1 Influencing Manifestos the Welsh Way The Role of the Third Sector in Wales in Influencing Policy, Legislation, and Public Opinion Why Do (and why should) Charities Influence Manifestos? 12 The Guiding Principles (1) Patients and their carers should be involved in the planning, development and delivery of the patient s care and treatment to the fullest extent possible Clear communication in terms of language and culture is essential to ensure patients and their carers are truly involved, and receive the best possible care and treatment. In Wales, this means bilingual (Welsh and English) services should, where possible be available 24 12
