely measuring agency ac vity performance. They have begun to deliberately test whether their preferred way of doing business contributes to those ar culated outcomes or in fact may produce an undesired result. 3 Conference Highlights 9am 10:30am Ralph Serin, Carleton University "Innova ons in Dynamic Risk Assessment: Community Risk Management Through a Desistance Lens" This plenary will present a bridging model adopted by the Na onal Ins tute of Jus ce (NIJ) that links Risk, Need and Responsivity to desistance and present findings from a program of research rela ng to offender change and community risk assessment and management. Desistance, a new NIC curriculum, will be highlighted as an integral part of community correc ons. 2pm 3:30pm Steve Aos, Director of the Washington State Ins tute of Public Policy (WSIPP) will present his compila on of research conducted for state and local criminal jus ce policy makers. This review would discuss the relevant work conducted by the WSIPP and work conducted for Multnomah County, Oregon. The intent is to ensure public policy makers targeted as non tradi onal par cipants of this conference have a grounding in this seminal work. Tuesday, Cont. 2pm 3:30pm Meghan Guevara, Community Resources for Jus ce and Renee Gobeil, Correc onal Service Canada "A review of the evidence to inform custody decisions both at the Pretrial and Post Adjudica on stages." A combined presenta on on what we have learned and how it can inform the policy of release decision making at both pretrial and post convic on stages of the criminal jus ce process. This session would discuss the risk management research that informs release decision making of the accused and later the post convic on offender from custody. Wednesday, September 11, :30am 10am Guy Bourgon, Public Safety Canada Evidence of the importance of proba on officers being agents of change: The STICS Project This plenary will highlight empirical findings regarding structured training (STICS Strategic Training Ini a ve in Community Supervision) and its impact on the outcomes of offenders under supervision.
