1 Influencing Manifestos the Welsh Way The Role of the Third Sector in Wales in Influencing Policy, Legislation, and Public Opinion Why Do (and why should) Charities Influence Manifestos? Often the voice of the vulnerable / hard to reach Collective view of those affected by the subject how else could co-production work without the voice of the service user being clearly heard? Can change the world human rights movement United States tend to refer to organisations such as Age Cymru, Hafal and Macmillan as patient advocacy organisations Strict legal governance Charity Commission guidance and new Lobbying Act 1

Westminster Government non-devolved matters e.g. welfare benefits, criminal justice MPs, researchers, Civil Service Welsh Government health, social care, education etc. Committees Consultations Legislative / Policy development groups National Assembly AMs, Special Advisors, researchers, constituency teams, Civil Servants Wales Office arm of UK Gov but important to ensuring Wales gets a fair share Who do we need to Influence? Press affects perception of the public and raises awareness The Public they vote in both the UK and Welsh Government Regulatory and other bodies e.g. Care Council for Wales, Health Inspectorate Wales, Community Health Councils Delivery Agencies NHS Wales / Local Authorities / LHBs Other interest groups Welsh NHS Confederation / RCGP / RCPsych / RCN / ADSS 2

12 The Guiding Principles (1) Patients and their carers should be involved in the planning, development and delivery of the patient s care and treatment to the fullest extent possible Clear communication in terms of language and culture is essential to ensure patients and their carers are truly involved, and receive the best possible care and treatment. In Wales, this means bilingual (Welsh and English) services should, where possible be available 24 12

Partnerships & coalitions Potentially very powerful Popular with politicians Strength in numbers and division of labour (though often 1 or 2 key leads) Tend to be general by their nature E.g. Coalition on Charging Cymru; Equality Coalition; Fuel Poverty Coalition. But, beware Lobbying Act.. 22
